Franklin Ernest "Frank" van Kappen (born 4 August 1941) is a Dutch retired marine and politician. Van Kappen was a career officer in the Netherlands Marine Corps, and served as Major general between 1995 and 1998. He was a member of the Senate for the People's Party for Freedom and Democracy between 2007 and 2019.

Career

Van Kappen was born on 4 August 1941 in Semarang, Dutch East Indies. He received his primary education in the Dutch East Indies, the Netherlands and New Guinea. Between 1955 and 1961 he was enrolled in the Dalton Lyceum in The Hague. [1]

The same year he finished highschool he entered the Royal Naval College in Den Helder. Graduating as an officer in 1964 he subsequently served with the Netherlands Marine Corps. [1] Between 1987 and 1988 he attended Naval War College in the United States. [1] [2] Between July 1992 and 1995 he served as brigadier general as commanding officer of the Dutch Armed Forces in the Caribbean, concurrently holding command of the Dutch-American Taskforce 4.4. He was promoted to Major general and served as military advisor to the Secretary General of the United Nations between 1995 and August 1998. [1]

Since 2000 he has been a visiting lecturer at the Netherlands Institute of International Relations Clingendael. [1]

Senate

In 1999 Van Kappen became member of the People's Party for Freedom and Democracy and he joined the Senate for that party on 12 June 2007. [1]

In 2009 there was widespread political debate on the continuation of the Dutch military presence in the Afghan province of Uruzgan in the Task Force Uruzgan for 2010. Van Kappen proposed that the Netherlands would continue its military presence, however leave the lead position to another country. [3]

Between 2011 and 2015 he was President of the Senate's Permanent Commission on Foreign Affairs, Defence and Development Aid. [1]

Shortly after the 17 July 2014 downing of Malaysia Airlines Flight 17 in Eastern Ukraine, the option of sending military commando forces to retrieve the victims was proposed by several politicians because the flight had a majority of Dutch passengers and cooperation with local power holders was difficult. Van Kappen stated that the sending of Dutch forces would be one of the most stupid courses of action. [4]

In early 2018 Van Kappen pleaded for a long-term plan for the armed forces of the Netherlands, a plan with broad political support which would could be sustained over several cabinets. [5] During the 2018 Dutch municipal elections Van Kappen was lijstduwer for his party in Utrechtse Heuvelrug. [6] His term in the Senate ended on 11 June 2019. [7]

Awards

In July 1982 Van Kappen was invested as a Knight of the Order of Orange-Nassau; on 8 June 1995 he was elevated as a Officer of the same order. [1]

He received the medal of Naval Almirante Luis Brion of Venezuela on 23 July 1993. [1] Venezuela also awarded him the Order of Naval Merit, first class on 7 July 1995. [1] The United States presented him with the Legion of Merit in December 1996. [1]

The Netherlands Armed Forces are the military services of the Kingdom of the Netherlands. Military Order of William

The Military William Order, or often named Military Order of William, is the oldest and highest honour of the Kingdom of the Netherlands. It is named after St. William of Gellone (755–814), the first Prince of Orange. Its motto is Voor Moed, Beleid en Trouw. The chivalric order was established on 30 April 1815 by King William I and was presented for feats of excellent bravery on the battlefield and as a meritorious decoration to senior military officers. Comparable with the French Légion d’Honneur but far less often awarded, it is open to everyone regardless of rank or nobility—not only to Dutch military, but also to foreigners. To date, membership in the Order is extremely rarely awarded, and only for exceptional bravery in battle.

Hein ter Poorten

Hein ter Poorten was a Dutch military officer. He was the commander of the Royal Netherlands East Indies Army in World War II. Ter Poorten was also Allied land forces commander in the American-British-Dutch-Australian Command on Java during early 1942.

Royal Netherlands Army Land branch of the Netherlands Armed Forces

The Royal Netherlands Army is the land branch of the Netherlands Armed Forces. Though the Royal Netherlands Army was raised on 9 January 1814, its origins date back to 1572, when the Staatse Leger was raised – making the Dutch standing army one of the oldest in the world. It fought in the Napoleonic Wars, World War II, the Indonesian War of Independence, and the Korean War and served with NATO on the Cold War frontiers in West-Germany from the 1950s to the 1990s.

