Legrome Derek Davis (born 1952) is an inactive Senior United States district judge of the United States District Court for the Eastern District of Pennsylvania.
Davis was born in Columbus,Ohio. He received a Bachelor of Arts degree from Princeton University in 1973 and a Juris Doctor from Rutgers Law School in 1976. [1] Davis was an assistant district attorney in Philadelphia from 1977 to 1980. After leaving the D.A.'s office Davis spent a year as an attorney for the Pennsylvania Crime Commission. He returned to the D.A.'s office from 1981 to 1987,before spending a year in the general counsel's office at the University of Pennsylvania. He was briefly in private practice in Pennsylvania in 1987. He was elected a judge on the Philadelphia Court of Common Pleas,as one of the Casey Five,to replace judges removed from that court for corruption, [2] [3] where he served from 1987 to 2002 in that court's criminal division. Davis was nominated to serve as a United States district judge of the United States District Court for the Eastern District of Pennsylvania by President Bill Clinton on two occasions,July 30,1998 [5] and January 26,1999. [6] Each time,he was nominated to the seat vacated by Judge Edmund V. Ludwig,who assumed senior status on May 20,1997. Both nominations lapsed. [7]
On January 23,2002,Davis was nominated by President George W. Bush to a seat on the United States District Court for the Eastern District of Pennsylvania vacated by Edmund V. Ludwig. Davis was confirmed by the United States Senate on April 18,2002,and received commission on April 23,2002. He assumed senior status on September 28,2017. [7]

During President Bill Clinton's first and second terms of office,he nominated 24 people for 20 federal appellate judgeships but the nominees were not processed by the Republican-controlled Senate Judiciary Committee. Three of the nominees who were not processed were nominated after July 1,2000,the traditional start date of the unofficial Thurmond Rule during a presidential election year. Democrats claim that Senate Republicans of the 106th Congress purposely tried to keep open particular judgeships as a political maneuver to allow a future Republican president to fill them. Of the 20 seats in question,four were eventually filled with different Clinton nominees,fourteen were later filled with Republican nominees by President George W. Bush and two continued to stay open during Bush's presidency. Senator Harry Reid,the Democratic leader of the United States Senate during the 110th Congress,and Senator Patrick Leahy,the Democratic leader of the Senate Judiciary Committee under Reid,repeatedly mentioned the controversy over President Clinton's court of appeals nominees during the controversy involving the confirmation of Republican court of appeals nominees during the last two years of Bush's second term. Republicans claimed that Democrats were refusing to confirm certain longstanding Bush nominees in order to allow a future Democratic president in 2009 to fill those judgeships.
