The International Charter of Physical Education, Physical Activity and Sport [1] is a rights-based document which was adopted by member states of the United Nations Educational, Scientific and Cultural Organization (UNESCO), on 18 November 2015 during the 38th session of the UNESCO General Conference. This document is the legitimate successor of the International Charter of Physical Education and Sport, [2] originally adopted in 1978, during the 20th General Conference of UNESCO.

Contents

The original Charter, which was amended in 1991, was the first rights-based document to state that "the practice of physical education and sport is a fundamental right for all". Based on the universal spirit of the original Charter (1978), and integrating the significant evolutions in the field of sport over the last 37 years, the revised Sport Charter highlights the health benefits of physical activity, the inclusion of persons with disabilities, the protection of children, the role of sport for development and peace, as well as the need to protect the integrity of sport from doping, violence, manipulation and corruption.

Objectives

In twelve brief articles, the revised Charter serves as a universal reference on the ethical and quality standards of physical education, physical activity and sport. While preserving the initial intention of the 1978 Charter, this new document also represents a renewed commitment of the international sports community to actively promote sport as a catalyst for peace and development.

The revised version of the Sport Charter provides a framework that orients the protection of the integrity of sport and supports broader policies in favour of grassroots sport. It also recognizes physical education as a driver for promoting gender equality, social inclusion, non-discrimination and sustained dialogue in our societies.

UNESCO Director-General, Irina Bokova said: "The adoption of the revised Charter should mark a shift away from words towards action, from policy intent to implementation. It sets the tone for a new international sport policy debate, which should now focus on the exchange of good practice, education and training programmes, capacity development, and advocacy. This is also a strong recognition of physical education as a driver for promoting gender equality, social inclusion, non-discrimination and sustained dialogue in our societies". [3]

Contents

The International Charter of Physical Education, Physical Activity and Sport contains a preamble and 12 articles. These are the main values defended by the Charter:

Article 1 - The practice of physical education, physical activity and sport is a fundamental right for all

The values and benefits of sport

Article 2 - Physical education, physical activity and sport can yield a wide range of benefits to individuals, communities and society at large

Article 11 - Physical education, physical activity and sport can play an important role in the realization of development, peace and post-conflict and post-disaster objectives

Quality and ethical principles

Article 4 - Physical education, physical activity and sport programmes must inspire lifelong participation.

Article 5 – All stakeholders must ensure that their activities are economically, socially and environmentally sustainable.

Article 6 - Research, evidence and evaluation are indispensable components for the development of physical education, physical activity and sport.

Article 7 - Teaching, coaching and administration of physical education, physical activity and sport must be performed by qualified personnel.

Article 8 - Adequate and safe spaces, facilities and equipment are essential to quality physical education, physical activity and sport.

Article 9 - Safety and the management of risk are necessary conditions of quality provision.

Article 10 - Protection and promotion of the integrity and ethical values of physical education, physical activity and sport must be a constant concern for all

The roles of different stakeholders

Article 3 – All stakeholders must participate in creating a strategic vision, identifying policy positions and priorities.

Article 12 – International cooperation is a prerequisite for enhancing the scope and impact of physical education, physical activity and sport.

Applications

The Quality Physical Education Policy Project [4] illustrates how principles and recommendations stipulated in the Charter can be translated into indicators, benchmarks and tools.

Authors of the Revision

The revision of the Charter involved experts and practitioners from governments, sports organizations, academia and NGOs. This new version was carefully examined through sessions of the Intergovernmental Committee for Physical Education and Sport (CIGEPS) and its Permanent Consultative Council (PCC), as well as UNESCO’s Executive Board. It is a follow-up to the Declaration of Berlin [5] that was adopted by 600 participants from 121 countries, as an outcome of the 5th World Conference of Sport Ministers (MINEPS V).

MINEPS

Created in 1976, the International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS) [6] is a forum that facilitates intellectual and technical exchange in the field of physical education and sport. MINEPS also serves as an institutional mechanism for a coherent international strategy in this domain. It is also the only global platform that engages governments, intergovernmental organizations, the sport movement, academia and specialized NGOs.

