The Health Informatics Society of Australia Ltd (HISA) is a scientific society, established in 1992, for health informaticians and those with an interest in health informatics. [1]

A learned society is an organisation that exists to promote an academic discipline, profession, or a group of related disciplines such as the arts and science. Membership may be open to all, may require possession of some qualification, or may be an honour conferred by election.

Health informatics discipline at the intersection of information science, computer science, and health care

Health informatics is information engineering applied to the field of health care, essentially the management and use of patient health care information. It is a multidisciplinary field that uses health information technology (HIT) to improve health care via any combination of higher quality, higher efficiency, and new opportunities. The disciplines involved include information science, computer science, social science, behavioral science, management science, and others. The United States National Library of Medicine (NLM) defines health informatics as "the interdisciplinary study of the design, development, adoption and application of IT-based innovations in health care services delivery, management and planning". It deals with the resources, devices, and methods required to optimize the acquisition, storage, retrieval, and use of information in health and bio-medicine. Health informatics tools include computers, clinical guidelines, formal medical terminologies, and information and communication systems, among others. It is applied to the areas of nursing, clinical medicine, dentistry, pharmacy, public health, occupational therapy, physical therapy, biomedical research, and alternative medicine, all of which are designed to improve the overall of effectiveness of patient care delivery by ensuring that the data generated is of a high quality.

Health informatics is the science and practice around information in health that leads to informed and assisted healthcare. ‘Informed’ here means ‘that the right information about the subject (consumer, patient or population) together with relevant health knowledge, is available at the right time and in a form that allows it to be used’. ‘Assisted’ here means ‘that the job of the healthcare worker is made safer and easier and that the health consumer is supported in their decisions and actions’.

Information that which informs; the answer to a question of some kind; that from which data and knowledge can be derived

Information can be thought of as the resolution of uncertainty; it is that which answers the question of "what an entity is" and thus defines both its essence and nature of its characteristics. It is associated with data, as data represents values attributed to parameters, and information is data in context and with meaning attached. Information relates also to knowledge, as knowledge signifies understanding of an abstract or concrete concept.

A health professional may operate within all branches of health care, including medicine, surgery, dentistry, midwifery, pharmacy, psychology, nursing or allied health professions. A health professional may also be a public/community health expert working for the common good of the society.

A patient is any recipient of health care services. The patient is most often ill or injured and in need of treatment by a physician, nurse, psychologist, dentist, veterinarian, or other health care provider.

E-health, defined by the World Health Organization as the combined use of electronic communication and information technology in the health sector, is a sub-discipline of health informatics.

eHealth is a relatively recent healthcare practice supported by electronic processes and communication, dating back to at least 1999. Usage of the term varies. A study in 2005 found 51 unique definitions. Some argue that it is interchangeable with health informatics with a broad definition covering electronic/digital processes in health while others use it in the narrower sense of healthcare practice using the Internet. It can also include health applications and links on mobile phones, referred to as mHealth or m-Health.

World Health Organization Specialized agency of the United Nations

The World Health Organization (WHO) is a specialized agency of the United Nations that is concerned with international public health. It was established on 7 April 1948, and is headquartered in Geneva, Switzerland. The WHO is a member of the United Nations Development Group. Its predecessor, the Health Organization, was an agency of the League of Nations.

HISA aims to improve health through health informatics. It provides a national focus for the science and practice of health informatics, and for its practitioners - health informaticians, as well as for the associated industry and users. It develops policy, advocates on behalf of its members and provides opportunities for learning and professional development in health informatics. Its membership is drawn from consumers, clinicians and other health information systems users as well as health informaticians, engineers, scientists, technologists, systems developers, managers, psychologists, lawyers, policy officers, researchers and others.

Professional development is learning to earn or maintain professional credentials such as academic degrees to formal coursework, attending conferences, and informal learning opportunities situated in practice. It has been described as intensive and collaborative, ideally incorporating an evaluative stage. There are a variety of approaches to professional development, including consultation, coaching, communities of practice, lesson study, mentoring, reflective supervision and technical assistance.

HISA has communities of practice in nursing informatics, user experience, clinical informatics, cybersecurity and digital hospital design.

