On June 6, 2017, Richardson announced that he would run to succeed Republican Ileana Ros-Lehtinen, after her announcement that she would not run for reelection in the 27th district which seat she has held since 1989. Prior to this, Richardson had made a name for himself as a voluble and respected critic regarding the mismanagement of state bureaucracies, particularly within both the public and for-profit sectors of corrections. He made site visits to many of Florida's prisons and used his forensic skills to critically examine agency budgets and expenditures. [9] Despite Ros-Lehtinen's long tenure, the district favored Hillary Clinton by 20 points over Donald Trump in the 2016 presidential election. [18] It had been trending Democratic for some time before then; it voted for Barack Obama in both his presidential bids. In a race much closer than predicted, he was beaten by Donna Shalala, the former president of the University of Miami and the Secretary of Health and Human Services in the cabinet of Bill Clinton. [19] On August 28, 2018, Shalala won the Democratic primary over Richardson. Shalala, the best-known Democratic candidate won by less than 2,000 votes, 31.9% to 27.5%, in a race substantially closer than polling predicted. [20] Shalala won the general election by six points, with 51.8%.

Tallahatchie County Correctional Facility (TCCF) is a private prison for men, authorized by the Tallahatchie County Correctional Authority and operated by CoreCivic, formerly the Corrections Corporation of America on behalf of the Mississippi Department of Corrections. The maximum-security facility is located in unincorporated Tallahatchie County, Mississippi, near Tutwiler in the Mississippi Delta. Since its opening with 352 prisoners, the prison has expanded capacity nearly ninefold, holding 2672 inmates by October 2008. It has housed inmates from Wisconsin, Colorado, Hawaii, Wyoming, Vermont, and California, in addition to prisoners from Alabama, Louisiana and Mississippi. In 2010 the facility served as a county jail and also housed more than 1,000 prisoners from California. Since 2013, it has not held Mississippi state prisoners.

The Mayo Correctional Institution Annex is a state prison for men located in Mayo, Lafayette County, Florida. This facility was opened in 1984 and has a maximum capacity of 1345 prisoners.

The Franklin Correctional Institution is a state prison for men located in Carrabelle, Franklin County, Florida, owned and operated by the Florida Department of Corrections.

The Gadsden Correctional Facility is a private state prison for women located in Quincy, Gadsden County, Florida, operated by Management and Training Corporation (MTC) under contract with the Florida Department of Corrections. This facility was opened in 1995 and has a maximum capacity of 1544 prisoners.