CIGEPS

The Intergovernmental Committee for Physical Education and Sport (CIGEPS) [7] was established in 1978 to promote the role and value of sport and its inclusion in public policy. CIGEPS is composed of expert representatives in the field of physical education and sport from 18 UNESCO Member States, each elected for a four-year term. In 2015, CIGEPS is composed of the 18 following member states of UNESCO:

Permanent Consultative Council

The Permanent Consultative Council (PCC), comprising key sport federations, UN agencies and NGOs, provides technical support and advice to the CIGEPS.

The Universal Declaration of Linguistic Rights is a document signed by the International PEN Club, and several non-governmental organizations in 1996 to support linguistic rights, especially those of endangered languages. The document was adopted at the conclusion of the World Conference on Linguistic Rights held 6–9 June 1996 in Barcelona, Spain. It was also presented to the UNESCO Director General in 1996 but the Declaration has not gained formal approval from UNESCO.


Education International (EI) is a global union federation (GUF) of teachers' trade unions consisting of 401 member organizations in 172 countries and territories that represents over 30 million education personnel from pre-school through university. This makes it the world's largest sectoral global union federation.

Environmental education

Environmental education (EE) refers to organized efforts to teach how natural environments function, and particularly, how human beings can manage behavior and ecosystems to live sustainably. It is a multi-disciplinary field integrating disciplines such as biology, chemistry, physics, ecology, earth science, atmospheric science, mathematics, and geography. The United Nations Educational, Scientific and Cultural Organisation (UNESCO) states that EE is vital in imparting an inherent respect for nature among society and in enhancing public environmental awareness. UNESCO emphasises the role of EE in safeguarding future global developments of societal quality of life (QOL), through the protection of the environment, eradication of poverty, minimization of inequalities and insurance of sustainable development. The term often implies education within the school system, from primary to post-secondary. However, it sometimes includes all efforts to educate the public and other audiences, including print materials, websites, media campaigns, etc.. There are also ways that environmental education is taught outside the traditional classroom. Aquariums, zoos, parks, and nature centers all have ways of teaching the public about the environment.

World Federation of United Nations Associations

The World Federation of United Nations Associations (WFUNA) was founded in 1946 as a Federation of national associations. Its objectives are to promote the values of the UN Charter, defend multilateralism, work towards a better United Nations Organisation and raise awareness on the main pillars of work of the United Nations—peace and security, sustainable development, and human rights.

The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions is a binding international legal instrument and UNESCO convention adopted by the UNESCO General Conference on 20 October 2005, during the 33rd session of the UNESCO General Conference held in Paris, France, on 3–21 October 2005. The convention complements the previously established provisions of UNESCO including the Universal Declaration on Cultural Diversity of 2001. "The Convention recognises the rights of Parties to take measures to protect and promote the diversity of cultural expressions, and impose obligations at both domestic and international levels on Parties." The Convention is available in six authoritative texts: Arabic, Chinese, English, French, Russian and Spanish.

Right to education

The right to education has been recognized as a human right in a number of international conventions, including the International Covenant on Economic, Social and Cultural Rights which recognizes a right to free, compulsory primary education for all, an obligation to develop secondary education accessible to all, in particular by the progressive introduction of free secondary education, as well as an obligation to develop equitable access to higher education, ideally by the progressive introduction of free higher education. In 2021, 171 states were parties to the Covenant.

In 2019, an estimated 260 million children worldwide did not have access to school education, and social inequality was a major cause.

International Programme for the Development of Communication

The International Programme for the Development of Communication is a United Nations Educational, Scientific and Cultural Organization (UNESCO) programme aimed at strengthening the development of mass media in developing countries.

United Nations Department of Economic and Social Affairs Government organization in New York, United States

The United Nations Department of Economic and Social Affairs is part of the United Nations Secretariat and is responsible for the follow-up to major United Nations Summits and Conferences, as well as services to the United Nations Economic and Social Council and the Second and Third Committees of the United Nations General Assembly. UN DESA assists countries around the world in agenda-setting and decision-making with the goal of meeting their economic, social and environmental challenges. It supports international cooperation to promote sustainable development for all, having as a foundation the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs) as adopted by the UN General Assembly on 25 September 2015. In providing a broad range of analytical products, policy advice, and technical assistance, UN DESA effectively translates global commitments in the economic, social and environmental spheres into national policies and actions and continues to play a key role in monitoring progress towards internationally agreed-upon development goals. It is also a member of the United Nations Development Group.

