John A. Maher is a Republican former member of the Pennsylvania House of Representatives from the 40th District. He was originally elected to the House in a special election on September 9,1997. [1] He was the Republican nominee for State Auditor General in the 2012 election.
Maher has been a certified public accountant since 1983. [2] After working in the Pittsburgh office of Ernst and Young,Maher founded his own CPA auditing firm in 1989. [3] Maher stepped down from the firm in 2004 to focus on his work in the State House.
Maher recently served on the national governing body of the American Institute of Certified Public Accountants as a Member of Council for 2009 through 2010, [4] and has been active since the early 1980s with the Pennsylvania Institute of CPAs,including serving multiple years on each of the PICPA Strategic Advisory Board,Editorial Board of Pennsylvania CPA Journal and Trustee of the Pennsylvania Institute Insurance Trust. [5]
Maher is the lead author of the "Overview of Government Accounting" text [6] and other published works. [7] [8] [9] He has also been a recurring lecturer and keynote speaker at the Cambridge University International Symposium of Economic Crime. [10] His lectures have included "Forensic Auditing" and "Accounting for Integrity" to audiences including business and law enforcement leaders from more than sixty nations,including the heads of Interpol and Europol,attorneys general and ambassadors of many countries. [10] Maher served for five years on the National Advisory Board for the Center for Government Accounting Research and Education. [11]
Maher was first elected in 1997 to fill a mid-term vacancy in the House arising from the death of Representative Al Pettit. [12] He was successful in winning a full term in 1998 and has been re-elected to additional two-year terms in each even year since. He currently serves as Chairman of the Environmental Resources and Energy and is a member of the Standing Committee on Professional Licensure. [13]
Maher authored changes to Pennsylvania's "Open Records Law" (also known as the "Right-to-Know Law"),and was subsequently awarded the Pennsylvania Newspaper Association's "Northrop Award for Open Government. [14] He sponsored the law that provides for web based access to reports by lobbyists and those who hire them. [15]
Maher authored the Audit Integrity Act, [16] which criminalized material deceptions committed in connection with a CPA's attestation report intended for public use. [16] The law makes it a crime for anyone,such as a company executive or director,to provide false or misleading information to deceive the public. [17]
He also wrote Pennsylvania's Prudent Investor Standards,enacted in summer 2008,that elevated safety and soundness as prime objectives for state treasury investments. [18] In addition,Maher authored Local Tax Conformance that applied a uniform measure of individual earned income replacing thousands that had been used across Pennsylvania's 3,000 plus local taxing jurisdictions and nearly 600 tax collectors. [19] This uniform standard enabled streamlining of local tax collectors,which were reduced to fewer than six dozen on January 1,2012. [20]
On June 13,2017,Maher was pulled over just outside of Harrisburg by police and charged with driving the wrong way,making an illegal u-turn,and a DUI. [21] He would not run for re-election in 2018.
The Pennsylvania Newspaper Association awarded Maher the "Bill Northrop Award for distinguished work supporting freedom of information." [14] Maher received the "Seven Seals Award",for Meritorious Leadership and Initiative in Support of the Men and Women who Serve America in the National Guard and Reserve from the Deputy Secretary of Defense in 2003. [22] Common Cause of Pennsylvania awarded Maher its "Champion of Good Government" award for 2009. Maher is the only Pennsylvania state official honored with this award during this century. [23] The Pennsylvania Veterinary Medical Association together with the University of Pennsylvania School of Veterinary Medicine presented him with its highest honor,The Distinguished Service Award,in 2011,for his work to combat animal cruelty and advance animal health and veterinary medicine in the Commonwealth. [24] The Humane Society of the United States recognized Maher as "Humane Legislator of the Year" for 2012. [25] Maher was named to the "Legion of Honor" by Firearm Owners Against Crime (FOAC). [26]
Maher announced his candidacy for State Auditor General in early 2012. In May 2012,he defeated businessman Frank Pinto to win the Republican nomination. [27] He faced Democratic State Representative Eugene DePasquale in the fall general election.
