Merseyside is a ceremonial and metropolitan county in North West England. It borders Lancashire to the north, Greater Manchester to the east, Cheshire to the south, the Welsh county of Flintshire across the Dee Estuary to the southwest, and the Irish Sea to the west. The largest settlement is the city of Liverpool.
The Metropolitan Borough of Sefton is a metropolitan borough of Merseyside, England. It was formed on 1 April 1974, by the amalgamation of the county boroughs of Bootle and Southport, the municipal borough of Crosby, the urban districts of Formby and Litherland, and part of West Lancashire Rural District. It consists of a coastal strip of land on the Irish Sea which extends from Southport in the north to Bootle in the south, and an inland part to Maghull in the south-east, bounded by the city of Liverpool to the south, the Metropolitan Borough of Knowsley to the south-east, and West Lancashire to the east.
Liverpool City Council is the governing body for the city of Liverpool in Merseyside, England. It consists of 85 councillors, for the city's 64 wards. Following a review by the Local Government Boundary Commission the number of wards increased to 64 at the elections on Thursday 4th May 2023. Three wards elect 3 councillors each, fifteen wards elect 2 councillors each and the remaining 46 wards each elect a single councillor, which brought down the total number of councillors to 85.
Merseytravel is the passenger transport executive, responsible for the coordination of public transport in the Liverpool City Region in North West England. Merseytravel was established on 1 December 1969 as the Merseyside Passenger Transport Executive. From 1 April 2014, with the creation of the Liverpool City Region, Merseytravel expanded its area of operation from the metropolitan county of Merseyside to also include the Borough of Halton.
Liverpool City Region is a combined authority area in North West England. It has six council areas; five Merseyside metropolitan boroughs and the Cheshire unitary authority of Halton. The region had a population of 1,571,045 in 2022.

It is a metropolitan district council, one of five in Merseyside and one of 36 in the metropolitan counties of England, and provides the majority of local government services in Knowsley. It is a constituent council of the Liverpool City Region Combined Authority.
Halton Borough Council is the local authority for the Borough of Halton, incorporating the towns of Runcorn and Widnes and the parishes of Daresbury, Hale, Moore and Preston Brook. It is a constituent council of Liverpool City Region Combined Authority.
A combined authority (CA) is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government in order to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both must participate in the combined authority.
Steven Philip Rotheram is a British politician serving as Mayor of the Liverpool City Region since 2017. A member of the Labour Party, he was Member of Parliament (MP) for Liverpool Walton from 2010 to 2017.
From 2012 to 2023, the mayor of Liverpool was the executive mayor of the city of Liverpool in England. The office was abolished in 2023 and its functions were replaced with the leader of Liverpool City Council.
The Liverpool City Region Combined Authority (LCRCA), officially the Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority, is the combined authority of the Liverpool City Region in England. Its area includes the City of Liverpool local authority area, the Metropolitan Boroughs of Knowsley, St Helens, Sefton, and Wirral, and the Borough of Halton. It was established on 1 April 2014 by statutory instrument under the provisions of the Local Democracy, Economic Development and Construction Act 2009. Composition of the combined authority is made up of the leaders of the six principal membership authorities, plus several non-voting members with various vested interests in the activities of the combined authority.
The Mayor of Greater Manchester is the directly elected mayor of Greater Manchester, responsible for strategic governance in the region that includes health, transport, housing, strategic planning, waste management, policing, the Greater Manchester Fire and Rescue Service and skills. The creation of the Mayor of Greater Manchester was agreed between the then Chancellor of the Exchequer, George Osborne, and Greater Manchester's 10 district council leaders. As well as having specific powers, the mayor chairs the Greater Manchester Combined Authority, also assuming the powers of the Greater Manchester Police and Crime Commissioner.
The Cities and Local Government Devolution Act 2016 is an Act of the Parliament of the United Kingdom that allows for the introduction of directly elected mayors to combined authorities in England and Wales and the devolution of housing, transport, planning and policing powers to them. The bill was introduced to the House of Lords by Baroness Williams of Trafford, the Parliamentary Under Secretary of State for Communities and Local Government, on 28 May 2015.
The inaugural Liverpool City Region mayoral election was held on 4 May 2017 to elect the Liverpool City Region Combined Authority and won by Steve Rotheram. Subsequent elections were planned for May 2020 but were postponed until May 2021 due to the covid pandemic with subsequent elections due every four years. The election was originally due to take place in May 2020, but was postponed due to the COVID-19 pandemic.
The Mayor of West Yorkshire is a directly elected mayor responsible for the metropolitan county of West Yorkshire in England. The Mayor chairs and leads the West Yorkshire Combined Authority, and assumes the office and powers of the West Yorkshire Police and Crime Commissioner.