Regiment van Heutsz Military unit

The Regiment van Heutsz is a line infantry regiment of the Royal Netherlands Army. The regiment was named after J.B. van Heutsz, a former Governor-General of the Dutch East Indies, and was formed on July 1, 1950. It is notable for its service as part of the United Nations force sent to fight during the Korean War. It is still operational and has served tours as part of the ISAF Afghanistan Mission.

The Military Intelligence and Security Service is the military intelligence service of the Netherlands. It was formerly known as the Militaire Inlichtingendienst (MID) and received its current name in 2002. The MIVD is part of the Ministry of Defence.

Task Force Uruzgan

Task Force Uruzgan (TFU) was Australia's and the Netherlands' contribution to NATO's Regional Command South, International Security Assistance Force, in Afghanistan. The Dutch lead one of the four Provincial Reconstruction Teams in the southern region of the country. 1,200 to 1,400 Dutch military, mandated by the Dutch Parliament in February 2006, will attempt to maintain order in Uruzgan Province through July 2010. They will also attempt to develop political and economic infrastructure and to train the Afghan police.

Fourth Balkenende cabinet Cabinet of the Netherlands

The fourth Balkenende cabinet was the executive branch of the Government of the Netherlands from 22 February 2007 until 14 October 2010. The cabinet was formed by the Christian-democratic Christian Democratic Appeal (CDA) and Christian Union (CU) and the social-democratic Labour Party (PvdA) after the election of 2006. The cabinet was a centrist grand coalition and had a slim majority in the House of Representatives with Christian Democratic Leader Jan Peter Balkenende serving as prime minister. Labour Leader Wouter Bos served as Deputy Prime Minister and Minister of Finance while Social Christian Leader André Rouvoet served as Deputy Prime Minister and Minister without Portfolio for Health, Welfare and Sport.

Peter van Uhm Dutch general

Petrus Johannes Mathias "Peter" van Uhm is a retired Royal Netherlands Army general. He served as Chief of Defence of the Armed forces of the Netherlands from 17 April 2008 until 28 June 2012. He previously served as the Commander of the Royal Netherlands Army from 5 September 2005 until 13 March 2008.

11th Airmobile Brigade (Netherlands) Military unit

The 11 Air Assault Brigade is the rapid light infantry brigade of the Royal Netherlands Army, focused on conducting air assault operations. Troops of the brigade are qualified to wear the maroon beret upon completion of the demanding training course, those qualified as military parachutists wear the appropriate parachutist wings. The brigade was handed the name '7 December' when the First Division 7 December was disbanded in 2004.

Marco Kroon

Major Marinus Johannes "Marco" Kroon, RMWO, is a Dutch officer serving with the Korps Commandotroepen. Kroon is one of only three living knights 4th class of the Military Order of William and the first new member appointed to this Dutch Order in over half a century. The Military William Order is the highest honour in the Netherlands, bestowed for "performing excellent acts of Bravery, Leadership and Loyalty in battle".

General Marc van Uhm is a two-star general in the Royal Netherlands Army and served as its deputy commander.

Korps Commandotroepen Special forces unit of the Royal Netherlands Army

The Korps Commandotroepen (KCT) is the special forces unit of the Royal Netherlands Army. It is one of the three principal units tasked with special operations in the Netherlands armed forces. The KCT is tasked with conducting the full spectrum of special operations, focusing on direct action, special reconnaissance, military assistance and counter-terrorism in particular. Its operations are planned and coordinated by the Netherlands Special Operations Command, as are the operations of NLMARSOF.

Robert (Rob) Verkerk is a retired officer of the Netherlands Marine Corps. On 26 September 2014 he succeeded Matthieu Borsboom as Commander of the Naval Forces.

Ted Meines

Tette "Ted" Meines was a lieutenant general in the Royal Netherlands Army and an activist for veterans' rights. During World War II, he was a member of the Dutch resistance and helped Jewish families, for which he was awarded the title Righteous Among the Nations by Israel. After the war had ended, Meines saw active service in the Politionele acties. During and after his military career, he became involved in veteran affairs and was instrumental in the setting up of several veterans organizations. He is considered the founder of the Dutch veteran affairs policy.

Onno Eichelsheim

Onno Eichelsheim is a general in the Royal Netherlands Air Force serving as Chief of Defence of the Netherlands Armed Forces since 15 April 2021. Prior to his post, he served as the Vice Chief of Defence from 1 July 2019 to 8 March 2021.
