Integrated Ocean Observing System

The Integrated Ocean Observing System (IOOS) is an organization of systems that routinely and continuously provides quality controlled data and information on current and future states of the oceans and Great Lakes from the global scale of ocean basins to local scales of coastal ecosystems. It is a multidisciplinary system designed to provide data in forms and at rates required by decision makers to address seven societal goals.

IOOS is developing as a multi-scale system that incorporates two, interdependent components, a global ocean component, called the Global Ocean Observing System, with an emphasis on ocean-basin scale observations and a coastal component that focuses on local to Large Marine Ecosystem (LME) scales. Large Marine Ecosystems (LMEs) in U.S. coastal waters and IOOS Regional Associations.

Many of IOOS' component regional systems are being dismantled for lack of federal funding, including the Gulf of Maine Ocean Observing System GoMOOS . This has resulted in the loss of long term data sets and information used by Coast Guard search and rescue operations. [1]

Regional associations

The coastal component consists of Regional Coastal Ocean Observing Systems (RCOOSs) nested in a National Backbone of coastal observations. From a coastal perspective, the global ocean component is critical for providing data and information on basin scale forcings (e.g., ENSO events), as well as providing the data and information necessary to run coastal models (such as storm surge models). The Intergovernmental Oceanographic Commission of UNESCO (IOC/UNESCO) was established by resolution 2.31 adopted by the General Conference of UNESCO. It first met in Paris at Unesco Headquarters from 19 to 27 October 1961. Initially, 40 States became members of the commission. National Ocean Service scientists, natural resource managers, and specialists ensure safe and efficient marine transportation, promote innovative solutions to protect coastal communities, and conserve marine and coastal places. NOS is a scientific and technical organization of 1,700 scientists, natural resource managers, and specialists in many different fields.

Atlantic Oceanographic and Meteorological Laboratory

The Atlantic Oceanographic and Meteorological Laboratory (AOML), a federal research laboratory, is part of the National Oceanic and Atmospheric Administration's (NOAA) Office of Oceanic and Atmospheric Research (OAR), located in Miami in the United States. AOML's research spans tropical cyclone and hurricanes, coastal ecosystems, oceans and human health, climate studies, global carbon systems, and ocean observations. The Cooperative Institute for Research in Environmental Sciences (CIRES) is a research institute that is sponsored jointly by the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research (OAR) and the University of Colorado Boulder (CU). CIRES scientists study the Earth system, including the atmosphere, hydrosphere, cryosphere, biosphere, and geosphere, and communicate these findings to decision makers, the scientific community, and the public.

The Global Climate Observing System (GCOS) was established in 1992 as an outcome of the Second World Climate Conference, to ensure that the observations and information needed to address climate-related issues are obtained and made available to all potential users. The GCOS is co-sponsored by the World Meteorological Organization (WMO), the Intergovernmental Oceanographic Commission (IOC) of UNESCO, the United Nations Environment Programme (UNEP), and the International Council for Science (ICSU). In order to assess and monitor the adequacy of in-situ observation networks as well as satellite-based observing systems, GCOS regularly reports on the adequacy of the current climate observing system to the United Nations Framework Convention on Climate Change (UNFCCC), and thereby identifies the needs of the current climate observing system.

Large marine ecosystem Regions of the worlds oceans characterized by distinct bathymetry, hydrography, productivity, and trophically dependent populations

Large marine ecosystems (LMEs) are regions of the world's oceans, encompassing coastal areas from river basins and estuaries to the seaward boundaries of continental shelves and the outer margins of the major ocean current systems. They are relatively large regions on the order of 200,000 km² or greater, characterized by distinct bathymetry, hydrography, productivity, and trophically dependent populations. Productivity in LME protected areas is generally higher than in the open ocean.

The Global Ocean Observing System (GOOS) is a global system for sustained observations of the ocean comprising the oceanographic component of the Global Earth Observing System of Systems (GEOSS). GOOS is administrated by the Intergovernmental Oceanographic Commission (IOC), and joins the Global Climate Observing System, GCOS, and Global Terrestrial Observing System, GTOS, as fundamental building blocks of the GEOSS.

Ocean Observatories Initiative A program that focuses the work of an emerging network of science driven ocean observing systems

The Ocean Observatories Initiative (OOI) is a National Science Foundation (NSF) Major Research Facility composed of a network of science-driven ocean observing platforms and sensors in the Atlantic and Pacific Oceans. This networked infrastructure measures physical, chemical, geological, and biological variables from the seafloor to the sea surface and overlying atmosphere, providing an integrated data collection system on coastal, regional and global scales. OOI's goal is to deliver data and data products for a 25-year-plus time period, enabling a better understanding of ocean environments and critical ocean issues.

The Group on Earth Observations (GEO) coordinates international efforts to build a Global Earth Observation System of Systems (GEOSS). It links existing and planned Earth observation systems and supports the development of new ones in cases of perceived gaps in the supply of environment-related information. It aims to construct a global public infrastructure for Earth observations consisting in a flexible and distributed network of systems and content providers.

Northern Gulf Institute

The Northern Gulf Institute (NGI) is a National Oceanic and Atmospheric Administration (NOAA) Cooperative Institute started in October 2006. It is one of 20 NOAA Cooperative Institutes (CIs). The NGI is a partnership of six academic institutions and NOAA. The collaboration led by Mississippi State University (MSU), includes the University of Southern Mississippi (USM), Louisiana State University (LSU), Florida State University (FSU), the University of Alabama in Huntsville, and the Dauphin Island Sea Lab (DISL). The NGI defines the Northern Gulf of Mexico region as the upland, watershed, coastal zone, and coastal ocean areas from the Sabine River in Louisiana east to the Suwannee River in Florida.

Established in 2000, the Alliance for Coastal Technologies (ACT) is a NOAA-funded partnership of research institutions, resource managers, and private sector companies dedicated to fostering the development and adoption of effective and reliable sensors and platforms.

The National Science Foundation's (NSF) Ocean Observatories Initiative (OOI) Regional Scale Nodes (RSN) component is an electro-optically cabled underwater observatory that directly connects to the global Internet. It is the largest cable-linked seabed observatory in the world, and also the first of its kind in the United States.

The National Centers for Environmental Information (NCEI), an agency of the United States government, manages one of the world's largest archives of atmospheric, coastal, geophysical, and oceanic data, containing information that ranges from the surface of the sun to Earth's core, and from ancient tree ring and ice core records to near-real-time satellite images.

The Scientific Committee on Oceanic Research (SCOR) is an interdisciplinary body of the International Science Council. SCOR was established in 1957, coincident with the International Geophysical Year of 1957-1958. It sought to bring scientists together to answer key ocean science questions and improve opportunities for marginalised scientists.
