The primate of the church is called President Bishop and represents the Church at the international Anglican Communion Primates' Meetings. The Central Synod of the church is its deliberative and legislative organ.

Douglas Geoffrey Rowell was an Anglican bishop and historian. He served as Bishop of Basingstoke and then as the third Bishop in Europe until his retirement on 8 November 2013. Following his retirement he ministered as an assistant bishop in the Diocese of Chichester and in the Diocese of Portsmouth. He died in the early morning of Trinity Sunday, 11 June 2017.

It covers Cyprus and the Arabian Peninsula, Iraq and Yemen. The bishop in Cyprus and the Gulf is the Ordinary of the diocese. In every part of the diocese, except in Cyprus and Iraq, the congregations are largely expatriate, with many Christians from Pakistan, India, Sri Lanka, the Philippines and the African continent. The diocese is linked with the Diocese of Exeter in England and the Diocese of Thika in Kenya. The diocese is divided into the Archdeaconry of Cyprus and the Archdeaconry of the Gulf: Christopher Futcher was collated archdeacon in Cyprus on 7 September 2019. The Rev'd Canon Dr. Michael Mbona, a Zimbabwean serving at St. Paul's in Kuwait, was appointed as Archdeacon for the Gulf, following the retirement of long-serving Archdeacon Bill Schwartz, OBE.
Michael Augustine Owen Lewis is an Anglican bishop, born in England, who served in the Middle East. He was until 8 June 2023 the Anglican bishop in Cyprus and the Gulf in the Episcopal Church in Jerusalem and the Middle East. Within his former diocese lie Cyprus, Iraq, and the whole of the Arabian Peninsula, including the Arab states of the Persian Gulf. He was also president bishop and primate of the Province of Jerusalem and the Middle East with the title of archbishop from 17 November 2019 to 12 May 2023.
Leonard James Ashton, was an English Anglican bishop and military chaplain. He was the inaugural Bishop in Cyprus and the Gulf, serving from 1976 to 1983. He had previously spent most of his ordained ministry serving in the Chaplains Branch of the Royal Air Force, and rose to become its Chaplain-in-Chief.