UNESCO Specialised agency of the United Nations for education sciences, and culture

The United Nations Educational, Scientific and Cultural Organization is a specialised agency of the United Nations (UN) aimed at promoting world peace and security through international cooperation in education, the sciences, and culture. It has 193 member states and 11 associate members, as well as partners in the nongovernmental, intergovernmental, and private sector. Headquartered at the World Heritage Centre in Paris, France, UNESCO has 53 regional field offices and 199 national commissions that facilitate its global mandate.

The International Federation of Sports Chiropractic is an international organization which promotes sports chiropractic around the world. It is composed of national sports chiropractic councils, or the national associations, from many countries such as Australia, Canada, Chile, Japan, Mexico, Spain, Turkey, United States, and the United Kingdom.

Sport Forms of competitive activity, usually physical

Sport pertains to any form of competitive physical activity or game that aims to use, maintain or improve physical ability and skills while providing enjoyment to participants and, in some cases, entertainment to spectators. Sports can, through casual or organized participation, improve one's physical health. Hundreds of sports exist, from those between single contestants, through to those with hundreds of simultaneous participants, either in teams or competing as individuals. In certain sports such as racing, many contestants may compete, simultaneously or consecutively, with one winner; in others, the contest is between two sides, each attempting to exceed the other. Some sports allow a "tie" or "draw", in which there is no single winner; others provide tie-breaking methods to ensure one winner and one loser. A number of contests may be arranged in a tournament producing a champion. Many sports leagues make an annual champion by arranging games in a regular sports season, followed in some cases by playoffs.

The International Bureau of Education (IBE-UNESCO) is a UNESCO category 1 institute mandated as the Centre of Excellence in curriculum and related matters. Consistent with the declaration of the decision of the 36th session of the General Conference and to ensure a higher effectiveness and a sharper focus, the IBE has defined the scope of its work as pertaining to: curriculum, learning, teaching, and assessment. The IBE-UNESCO provides tailored technical support and expertise to all UNESCO Member States facilitating the provision and delivery of equitable, inclusive, high quality education within the framework of Education 2030 Agenda.

UN Women International organization

The United Nations Entity for Gender Equality and the Empowerment of Women, also known as UN Women, is a United Nations entity working for the empowerment of women.

The UNESCO stated “education for sustainable development is a broad task that calls for the full involvement of multiple educational organizations and groups in bureaucracies and civil societies. These include Non-Governmental Organizations or NGOs.

The FIMCAP, which is short for Fédération Internationale des Mouvements Catholiques d’Action Paroissiale, is an umbrella organization for Catholic youth organizations. Its 31 member organizations are based in 28 countries. The FIMCAP was founded in 1962 and is recognised as an official Catholic organization by the Dicastery for Laity, Family and Life. FIMCAP is also a full member of the European Youth Forum.

Soil governance refers to the policies, strategies, and the processes of decision-making employed by nation states and local governments regarding the use of soil. Globally, governance of the soil has been limited to an agricultural perspective due to increased food insecurity from the most populated regions on earth. The Global Soil Partnership, GSP, was initiated by the Food and Agriculture Organization (FAO) and its members with the hope to improve governance of the limited soil resources of the planet in order to guarantee healthy and productive soils for a food-secure world, as well as support other essential ecosystem services.

CSIT – International Workers and Amateurs in Sports Confederation

The CSIT – International Workers and Amateurs in Sports Confederation is an international multi-sports organization. It was established as the successor to Socialist Workers' Sport International and as such celebrated its centenary in 2013. The core principles of contributing to physical activity and sports have stayed in its action policy: it is a right of men and women to do sports no matter what are their professionalism levels. The key concept of the CSIT's sport policy has always been "Sports for all". The policy stems from the historic ideas of the international worker sport movement.

Sports are activities involving physical exertion and skill, in which a team compete against another as a form of entertainment. The universality of sport allows it to encompass several different rights. Most sporting events have a huge impact on human rights. Human rights are rights that are believed to belong to justifiably every person. In particular youth sport which concerns the rights of children. The practice of sport is beneficial to children as it can have a positive impact on their physical, mental, psycho-motor and social development skills. Sport is helpful in a human rights context as it encourages the integration of children from different cultural or economic backgrounds, those with disabilities and helps promote gender equality.
