Ding Xuedong (born February 1960) is the current Communist Party Secretary and Vice Chair of the National Council for Social Security Fund. Previously, he served as the Chairman & CEO of China Investment Corporation [1] and the Executive Deputy Secretary-General of the State Council (minister-level).

Ding holds a Ph.D. in economics from the Research Institute for Fiscal Science, Ministry of Finance.

Career

In his earlier career, Mr. Ding served as Director General of the Department of Property Rights and Director General of the Department of Human Resources & Head of the General Office, State-owned Asset Administration Bureau. [2]

Subsequently, he held several positions in the Ministry of Finance, including Vice Minister, Assistant Minister, Director General of the Department of Education, Science and Culture, Director General of the Department of Agriculture and Director General of the Department of State-owned Capital Administration. Ding served as Deputy Secretary General of the State Council. [2]

In July 2013, Ding was appointed as China Investment Corporation's chairman by the Communist Party. [3] :112 Ding oversaw a restructuring of CIC and an increased focus on internal discipline. [3] :112–113 He required senior executives and over 400 CIC employees to submit self-criticisms in which they detailed their errors, apologized, and pledged not to repeat those errors. [3] :112

Under Ding's tenure, a CIC audit begun under predecessor Lou Jiwei was concluded. [3] :113 The audit found that CIC's early losses were primarily due to dereliction of duty by key personnel, inadequate due diligence, inadequate post-investment management, and a general lack of professionalism. [3] :113 Amid the nationwide anti-corruption campaign in 2015, CIC launched an internal investigation in which 495 personnel from CIC and its subsidiaries were disciplined. [3] :113

CIC's investment strategy changed during Ding's tenure, with an increased focus on the agricultural sector, including industries such as irrigation and animal feed, which other institutional investors have tended to overlook. [3] :113 Other points of emphasis during Ding's time as CIC Chair included technology, real estate, and infrastructure investments. [3] :113

The Communist Party viewed Ding's tenure at CIC as a success and in February 2017 promoted Ding to secretary general of the State Council. [4] :116

Ding is also chairman of China International Capital Corporation, a leading Chinese investment bank in which China Investment Corporation indirectly holds over 40% interest. [5] [6]

Ding was a member of the 19th Central Committee of the Communist Party in 2017 [7] and the 20th Central Committee of the Communist Party in 2022. [8]

Lou Jiwei, is a Chinese politician, and current director of the 13th CPPCC Foreign Affairs Committee. Lou was Chairman of China's National Council for Social Security Fund, Minister for Finance, Chairman of China Investment Corporation and Central Huijin Investment, Vice Minister of Finance of China and Vice-Governor of Guizhou.

National champions are corporations which are technically private businesses but due to governmental policy are ceded a dominant position in a national economy. In this system, these large organizations are expected not only to seek profit but also to "advance the interests of the nation"; the government sets policies which favor these organizations. The policy is practiced by many governments, in some sectors more than others, but by giving an unfair advantage against market competition, the policy promotes economic nationalism domestically and global pre-eminence abroad contrary to the free market. The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) is a special commission of the People's Republic of China, directly under the State Council. It was founded in 2003 through the consolidation of various other industry-specific ministries. SASAC is responsible for managing state-owned enterprises (SOEs), including appointing top executives and approving any mergers or sales of stock or assets, as well as drafting laws related to SOEs.

Pan Yiyang is a former Chinese politician who served in regional posts in Jiangxi province and Inner Mongolia. Pan served as the Communist Party Secretary of Ganzhou between 2003 and 2010, and subsequently Executive Vice Chairman of Inner Mongolia. During his tenure in the autonomous region he also sat on the Party Standing Committee of Inner Mongolia. Chen Jinhua was a Chinese politician. Chen joined the Chinese Communist Party (CCP) in February 1949 and studied at Renmin University of China from 1953 to 1955 and from 1960 to 1962. From the 1950s through the 1970s, he served in positions of increasing responsibility in China's former Ministry of Textile Industry and Ministry of Light Industry. From 1977 to 1983, Chen served on the Standing Committee of the Shanghai Municipal People's Congress, as well as deputy secretary of the Shanghai CCP Committee. From 1983 to 1990, he served as the general manager and CCP committee secretary of state-owned oil company Sinopec.

Policy banks of China, policy lenders or institutional banks refer to two Chinese banks set up by State Council of China in 1994, namely The Export–Import Bank of China (Exim) and the Agricultural Development Bank of China (ADBC). The two banks aim at implementing economic policies of the government and conducting non-profit businesses in particular sectors. China Development Bank (CDB) used to be one of such banks before its shift to a corporation in 2008.

Fan Yifei is a former Chinese banker who served as vice governor of the People's Bank of China from 2015 to 2022. He was investigated by China's top anti-graft agency in November 2022. Fan was the first ministerial-level official in China to be targeted by China's top anticorruption watchdog since the 20th National Congress of the Chinese Communist Party in October 2022.

Sovereign funds of China are mechanisms through which the Chinese state acts as a market participant with the goals of supporting key domestic economic sectors, advancing strategic interests internationally, and diversifying its foreign exchange reserves.

Peng Chun is a Chinese bureaucrat and the chairman of China Investment Corporation, one of China's sovereign funds.
