Captain Kevin Ward, OHP is an American police officer and politician from the U.S. state of Oklahoma. Ward previously served as the Oklahoma Secretary of Safety and Security, having been appointed by Governor of Oklahoma Brad Henry in 2004 and serving until 2011. Ward served concurrently as Oklahoma Commissioner of Public Safety.

Charles Lloyd Beck is a retired police officer, ending his career as the Chief of the Los Angeles Police Department (LAPD). A veteran of the department with over four decades as an officer, he is known for commanding and rehabilitating the Rampart Division after the Rampart scandal; and for technology enhancements during his time as Chief of Detectives. He agreed to be interim Superintendent of Police in Chicago in late 2019 while the city searches nationwide for a replacement for retiring Eddie Johnson. Beck took helm of the Chicago Police Department on December 2, 2019 after Johnson was fired. On April 2, 2020, Beck was replaced by former Dallas Police Department Chief David Brown as Superintendent.
Jean Quan was the 49th mayor of Oakland, California. She previously served as City Council member for Oakland's 4th District. Upon inauguration on January 3, 2011, she became Oakland's first female mayor. Quan ran an unsuccessful campaign for reelection in 2014, losing the mayoral race to Libby Schaaf, a member of the Oakland City Council.

Plaintiffs alleged mistreatment at the hands of four veteran officers, known as the "Riders", who were alleged to have kidnapped, planted evidence, and beaten citizens. Plaintiffs also alleged that the Oakland Police Department (OPD) turned a blind eye to police misconduct.

Danielle Outlaw is an American law enforcement officer and police administrator. She currently serves as Commissioner for the Philadelphia Police Department, a role she assumed on February 10, 2020. She previously served as chief of police for the Portland Police Bureau, in the U.S. state of Oregon. She was the first African American woman to head the bureau in Portland, and was appointed by mayor Ted Wheeler in 2017. Outlaw previously worked for the Oakland Police Department, where she served as deputy chief from 2013 until 2017. In December 2019 Outlaw was chosen to assume the job of Philadelphia police commissioner.
Roger MacLean is an American police officer and politician who is the President of the Allentown, Pennsylvania City Council. He also served as the acting Mayor of Allentown until March 29, 2018, when he was succeeded in the office by Ray O'Connell. MacLean became the acting mayor on Friday, March 9, 2018, with the resignation of Mayor Ed Pawlowski, who was convicted by jury on March 1, 2018, on 47 felony charges related to a pay-to-play scheme involving his asking for campaign donations in exchange for city contracts and favors.
