Claws of the Panda: Beijing's Campaign of Influence and Intimidation in Canada is a 2019 book by Jonathan Manthorpe about Canada's foreign relations with the People's Republic of China (PRC) and the influence of the Chinese Communist Party in Canada. Manthorpe argues that Canada and the PRC have a clash of values and that Canada has been a victim of multiple abuses by Beijing including spying, abductions, human rights abuses, intellectual property theft, monitoring and intimidating Chinese Canadians and Chinese dissidents, and other attempts to influence Canadian policy. [1] [2] His thesis is that the PRC has been able to implement such policies for a number of years due to naivete by Canadian policy makers. In the book, Manthorpe advocates for a change in Canadian foreign policy towards the PRC.

It was published around the same time as a period of strained relations between the two countries following the arrest of Huawei's deputy chair and CFO Meng Wanzhou in Canada in December 2018 and two subsequent arrests of Canadian citizens (Michael Kovrig and Michael Spavor) in the PRC. Canada accused the PRC of arresting Kovrig and Spavor in retaliation for the Meng arrest. [3] [4]

Manthorpe has clarified that the book is "not a book about Canadians of Chinese heritage" and was concerned about the book being used to provoke sentiment against Chinese Canadians. [5] He also mentioned that it was "wrong, and ultimately dangerous, to view the CCP's infiltration of Canada as racial". [6]

<i>Sing Tao Daily</i> (Canada)

The Sing Tao Daily, or Sing Tao for short, is a Chinese language newspaper based in Toronto, Ontario. It is jointly owned by the Hong Kong-based Sing Tao News Corporation and the Canadian publishing conglomerate Torstar Corporation, parent company of the Toronto Star.

The Schellenberg smuggling incident is a case in which Canadian citizen Robert Lloyd Schellenberg was arrested, tried, and convicted on charges of smuggling drugs in the People's Republic of China. According to the prosecutors for the state, Schellenberg attempted to smuggle methamphetamine with a net weight of just over 222 kg (489 lb) from Dalian to Australia in November 2014, and after discovering that his translator had informed the police, he boarded a plane at Dalian Zhoushuizi International Airport with the intention of fleeing to Thailand. Schellenberg was arrested by Chinese police when the plane had a stopover at Guangzhou Baiyun International Airport. Schellenberg argued that he was framed by drug dealer Xu Qing and that he was an innocent tourist. On November 20, 2018, the Dalian Intermediate People's Court tried and sentenced Schellenberg to 15 years in prison for drug smuggling, confiscation of 150,000 yuan in personal property, and deportation. Schellenberg appealed the verdict. On December 29 of the same year, the Liaoning Provincial High People's Court retried him. During the trial, the prosecutor claimed that the initial trial that Schellenberg was an accessory criminal, and the crime did not succeed, so the punishment should be light was inappropriate. The High Court of Liaoning Province ruled in court to send the case back to Dalian Intermediate People's Court for retrial. On January 14, 2019, the Dalian Intermediate People's Court opened a retrial to review the case, sentencing Schellenberg to death and confiscation of all property. After the retrial, Schellenberg's defense team stated that it would appeal.

The Inter-Parliamentary Alliance on China (IPAC) is an international, cross-party alliance of parliamentarians from democratic countries focused on relations with the People's Republic of China (PRC), and specifically, the Chinese Communist Party (CCP). It was established on June 4, 2020, on the anniversary of the 1989 Tiananmen Square protests and massacre. The alliance comprises over 100 MPs from the world's democratic legislatures, Ireland becoming the 20th national to join the alliance in February 2021. Each legislature represented takes turns to chair the alliance on a rotating basis. Its purpose is to create a coordinated response to China on global trade, security and human rights.

<span class="mw-page-title-main">Detention of Michael Spavor and Michael Kovrig</span> International incident

In December 2018, Canadian nationals Michael Spavor and Michael Kovrig were taken into custody in China. It appeared that their detention on December 10 and subsequent indictment under the state secrets law were linked to the arrest of Huawei telecoms executive Meng Wanzhou in Canada on December 1. In English-language media, the pair is frequently and colloquially referred to as the Two Michaels.

<span class="mw-page-title-main">Extradition case of Meng Wanzhou</span> Canadian legal dispute

On December 1, 2018, Huawei's board deputy chair Meng Wanzhou was detained upon arrival at Vancouver International Airport by Canada Border Services Agency officers for questioning, which lasted three hours. The Royal Canadian Mounted Police subsequently arrested her on a provisional U.S. extradition request for fraud and conspiracy to commit fraud in order to circumvent U.S. sanctions against Iran. On January 28, 2019, the U.S. Department of Justice formally announced financial fraud charges against Meng. The first stage of the extradition hearing for Meng began Monday, January 20, 2020, and concluded on May 27, 2020, when the Supreme Court of British Columbia ordered the extradition to proceed.

Spalding argues that the PRC is the greatest rival of the United States, why the country is a rival, strategies the PRC is using to undermine the United States, and policies the United States could implement to counter that rivalry. He also argues that the PRC has been conducting an covert aggressive campaign to undermine and eventually usurp American power since the 1990s. This includes a campaign against American values globally as enshrined in the Atlantic Charter such as support for democratic forms of government and human rights.
