Medellín, officially the Municipality of Medellín, is the second-largest city in Colombia, after Bogotá, and the capital of the department of Antioquia. It is located in the Aburrá Valley, a central region of the Andes Mountains in South America. According to the National Administrative Department of Statistics, the city had an estimated population of 2,508,452 according to the 2018 census. With its surrounding area that includes nine other cities, the metropolitan area of Medellín is the second-largest urban agglomeration in Colombia in terms of population and economy, with more than 3.7 million people.

Ricardo La Rotta Caballero is an architect in Bogotá, Colombia and the principal at the La Rotta Arquitectos firm. His work includes La Quintana Library, a library park named after Tomás Carrasquilla in Medellín, Colombia. Along with Juan Manuel López (architect) and Ramón Quevedo, La Rotta was selected as an architect for an ecological redevelopment project north of Bogotá. In 2006, La Rotta's work on the project with Quevedo and López on Edifício Compensar in Bogotá was selected as one of the 10 "projects of the year" by the publication Semana. La Rotta was also involved in the project of the Plaza of Zipaquirá. La Rotta won a design competition for the new Arts faculty building at Javeriana University.
La Quintana, also known as the Parque Biblioteca Tomás Carrasquilla, is a culturally significant library park in Medellin, Colombia. The library was designed by Ricardo La Rotta Caballero and named after Colombian writer Tomás Carrasquilla. The building is 14,800 square feet and includes reading rooms, ludotecas, computers with internet, and terraced architecture with views overlooking Medellin. It is located in the Aures neighborhood in the northwestern quarter of the city.
Augustin Goovaerts was a Belgian architect and engineer, born in Schaerbeek, Brussels in 1885. Throughout his life, he designed a number of important urban architectural buildings, mainly in Colombia, where he worked as the department of Antioquia's official architect during the 1920s. Some of his works have been declared National Monuments in Colombia. He died at the age of 58 in Brussels due to leukemia caused by typhoid.
Rosa Navarro is a photographer and mixed-media Colombian artist. Navarro was born on March 23, 1955, in Barranquilla, Colombia. She was born in Hospital de Barranquilla. She is the daughter of Carlos Navarro Orozco and Rosa María Barandica. Navarro was exposed to the arts since her birth because her mother was an artist who worked with several mediums.
