The Padma Bhushan is the third-highest civilian award in the Republic of India,preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954,the award is given for "distinguished service of a high order...without distinction of race,occupation,position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists,but exclude those working with the public sector undertakings. As of 2020,the award has been bestowed on 1270 individuals,including twenty-four posthumous and ninety-seven non-citizen recipients.

Tehelka is an Indian news magazine known for its investigative journalism and sting operations. Central Vigilance Commission (CVC) is an apex Indian governmental body created in 1964 to address governmental corruption. In 2003,the Parliament enacted a law conferring statutory status on the CVC. It has the status of an autonomous body,free of control from any executive authority,charged with monitoring all vigilance activity under the Central Government of India,advising various authorities in central Government organizations in planning,executing,reviewing and reforming their vigilance work.
Rajiv Gandhi International Airport is an international airport that serves Hyderabad,the capital of the Indian state of Telangana. Mangalore International Airport is an international airport serving the coastal city of Mangalore,India. It is one of only two international airports in Karnataka,the other being Kempegowda International Airport,Bangalore. Mangalore International Airport is the second busiest airport in Karnataka. Panangipalli Venugopal is an Indian Cardiovascular surgeon and hospital administrator from Rajahmundry,Andhra Pradesh,India who is widely regarded as a pioneer in cardiac surgery. The Government of India awarded him the fourth highest civilian honour of the Padma Shri,in 2016,for his contributions to science and engineering.
Ashok Lavasa is a retired 1980 batch Indian Administrative Service officer of Haryana cadre and was one of the two Election Commissioners of India. He has also served as the Finance Secretary of India,Environment,Forests and Climate Change Secretary of India and Civil Aviation Secretary of India. He served as the Vice President of Asian Development Bank (ADB) from August 2020 to August 2023.
