Prakash Singh is a retired Indian Police Service officer,who rose to the highest rank of Director General of Police (DGP). He has served as Chief of the Border Security Force (BSF),Uttar Pradesh Police and Assam Police. He is considered one of the best police officers for his role as key architect for Police reforms in India. [3] After his retirement from service in 1996,he filed a Public Interest Litigation (PIL) in the Supreme Court of India. The landmark verdict of PIL came in 2006,in which the Supreme Court has given specific directions to the central and state governments to carry out structural changes in the police with a view to insulating it from extraneous pressures and making it accountable to the people. Mr Singh was born on 10 January 1936 in a saithwar Family in a small village near Mehnajpur Azamgarh district of Uttar Pradesh,India and studied in the University of Allahabad. He is married to Savitri. His son Pankaj Kumar Singh was appointed as the Director General of Border Security Force in September 2021. [5] His another son Piyush Kumar Singh was a Fortune 500 corporate executive,a successful start-up Founder and currently a CoFounder of a Insurance Services Product company in the US. Presently Prakash Singh and his wife live in Noida. [6]
Prakash Singh is a 1959 batch,Uttar Pradesh cadre Indian Police Service Officer. His first posting as an IPS Officer was as Assistant Superintendent of Police,Kanpur (ASP Kanpur).
After retirement he has been tasked to head Inquiry Committees on two occasions.

Prakash Singh is a recipient of Padma Shri Award in year 1991 for his contribution to Civil Service. [14] He has also been awarded State award by Government of Uttar Pradesh, Police Medal for Meritorious Service and Police Medal for Distinguished Service.

The Ruchika Girhotra case involves the molestation of 14-year-old Ruchika Girhotra in 1990 by the Inspector General of Police Shambu in Haryana, India. After she made a complaint, the victim, her family, and her friends were systematically harassed by the police leading to her eventual suicide. On 22 December 2009, after 19 years, 40 adjournments, and more than 400 hearings, the court finally pronounced Rathore guilty under Section 354 IPC (molestation) and sentenced him to six months' imprisonment and a fine of Rs 1,000. The CBI had opposed Rathore's plea and had sought an enhancement of his sentence from six months to the maximum of two years after his conviction. Rejecting his appeal against his conviction by a Central Bureau of Investigation (CBI) special court, Chandigarh District Court on 25 May sentenced the disgraced former police official to one-and-a-half years of rigorous imprisonment, enhancing his earlier six-month sentence and immediately taken into custody and taken to the Burail prison. On 11 November 2010, the Supreme Court granted bail to S.P.S. Rathore on the condition that he remain in Chandigarh. Recently, the Supreme Court of India upheld Rathore's conviction in molestation case but restricted the punishment to six months' jail already served by him considering his age.

The Jat reservation agitation was a series of violent protests in February 2016 by the Jat people of North India, especially those in the state of Haryana, which "paralysed" the state for 10 days. He is currently serving as Legal Advisor to Congress Legislative Party, Haryana headed by Leader of Opposition Haryana Chaudhary Bhupinder Singh Hooda, National Media Penalist Indian National Congress and State Spokesperson Haryana Pradesh Congress Committee. He was appointed to the post on 9 June 2021. He is former Additional Advocate General for the State of Haryana and remained posted in the Punjab and Haryana High Court. He is former State Media Penalist for Bhartiya Janta Party, Haryana. Earlier he has served as State Spokesperson for the Indian National Lok Dal from August 2014 till June 2019. His father Parminder Singh Dhull served as two time Member of Legislative Assembly of Haryana from Julana constituency in Jind District. His grand father Chaudhary Dal Singh was a noted politician of the area and six time M.L.A. from District Jind. He resigned from the office of Advocate General Haryana during the 2020–2021 Indian farmers' protest on 20 October 2020 in protest of the controversial three farmer bills being passed by the Parliament of India.

He was suspended by the erstwhile Mayawati's government in 2007 for alleged irregularities in police recruitment. He is 1987 batch IPS officer of Uttar Pradesh cadre. On 11 May 2022 Uttar Pradesh Chief Minister Yogi Adityanath removed Director General of Police Mukul Goel from his post for inefficiency and neglecting his work. At present he is working as DGP at UP Police.