In commerce, user experience (UX) is a person's emotions and attitudes about using a particular product, system or service. It includes the practical, experiential, affective, meaningful and valuable aspects of human–computer interaction and product ownership. Additionally, it includes a person's perceptions of system aspects such as utility, ease of use and efficiency. User experience may be subjective in nature to the degree that it is about individual perception and thought with respect to a system. User experience varies dynamically, constantly modifying over time due to changing usage circumstances and to changes to individual systems as well as to the wider usage context in which they operate. In the end, user experience is about how a user interacts with, and experiences, a product.

Computer security The protection of computer systems from theft or damage

Computer security, cybersecurity or information technology security is the protection of computer systems from the theft of or damage to their hardware, software, or electronic data, as well as from the disruption or misdirection of the services they provide.

One of the education activities of the society is the annual national Health Informatics Conference (HIC) which attracts around 1000 delegates and features a sizeable trade show and the country's only interoperability demonstration. HISA is the national affiliate of the International Medical Informatics Association [2] and convener of the Coalition for E-Health.

Interoperability is a characteristic of a product or system, whose interfaces are completely understood, to work with other products or systems, at present or in the future, in either implementation or access, without any restrictions.

The International Medical Informatics Association (IMIA) is an independent organization that plays a role in promoting and furthering the application of information science in modern society, particularly in the fields of healthcare, bioscience and medicine. It was established in 1967 as a technical committee of the International Federation for Information Processing (IFIP). It became an independent organization in 1987 and was established under Swiss law in 1989.

In the 1990s, reports in several countries revealed a staggering number of patient injuries and deaths each year due to avoidable adverse health care events. In the United States, the Institute of Medicine report (1999) called for a broad national effort to include the establishment of patient safety centers, expanded reporting of adverse events and development of safety programs in health care organizations. The organizations that developed ranged from governmental to private, and some founded by industry, professional or consumer groups. Common functions of patient safety organizations are data collection and analysis, reporting, education, funding and advocacy.

Health information management (HIM) is information management applied to health and health care. It is the practice of acquiring, analyzing and protecting digital and traditional medical information vital to providing quality patient care. With the widespread computerization of health records, traditional (paper-based) records are being replaced with electronic health records (EHRs). The tools of health informatics and health information technology are continually improving to bring greater efficiency to information management in the health care sector. Both hospital information systems and Human Resource for Health Information System (HRHIS) are common implementations of HIM.

The Indian Association for Medical Informatics (IAMI) is a professional society that plays a role in promoting and furthering the application of informatics in the fields of healthcare, bioscience and medicine in India. It was established in 1993.

European Institute for Health Records

The European Institute for Health Records or EuroRec Institute is a non-profit organization founded in 2002 as part of the ProRec initiative. On 13 May 2003, the institute was established as a non-profit organization under French law. Current President of EuroRec is Prof. Dipak Kalra. The institute is involved in the promotion of high quality Electronic Health Record systems in the European Union. One of the main missions of the institute is to support, as the European authorised certification body, EHRs certification development, testing and assessment by defining functional and other criteria.

The European Committee for Standardization (CEN) Standard Architecture for Healthcare Information Systems, Health Informatics Service Architecture or HISA is a standard that provides guidance on the development of modular open information technology (IT) systems in the healthcare sector. Broadly, architecture standards outline frameworks which can be used in the development of consistent, coherent applications, databases and workstations. This is done through the definition of hardware and software construction requirements and outlining of protocols for communications. The HISA standard provides a formal standard for a service-oriented architecture (SOA), specific for the requirements of health services, based on the principles of Open Distributed Processing. The HISA standard evolved from previous work on healthcare information systems architecture commenced by Reseau d’Information et de Communication Hospitalier Europeen (RICHE) in 1989, and subsequently built upon by a number of organizations across Europe.

Philosophy of healthcare

The philosophy of healthcare is the study of the ethics, processes, and people which constitute the maintenance of health for human beings. For the most part, however, the philosophy of healthcare is best approached as an indelible component of human social structures. That is, the societal institution of healthcare can be seen as a necessary phenomenon of human civilization whereby an individual continually seeks to improve, mend, and alter the overall nature and quality of their life. This perennial concern is especially prominent in modern political liberalism, wherein health has been understood as the foundational good necessary for public life.

