Kirklees is a metropolitan borough of West Yorkshire,England. The borough comprises the eight towns of Batley,Birstall,Cleckheaton,Dewsbury,Heckmondwike,Holmfirth,Huddersfield,Mirfield and Slaithwaite. It is governed by Kirklees Council. Kirklees had a population of 422,500 in 2011;it is the third-largest metropolitan district in England by area size,behind Doncaster and Leeds.

The Office of theChildren's Commissioner for England is a non-departmental public body in England responsible for promoting and protecting the rights of children as set out in the United Nations Convention on the Rights of the Child,as well as other human rights legislation,such as the Human Rights Act 1998. The Children's Commissioner was established under the Children Act 2004 to "represent the views and interests of children",and the office was further strengthened by the Children and Families Act 2014 providing a legal mandate to promote and protect the rights of children. James Patrick Bulger was a two-year-old boy from Kirkby,Merseyside,England,who was abducted,tortured,and murdered by two 10-year-old boys,Robert Thompson and Jon Venables,on 12 February 1993. Thompson and Venables led Bulger away from the New Strand Shopping Centre in Bootle,after his mother had taken her eyes off him momentarily. His mutilated body was found on a railway line two and a half miles away in Walton,Liverpool,two days after his abduction.

Prior to this she had been the Assistant Privacy Commissioner of Canada from 2007.

She was the first woman appointed as a district commissioner in Canada and later served as the assistant provincial commissioner for international relationships of the Quebec Council of Scouts Canada. Her books include Capitalism's Toxic Assumptions and Leadersmithing,which was Highly Commended in the 2018 Business Book of the Year Awards. She received an OBE for services to education and gender equality in the 2023 New Year Honours List.