In the first official endorsement of the 2012 Pennsylvania state election cycle, [28] the Pittsburgh Post-Gazette endorsed Maher for Auditor General,citing his status as a CPA and Maher's firm's specialization in auditing government agencies and nonprofits. [29] Maher lost the general election to DePasquale by a margin of 160,000 votes. [30]
Maher graduated from Duke University magna cum laude with a degree in Management Sciences and Accounting. He also completed scholarship studies at both Oxford University and the Australian Graduate School of Management. [13]

Accountants who have demonstrated competency through their professional associations' certification exams are certified to use titles such as Chartered Accountant,Chartered Certified Accountant or Certified Public Accountant,or Registered Public Accountant. Non-qualified accountants may be employed by a qualified accountant,or may work independently without statutory privileges and obligations.
Timothy Francis Murphy is an American former politician and psychologist who served as the U.S. representative for Pennsylvania's 18th congressional district from 2003 until his resignation in 2017. The district included several suburbs south of Pittsburgh. A member of the Republican Party,he also represented the 37th Senate district in the Pennsylvania State Senate from 1996 to 2003. Murphy consistently carried the 18th district with at least 58% of the vote,including unopposed re-election bids in 2014 and 2016.
Daniel Onorato is an American Democratic politician from the state of Pennsylvania. He served as the chief executive of Allegheny County from 2004 to 2012,and in 2010,he was the Democratic nominee for governor. He lost to State Attorney General Tom Corbett in the general election. Onorato is currently the chief corporate affairs officer at Highmark Health.
Donald Allen Bailey was an American lawyer and politician from Pennsylvania. He was a Democratic member of the United States House of Representatives from 1979 to 1983,Auditor General of Pennsylvania from 1985 to 1989,and a candidate for the Democratic nomination for United States Senate and Governor of Pennsylvania. His Congressional District (PA-21) included all of Westmoreland County,Pennsylvania with a sliver of Allegheny County,Pennsylvania,prior to the 1981 redistricting.
Jack E. Wagner is an American Democratic politician from the Commonwealth of Pennsylvania. He served as Pennsylvania Auditor General,and previously served in the State Senate and Pittsburgh City Council.
Eugene A. DePasquale is an American lawyer and Democratic politician who served as the Pennsylvania Auditor General from 2013 to 2021. From 2007 to 2013,he served in the Pennsylvania House of Representatives,representing the York County-based 95th district. He was the Democratic nominee for Pennsylvania's 10th congressional district in the 2020 election. Since leaving office,DePasquale served as an Adjunct Professor at Widener University School of Law,and is currently an Adjunct Law Professor at the University of Pittsburgh. In 2023,he announced his candidacy in the 2024 Pennsylvania Attorney General election.
Jesse J. White is a former attorney and former Democratic member of the Pennsylvania House of Representatives,representing the 46th District since 2007. His district included portions of Washington,Allegheny and Beaver Counties.
Elections for the Pennsylvania House of Representatives were held on November 5,2002,with all districts being contested. State Representatives are elected for two-year terms,with the entire House of Representatives up for a vote every two years. The term of office for those elected in 2002 ran from January 7,2003 until November 30,2004. Necessary primary elections were held on May 21,2002.

The Pennsylvania Auditor General election of 2020 took place on November 3,2020. Primary elections were originally due to take place on April 28,2020. However,following concerns regarding the coronavirus pandemic the primaries were delayed until June 2,2020. Under the Pennsylvania Constitution incumbent Democratic Auditor General Eugene DePasquale was ineligible to seek a third consecutive term.
Timothy Lionel DeFoor is an American politician who currently serves as the Pennsylvania Auditor General. He previously served as the Controller of Dauphin County,Pennsylvania. He is the first black auditor general in Pennsylvania history.
