Roopa Divakar Moudgil, is a Indian Police Service officer belonging to the Karnataka cadre. She is from the year 2000 batch of Indian Police Service (IPS) officers, and she currently holds the rank of Inspector General Of Police.

She is also a playback singer in Kannada cinemas and has sung in the Kannada film Bayalaatada Bheemanna, starring Ravichandran. [3] [4] [5] [6]

Early life and education

D. Roopa was born in Davanagere. Her father is J. S. Diwakar, a retired engineer and mother is Hemavathi. [7] She has one younger sister, Rohini Divakar, who is an IRS officer of 2008 batch and is posted as Joint Commissioner Of Income Tax. [8] [9] [10] Rohini was also an NCC cadet and has authored many articles in prominent national dailies. [11] [12] [13] [14]

She completed her graduation from Kuvempu University Karnataka with a gold medal, and post graduation MA in psychology from Bangalore University. [15] [16] Roopa is a well versed with Hindustani Classical music and a trained Bharatnatyam dancer. [16] She has recently released a music video on 2018's International Women's Day to inspire women. [17] [18]

In 2003, she married Munish Moudgil, an alumnus of IIT Bombay and currently an IAS officer. They have two children Anagha Moudgil and Rushil Moudgil. [19]

Career

Roopa cleared her UPSC exam with All-India-rank 43 in 2000. [20] She underwent training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, where she was ranked 5th in her batch and was allotted to the Karnataka Cadre.

Soon after the training, Roopa was posted as Superintendent of police (SP) in Dharwad district, north Karnataka. She also served as SP in Gadag district, Bidar and finally in Yadgir district, before she moved to Bengaluru. [19]

In 2007, she was given the role of arresting the then Madhya Pradesh Chief Minister and former Union Minister Uma Bharati in relation to a court case in Hubballi. [15] In 2008, she arrested Mr. Yavagal, who was an ex-minister. During this case, she also got her subordinate DSP Mr. Masooti, suspended for being in continuous touch with Mr. Yavagal and tried to protect the guilty. [15] [21]

She became the first lady police officer in the nation to head the Cyber-Crime police station/division, in 2013. While she was the DCP, City Armed Reserve in Bengaluru, she had withdrawn 216 excess gunmen kept unauthorized by 81 politicians. She also had withdrawn 8 new and unauthorized SUVs of the department that remained with the ex-Chief Minister of Karnataka. [22]

In July 2017, Roopa was transferred from her post as Deputy Inspector General Prisons, a post she took barely a month prior to the commissioner for traffic and road safety. Days after she found irregularities inside the jail. She alleged that AIADMK (Amma) general secretary V K Sasikala was enjoying VIP treatment at Parappana Agrahara central prison. In a report, she submitted to the Home Department and Director General of Police (DGP) for Prison Department H N Sathyanarayana Rao, Deputy Inspector General (Prisons) Roopa claimed that Sasikala was being provided with VIP treatment in jail, a whole corridor comprising five cells had been set aside for her private use, an exclusive kitchen to cook meals for her and the relaxed visiting hours in exchange for a Rs 2-crore bribe to jail officials. [23]

In January 2019, the high-level probe led by retired IAS officer Vinay Kumar, an independent inquiry committee, that inquired into this allegations of irregularities had found and confirmed "serious lapses" and "falsification of records" on the part of senior prison officials in extending special treatment to V.K. Sasikala. It further vindicated her stand, and a case has been registered in Anti-Corruption Bureau(ACB) based on her report. Inquiry committee also found that prison officials were aware that the cells were provided to V.K. Sasikala for private use. [24]

She was selected by Israel Foreign Ministry to be part of "Discover Israel delegation" to promote ties between the two countries. [25] She has been transferred 41 times in 17 years till 2017, has faced privilege motions for naming politicians in FIRs. She is also currently facing a defamation case seeking ₹ 20 crore by DGP Satyanarayana. [26] This case was quashed by the Karnataka High Court in June 2022. [27]

A Karnataka court has directed the police to file a criminal defamation case against IPS officer D Roopa Moudgil, for allegedly posting objectionable pictures and videos of IAS officer Rohini Sindhuri, and for accusing her of unethical practices. [28]

Awards

She was awarded the President's Police Medal for Meritorious Service in 2016. [29]

<span class="mw-page-title-main">V. K. Sasikala</span> Indian politician

Vivekanandan Krishnaveni Sasikala, also known by her married name Sasikala Natarajan, and often referred to by her initials VKS, is an Indian politician. She was a close associate of J. Jayalalithaa, the late chief minister of Tamil Nadu, who headed the All India Anna Dravida Munnetra Kazhagam (AIADMK) from 1989 until her death in 2016. After Jayalalithaa's death, the party's general council elected her as a temporary secretary general of AIADMK. Before entering the Central Prison in Bangalore, Sasikala appointed Edappadi K. Palanisamy as Chief Minister of Tamil Nadu. Palanisamy and other ministers removed her from the post and expelled her from the party in September 2017. Doddalahalli Kempegowda Shivakumar, also known by his initials as D. K. Sreelekha is also an author and now running a successful YouTube channel- “Sasneham Sreelekha” (With Love, Sreelekha) to share her experiences as a police officer. She has also served as managing director for public sector organisations in Kerala. During her tenure in the CBI, she earned the nickname of 'Raid Sreelekha'.

Doddakoppalu Kariyappa Ravi was an Indian Administrative Service officer of Karnataka cadre, from the 2008 batch. He first came into limelight as a deputy commissioner of the Kolar district, after launching an official crackdown against the encroachment of government lands and rampant illegal sand mining in the district. Following fourteen months of service, he was transferred to Bangalore by the government of Karnataka as Additional Commissioner of Commercial Taxes (Enforcement) in October 2014. After his five months' tenure as additional commissioner which involved tax raids on major tax-evading real estate firms, he was found dead at his residence in Bangalore on 16 March 2015, under suspicious circumstances.

KD Kempamma, infamously known as Cyanide Mallika, is India's first convicted female serial killer. Commencing with her first murder in 1999 Kempamma killed 6 women over the next 8 years, 5 between October and December in 2007. She befriended victims from female temple devotees and portrayed herself as a deeply pious woman. After gaining their confidence she would call them to another temple, ask them to dress in their best clothing and jewellery and give them 'holy water' with cyanide to drink. She was caught by police trying to dispose of the jewellery and confessed under interrogation. She was the first woman to be sentenced to death in Karnataka.
