Khomotso Johannes Phahlane is the former acting National Commissioner of the South African Police Service (SAPS),serving from 15 October 2015 to 1 June 2017. [1] He was appointed after the suspension of Riah Phiyega. He was previously head of the SAPS Forensic Service from 2012 to 2015. [2]
In February 2018,Phahlane and his wife appeared in court on charges of fraud and corruption. [3] [4] [5]
On 30 July 2020,Phahlane was dismissed from the police after 3 years on suspension,after being found guilty of dishonest conduct. [6] On 12 October 2020,Lieutenant-General Bonang Mgwenya,the country’s second-most senior police official and Phalane's former second-in-command,was arrested on charges of corruption,fraud,theft and money laundering involving about R200-million and afterwards appeared in Ridge Magistrates’court. [7] At the time of Mgwenya's arrest,she and Phahlane were among 14 fellow officers who were charged with corruption. [7]
The South African Police Service (SAPS) is the national police force of the Republic of South Africa. Its 1,154 police stations in South Africa are divided according to the provincial borders,and a Provincial Commissioner is appointed in each province. The nine Provincial Commissioners report directly to the National Commissioner. The head office is in the Wachthuis Building in Pretoria.
The National Prosecution Authority (NPA) is the agency of the South African government responsible for state prosecutions. Under Section 179 of the Constitution and the National Prosecuting Authority Act of 1998,which established the NPA in 1998,the NPA has the power to institute criminal proceedings on behalf of the state and to carry out any necessary functions incidental to institution of criminal proceedings. The NPA is accountable to Parliament,and final responsibility over it lies with the Minister of Justice and Correctional Services.
The Directorate of Special Operations (DSO),commonly known as the Scorpions,was a specialised unit of the National Prosecuting Authority of South Africa formed by President Thabo Mbeki,tasked with investigating and prosecuting high-level and priority crimes including organised crime and corruption. An independent and multidisciplinary unit with a unique methodology which combined investigation,forensic intelligence,and prosecution,the Scorpions were known as an elite unit,and were involved in several extremely high-profile investigations,especially into the Arms Deal and into high-ranking African National Congress (ANC) politicians including Jackie Selebi,Jacob Zuma,and Tony Yengeni.
Crime in South Africa includes all violent and non-violent crimes that take place in the country of South Africa,or otherwise within its jurisdiction. When compared to other countries South Africa has notably high rates of violent crime and has a reputation for consistently having one of the highest murder rates in the world. The country also experiences high rates of organised crime relative to other countries.
The South African Revenue Service (SARS) is the revenue service of the South African government. It administers the country's tax system and customs service,and enforces compliance with related legislation. It is governed by the SARS Act 34 of 1997,which established it as "an organ of state within the public administration,but as an institution outside the public service." It thus has a significant degree of administrative autonomy,although it is under the policy control of the Minister of Finance. Effectively,SARS manages,administrates,and implements the tax regime as designed by the Minister and National Treasury.
Jacob "Jackie" Sello Selebi was the National Commissioner of the South African Police Service from January 2000 to January 2008,when he was put on extended leave and charged with corruption. He was also a former President of African National Congress Youth League,South African ambassador to the United Nations from 1995 to 1998,and President of Interpol from 2004 to 2008. Selebi was found guilty of corruption on 2 July 2010 and sentenced to 15 years' imprisonment on 3 August 2010. However,he was released on medical parole in July 2012,after serving less than a year of his sentence,and lived at home until his death on 23 January 2015.
Corruption in South Africa includes the improper use of public resources for private ends,including bribery and improper favouritism. The 2017 Transparency International Corruption Perceptions Index assigned South Africa a score of 43 out of 100,ranking South Africa 71 out of 180 countries;a high score and a low ranking signals that the country's public sector is perceived to be honest. There was a marginal improvement by 2021,when South Africa received a score of 44,ranking it 70 out of 180 countries. Nonetheless,this remains below its score of 45 in 2016. Countries with scores below 50 are believed to have serious corruption problems.
Bhekokwakhe "Bheki" Hamilton Cele has been the South African Minister of Police since February 2018. He was National Commissioner of the South African Police Service for two years,until misconduct allegations led to his suspension in October 2011 and removal in June 2012. He has also served as Deputy Minister of Agriculture,Forestry and Fisheries,on the KwaZulu-Natal Executive Council,and in the KwaZulu-Natal Provincial Legislature. He is a member of the National Executive Committee of the African National Congress,and was imprisoned on Robben Island during apartheid.
Bathabile Olive Dlamini,the leader of the African National Congress Women's League (ANCWL) and a member of the ANC National Executive Committee. She was previously the Minister of Women in the Presidency,and Minister of Social Development.
Lieutenant General Richard Naggie Mdluli was the head of Police Crime Intelligence in South Africa from 2009 to 2012. He was replaced by Chris Ngcobo.
Elias Sekgobelo "Ace" Magashule is a South African politician and former anti-apartheid activist who was Secretary General of the African National Congress (ANC) until his suspension on 3 May 2021. He served as the Premier of the Free State,one of South Africa's nine provinces,from 2009 until 2018,and is known to be influential in the ANC of his home province.
Mangwashi Victoria Phiyega,commonly known as Riah Phiyega,was the National Police Commissioner of the South African Police Service. She was appointed to the office by South African President Jacob Zuma on 12 June 2012 and was the first woman to hold the post. Phiyega was suspended on 14 October 2015 by the President following a recommendation of the Farlam Commission of Inquiry into the deaths of protesting miners in Marikana in 2012.

Glynnis Breytenbach is a former prosecutor for the National Prosecuting Authority (NPA) of South Africa and a Member of Parliament for the Democratic Alliance (DA). She is South Africa's Shadow Minister of Justice. In this capacity,she has called for an end to ongoing political interference that has compromised the integrity of the NPA. Her protracted dispute with the NPA over her suspension in 2012 from its Specialised Commercial Crime Unit was covered extensively in the media. In 2017,she published a memoir,Rule of Law,and in 2018 was shortlisted for the National Director of Public Prosecutions post at the NPA,but later withdrew her candidacy.
The Hawks are the South African Police Services' Directorate for Priority Crime Investigation (DPCI),which targets organised crime,economic crime,corruption,and other serious crime referred to it by the President or another division of the South African Police Service (SAPS). It was set up as the Scorpions by the Thabo Mbeki administration in 2001 but President Jacob Zuma replaced it with the Hawks as its succession in 2008,with much new associates.

The Judicial Commission of Inquiry into Allegations of State Capture,Corruption and Fraud in the Public Sector including Organs of State,better known as the Zondo Commission or State Capture Commission,is a public inquiry established in January 2018 by former President Jacob Zuma to investigate allegations of state capture,corruption,and fraud in the public sector in South Africa.
The murder of Charl Kinnear occurred at around 15:03 SAST on 18 September 2020 as he was leaving his home in Bishop Lavis,Cape Town,South Africa. He was shot multiple times in the upper body whilst seated in the driver's seat of his white Toyota Corolla resulting in his death. Kinnear was a lieutenant colonel in the South African Police Service (SAPS) and was the section commander for the Western Cape anti-gang unit. Former pro rugby player Zane Killian was arrested shortly after the incident and charged with Kinnear's murder. Kinnear's mobile phone had been illegally tracked 2,116 times by Killian before his murder using a specialised mobile phone tracking device and software.
General Khehla John Sitole was National Commissioner of the South African Police Service from 2017 to 2022 when he left the post after consultation with the President of South Africa,Cyril Ramaphosa.