Health information technology (HIT) is information technology applied to health and health care. It supports health information management across computerized systems and the secure exchange of health information between consumers, providers, payers, and quality monitors. Based on an often-cited 2008 report on a small series of studies conducted at four sites that provide ambulatory care – three U.S. medical centers and one in the Netherlands – the use of electronic health records (EHRs) was viewed as the most promising tool for improving the overall quality, safety and efficiency of the health delivery system. Informatics is a branch of information engineering. It involves the practice of information processing and the engineering of information systems, and as an academic field it is an applied form of information science. The field considers the interaction between humans and information alongside the construction of interfaces, organisations, technologies and systems. As such, the field of informatics has great breadth and encompasses many subspecialties, including disciplines of computer science, information systems, information technology and statistics. Since the advent of computers, individuals and organizations increasingly process information digitally. This has led to the study of informatics with computational, mathematical, biological, cognitive and social aspects, including study of the social impact of information technologies.

Kevin Fickenscher, M.D., CPE, FACPE, FAAFP currently serves as the president/CEO of CREO Strategic Solutions, LLC – a consulting, advisory and management services company involved in all aspects of the telecare field – from care delivery to both undergraduate and continuing education related to virtual care delivery. He is also extensively involved in leadership development for organizations of all sizes. CREO is an organization which provides a network of senior-level people resources with extensive backgrounds in all aspects of healthcare. He has also previously served as the director for healthcare at The MITRE Corporation, a federally funded research and development corporation providing services to the federal government; interim CMO for AMC Health, a remote care management programs; and CEO of the American Medical Informatics Association (AMIA), the leading association of informaticians throughout the world. Pharmacocybernetics is an upcoming field that describes the science of supporting drugs and medications use through the application and evaluation of informatics and internet technologies, so as to improve the pharmaceutical care of patients. It is an interdisciplinary field that integrates the domains of medicine and pharmacy, computer sciences and psychological sciences to design, develop, apply and evaluate technological innovations which improve drugs and medications management, as well as prevent or solve drug-related problems.

Christopher G. Chute American medical researcher

Christopher G. Chute is a Bloomberg Distinguished Professor at Johns Hopkins University, physician-scientist and biomedical informatician known for biomedical terminologies and health information technology (IT) standards. He chairs the World Health Organization Revision Steering Group for the revision of the International Classification of Diseases (ICD-11).

The Personally Controlled Electronic Health Record (PCEHR) is a shared electronic health summary set up by the Australian government with implementation overseen by the National Electronic Health Transition Authority (NEHTA). The purpose of the PCEHR is to provide a secure electronic summary of people's medical history which will eventually include information such as current medications, adverse drug reactions, allergies and immunisation history in an easily accessible format. This PCEHR is stored in a network of connected systems with the ability to improve the sharing of information amongst health care providers to improve patient outcomes no matter where in Australia a patient presents for treatment. It is currently an opt-in system with a unique individual healthcare identifier (IHI) being assigned to participants and the option of masking and limiting information available for viewing controlled by the patient or a nominated representative.

Health care analytics is the health care analysis activities that can be undertaken as a result of data collected from four areas within healthcare; claims and cost data, pharmaceutical and research and development (R&D) data, clinical data, and patient behavior and sentiment data (patient behaviors and preferences,. Health care analytics is a growing industry in the United States, expected to grow to more than $31 billion by 2022. The industry focuses on the areas of clinical analysis, financial analysis, supply chain analysis, as well as fraud and HR analysis.

The Master of Healthcare Informatics is a master's-level professional degree granted to students who complete a course of study in the knowledge and competencies needed for careers in health informatics, involving the management of patient and public health data for the purposes of collection, retrieval and utilization for the purpose of improving patient care and reducing healthcare costs. Programs can differ according to setting; although practitioner-teacher model programs are typically found in colleges of medicine. Non-health science faculties have also started to offer programmes that specialize in health informatics; for instance, Master of Business Administration (MBA) in Health Informatics and Master of Commerce in Health Informatics.
