The Commander-in-Chief of the Australian Defence Force is a position established through the Constitution of Australia that is held by the Governor-General of Australia. [2] The Commander-in-Chief commands the Australian Defence Force, however there is no requirement for the officeholder to have previous military service. The Commander-in-Chief acts on the advice of the Prime Minister of Australia, and the Minister for Defence and the Chief of the Defence Force exercise "general control and administration" and "command" of the ADF respectively under the terms of the Defence Act 1903 . [3]
From 1 July 2024, Samantha Mostyn will be inaugurated as the new Commander-in-Chief of the ADF, ex officio via her role as Governor-General of Australia. [4] Mostyn will be the second woman to hold the role, since Quentin Bryce exited her tenure of the role in 2014. [5]
The role of the Commander-in-Chief is to, on the advice of the Prime Minister of Australia, command the Australian Defence Force, its associated personnel, and activities. [3] The Commander-in-Chief hosts and attends ceremonies to decorate military personnel, attends military parades and displays. [6] The role is largely ceremonial, and a remnant from the former British Empire, as it acts on the advice of the Prime Minister, whilst being the Federal representative of the Monarch of Australia. [2] This effectively provides the officeholder with minimal powers de facto.
Although the Governor General is Commander-in-Chief members of the ADF take an Oath of Allegiance to the Monarch of Australia at present Charles III to serve them and resist their enemies.
The governor-general of Australia is the representative of the monarch of Australia, currently King Charles III, and performs many constitutional, ceremonial and community roles in the Australian political system. Major General Simone Louise Wilkie, is a retired Australian Army officer who was the Australian Deputy National Commander in the War in Afghanistan in 2011 and 2012. She was Assistant Chief of Staff to General David Petraeus during the Iraq War troop surge of 2007, and was the first female Commanding Officer of the Royal Military College, Duntroon and Commandant at the Army Recruit Training Centre at Kapooka. In March 2013 the Minister for Defence, Stephen Smith, announced her promotion to major general to take over as Commander of the Australian Defence College in July 2013.
The National Security Committee (NSC), also known as the National Security Committee of Cabinet, is the peak decision-making body for national security and major foreign policy matters in the Australian Government. It is a committee of the Cabinet of Australia, though decisions of the NSC do not require the endorsement of the Cabinet itself.
The Chief of Joint Capabilities (CJC) is the head of the Joint Capabilities Group (JCG) in the Australian Department of Defence. The Joint Capabilities Group was raised on 1 July 2017 with the position created as a result, with the inaugural CJC being Air Marshal Warren McDonald. The current chief is Lieutenant General John Frewen, who was appointed to the position in September 2021.
The Joint Health Command (JHC) is responsible for the delivery of military medicine and joint healthcare services to Australian Defence Force (ADF) personnel, including military psychiatry and rehabilitation services. The JHC is also responsible for providing strategic health policy, the development of the health preparedness of ADF personnel for operations, and the coordination of health units for deployment in support of operations. JHC is led by the dual-hatted Commander Joint Health and Surgeon General of the ADF.
Lieutenant General John James Frewen, is a senior officer in the Australian Army. He joined the army via the Royal Military College, Duntroon and was commissioned into the Royal Australian Infantry Corps in 1986. He was posted to the First Battalion of the Royal Australia Regiment (1RAR), were he took up the role as Platoon Commander - 7 Platoon Charlie Company. He has commanded the 2nd Battalion, Royal Australian Regiment (2003–04), Combined Task Force 635 (2003), the 1st Brigade (2012–14), Military Strategic Commitments Division (2014–16) and Joint Task Force 633 (2017–18), and deployed on operations to Rwanda, the Solomon Islands and Afghanistan. He was appointed Principal Deputy Director-General of the Australian Signals Directorate in March 2018, Coordinator General of the National COVID Vaccine Taskforce in June 2021, and Chief of Joint Capabilities in September 2021.
