The Maine Policy Institute (MPI), formerly the Maine Heritage Policy Center, is a conservative free-market think tank located in Portland, Maine. [2] According to its mission statement, MPI is a "nonprofit, nonpartisan organization that conducts detailed and timely research to educate the public, the media, and lawmakers about public policy solutions that advance economic freedom and individual liberty in Maine." [3] The organization has an associated media outlet, The Maine Wire.

Leadership

Matthew Gagnon is the CEO of MPI. [2] As of April 2023, the organization's board of directors consisted of Scott Wellman (chair), Timothy Bryant, Susan Dench, Scott Forrey, Jeffrey Kane, Jason Oney, Christopher A. Pierce, Debra Plowman, Laurence Rubinstein, Amy Volk, James Ward, and director emeritus Neal Freeman. [4]

Activities

In 2006, MPI was prominently involved in the unsuccessful campaign for the Taxpayer Bill of Rights (TABOR) in Maine. [5] In August 2011, MPI and the Maine chapter of Americans for Prosperity distributed a videotape produced by conservative activist James O'Keefe which "hint[ed] at" Medicaid fraud. [6] [7]

MPI has been involved in policy debates over issues such as government spending, welfare reform, and Maine's pension debt. The Bangor Daily News reported that critics of the organization have faulted MPI for publishing the salaries of state employees while declining to release the names of the organization's donors. [8] MPI is a member of the State Policy Network. [9]

In 2013, MPI initiated a tax proposal for Maine's poorest area, Washington County. According to the proposal, "residents and businesses would cease to pay state income taxes or collect sales taxes until economic conditions reach the statewide average and stay there for three years running." A grant proposal supporting the initiative was submitted to SPN. [10]

Since 2013, MPI has published healthcare transparency data on the website CompareMaine.org. The website lists, by Maine hospital, how much different procedures cost for patients. [11]

MPI has opposed the Common Core State Standards Initiative and called for the Maine Legislature to allow parents to opt their children out of standardized tests. [12]

In 2014, MPI laid out an agenda for conservative policy-making in Maine. It included a push for welfare reform, making Maine a right-to-work state, a change in Maine's constitution to see the attorney general, secretary of state and state treasurer popularly elected, and tax cuts. [13]

In 2016, the organization published its Piglet Book, a book chronicling wasteful government spending in Maine. The organization wrote that while Maine has made some progress, "state spending is still far larger than it should be, or would be if only Augusta took our spending seriously." The Piglet Book had last been published in 2012. [14]

MPI opposes ranked choice voting. [15]

Richard Glen Woodbury is an American politician and economist from Maine. Woodbury served as an unenrolled State Senator from Maine's 11th District, representing part of Cumberland County, including the population centers of Falmouth and Cumberland as well as his residence in Yarmouth. He was first elected to the Maine State Senate in 2010 after defeating incumbent Republican Gerald Davis and Green Independent Chris Miller. The Democrat in the race, Cynthia Bullens, dropped out of the race and endorsed Woodbury, though her name remained on the ballot. He served three terms from 2002 to 2008 in the Maine House of Representatives. He has also been a visiting scholar with the Federal Reserve Bank of Boston and written extensively on tax reform in Maine.

Bruce Lee Poliquin is an American businessman and politician. A member of the Republican Party, he represented Maine's 2nd congressional district in the United States House of Representatives from 2015 to 2019. Poliquin was first elected to Congress in the 2014 general election. From 2010 to 2012, he was the 49th Maine State Treasurer. He was a candidate for the Republican nomination for the U.S. Senate in 2012, finishing second in the primary election. In January 2017, at the start of the 115th Congress, Poliquin was the sole Republican representing a U.S. House district in New England.

Gagnon is a columnist for the Bangor Daily News, writing about Maine and national politics for the paper since August 2011, and is also currently the host of the morning show on Portland's largest talk-radio station, WGAN.

Maine Question 1, formally An Act to Legalize Marijuana, is a citizen-initiated referendum question that qualified for the Maine November 8, 2016 statewide ballot. It was qualified for the ballot after a Maine Superior Court judge ordered that petitions rejected by the Maine Secretary of State be reconsidered. The proposal sought to legalize the recreational use of marijuana in Maine for those over the age of 21, and institute a 10 percent tax on its sale. As the Maine Legislature and Governor Paul LePage declined to enact the proposal as written, it appeared on the ballot along with elections for President of the United States, Maine's two U.S. House seats, the Legislature, other statewide ballot questions, and various local elections.

The Fairness Project is a United States 501(c)(4) charitable organization created in October 2015. They promote general economic and social justice throughout the US by the use of ballot measures to circumvent deadlocks in law changes by the legislative and executive branches of government. They act as a national body by supporting state organizations and campaigns with targeted funding rather than by direct campaigning. They support the gathering of signatures to meet the variable requirements to trigger ballots in states and then aid the campaigns with early financial backing, strategic advice, and various campaign tools.

<span class="mw-page-title-main">November 2018 Maine Question 1</span>

Maine Question 1 is a citizen-initiated referendum that appeared on the November 6, 2018 statewide ballot. It sought to implement a tax on higher incomes in Maine to fund in-home health care services for elderly and disabled Mainers, as well as to create a government board to administer the funds. The vote coincided with general elections for governor, U.S. Senate, U.S. House, the Maine Legislature, and other local elections. It qualified for the ballot due to supporters collecting signatures from registered Maine voters. It was defeated 62.86% to 37.14%.
