Don L. Scott,Jr. (born March 5,1965) is an American lawyer and politician. A Democrat,he is a member of the Virginia House of Delegates,representing the 80th district. He was minority leader of the Virginia House of Delegates from 2022 to 2024. On January 10,2024,he became Speaker of the Virginia House of Delegates. He is the first black speaker in Virginia's history.
Don Scott was born on March 5,1965. [1] He was raised in Houston,Texas,by a single mother of six children. [2] Scott attended a magnet high school for aerodynamics before attending and graduating from Texas A&M University with a degree in agriculture. [3] Following his undergraduate education,Scott served as a naval officer until 1991 when he received an honorable discharge. [4] Following his time in the Navy,Scott obtained a JD from Louisiana State University Law School in 1994. [4] [5]
In 1994,Scott was arrested on federal drug charges and served seven years in prison. Later,he acknowledged his mistakes,and said that the experience motivated him and showed him injustices of the legal system. [3] In 2002,after his release,Scott took an entry-level position at KRA Corporation,a workforce development company. [6] During his time at KRA,Scott relocated to Portsmouth,Virginia,and eventually became senior vice President at the firm. [3]
In 2015,Scott was admitted to the bar and opened his own firm,where he practiced criminal defense,family law,and civil cases. [3] In 2022,Scott joined Breit Biniazan Trial Lawyers as a partner. [6]
In 2021,Scott donated a kidney to his next-door neighbor,Virginia Circuit Court Judge Johnny E. Morrison. [7]
Scott filed to run to represent the 80th district in the 2019 Virginia House of Delegates election after the resignation of Matthew James,who was appointed by Governor Ralph Northam to an executive position. [8] Scott was unopposed in the primaries,and in the general election defeated Republican James W. Evans and Independent Ryan Benton with 66.01% of the vote. [9]
In March 2020,Scott endorsed former U.S. Vice President Joe Biden in the 2020 Democratic Primary. [10]
Scott was unopposed in the primaries,and in the general election defeated Republican Deanna Stanton with 66.07% of the vote. [11]
In the 2021 general elections,Virginia Democrats lost 7 seats and control of the House of Delegates. Along with fellow Delegates Dan Helmer and Sally Hudson,both of whom were also first elected in 2019,Scott led a vote of no confidence to remove former Speaker and party leader Eileen Filler-Corn. [12] However,the Democratic Delegates did not elect a new leader right away. The position was filled by Caucus Chair Charniele Herring,who sustained her own vote of no confidence,as acting leader until Scott was elected House Minority leader on June 1. [13]
After Democrats won the majority in the 2023 Virginia House of Delegates election,Scott was nominated unanimously by his caucus to become Speaker of the Virginia House of Delegates,the first black speaker in Virginia's history. [14]

He has been a Republican member of the Virginia House of Delegates since 2006,representing the 15th district in the Shenandoah Valley and Blue Ridge Mountains,made up of Page and Shenandoah Counties,plus parts of Rockingham and Warren Counties.

Eileen Robin Filler-Corn is an American lawyer and politician who served as the Minority Leader of the Virginia House of Delegates from January to April 2022,a position she previously held from 2019 to 2020. She previously served as the 56th Speaker of the Virginia House of Delegates from 2020 to 2022. She represented the 41st district in the Fairfax County suburbs of Washington,D.C.,from 2010 to 2024. She is a member of the Democratic Party. She is also the first woman and Jew to serve as Speaker of the Virginia House of Delegates.

Herring conceded defeat at 5:02 PM EST the following day,November 3. Miyares became the first Cuban-American and Hispanic to be elected to statewide office in Virginia. Miyares was later sworn in on January 15,2022.
The 2021 Virginia House of Delegates election for the 162nd Virginia General Assembly were held on November 2,2021 to coincide with biennial elections in the U.S. state of Virginia. All 100 Delegates are elected to two-year terms in single-member constituencies. Primary elections took place on June 8. This election coincided with the 2021 Virginia Gubernatorial election,the Lieutenant Gubernatorial election,and lastly,the Attorney General election,all of which were won by Republicans. The upper house of the Virginia General Assembly,the Senate of Virginia,will hold its next election on November 7,2023.

The legislature is the first since the 156th Assembly ended in 2012 to be of divided party control,with Republicans again controlling the House of Delegates and Democrats holding the Senate.

Democrats gained 3 seats,winning back control with a 51-49 majority after having previously lost it in 2021.
The 2023 Virginia Senate election was held on Tuesday,November 7,2023,concurrently with elections for the Virginia House of Delegates,to elect senators to all 40 seats in the Senate of Virginia for the 163rd and 164th Virginia Assembly. Nomination primaries held through the Department of Elections were held June 20,2023. These were the first elections held following redistricting as a result of the 2020 census.
The 2023 Virginia's 4th congressional district special election was a special election to the U.S. House of Representatives that was held to fill Virginia's 4th congressional district for the remainder of the 118th United States Congress. The seat became vacant after incumbent Democrat Donald McEachin died on November 28,2022,of colorectal cancer. State Senator Jennifer McClellan was declared the victor shortly after the polls closed,winning in a landslide against her Republican opponent.
The 163rd Virginia General Assembly,consisting of members who were elected in both the House and Senate elections in 2023,convened on January 10,2024. Both elections were the first to be held under maps for both houses of the Virginia General Assembly which were approved by the Virginia Redistricting Commission and the Supreme Court of Virginia in 2021,which were the first in Virginia history to not be drawn and approved by the legislature. Both elections resulted in Democrats winning majorities in both houses for the first time since 2021,with one-seat majorities in both chambers;it was the first time that Democrats won both houses of the legislature against an incumbent Republican governor since 1995.
