Kowloon West is the western part of Kowloon, covering the Yau Tsim Mong and Sham Shui Po District, with Kowloon City District occasionally included.

In his final four years, To was the most senior member in the Legislative Council, and was also the convenor of the pro-democracy caucus from 2016 to 2017. He was also a former member of the Yau Tsim Mong District Council representing Olympic.
Kowloon West New Dynamic is a district-based pro-Beijing political group in Hong Kong. It was founded by a group of local politicians in the western part of Kowloon on 16 March 2008. The main focus of party is to improve quality of life in the districts within the area which including Sham Shui Po District, Kowloon City District, and Yau Tsim Mong District. Priscilla Leung is the current chairman. The party currently holds seven seats in the District Council of Hong Kong and one seat in Legislative Council of Hong Kong.

Ann Chiang replacing Starry Lee who contested the District Council (Second) functional constituency stood for the largest pro-Beijing party Democratic Alliance for the Betterment and Progress of Hong Kong. Association for Democracy and People's Livelihood's Tam Kwok-kiu replacing Frederick Fung who contested the new super seats as well, however lost to his ally Civic Party's Claudia Mo who was not elected in 2008. The ADPL once again lost all the seats in this stronghold since the 1998 election.

The election was held on 4 September 2016 and all 6 seats in Kowloon West where consisted of Yau Tsim Mong District, Sham Shui Po District and Kowloon City District were contested, one extra than the previous election due to the increase of the population. Four of the five incumbents were returned to the legislature with radical democrat Wong Yuk-man lost to the newcomer Yau Wai-ching of radical localist group Youngspiration, who beat Wong by 424 votes. The extra seat was won by college lecturer Lau Siu-lai who advocated for "self-determination". All six winners were women.

Pro-Beijing independent, Priscilla Leung also won the last seat, beating Civic Party's Claudia Mo.

He is the current member of the Legislative Council member for Kowloon West and former member of the Sham Shui Po District Council for Nam Cheong North from 2015 to 2019. As a member of Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), he made an upset in the 2018 Legislative Council by-election in Kowloon West, being the first pro-Beijing candidate to defeat a pro-democracy opponent in an open by-election since 1992.
