The 2013 election of members to the Senate of the Philippines was the 31st election to the Senate of the Philippines. It was held on Monday, May 13, 2013 to elect 12 of the 24 seats in the Senate. Together with those elected in 2010, the candidates elected in this election shall comprise the 16th Congress. The senators elected in 2010 will serve until June 30, 2016, while the senators elected in this election will serve up to June 30, 2019. The elections to the House of Representatives as well as local elections occurred on the same date. The Philippines use plurality-at-large voting for seats in the Senate: the twelve candidates with the highest number of votes win the twelve seats up for election. The Senate seat vacated by President Benigno Aquino III in 2010 was among the twelve seats to be put for election.
A special election for Cagayan's 2nd district seat in the House of Representatives of the Philippines was held on March 12, 2011. The special election was called after the incumbent representative, Florencio Vargas died in July 2010. Vargas' daughter, Baby Aline Vargas-Alfonso, was elected after beating former Governor of Cagayan Edgar Lara, Vargas' opponent in the 2010 election. Alfonso shall serve the remainder of her father's term which will end in 2013.
Juan Castañer Ponce Enrile Jr., also known as Jack Enrile or JPEJ, is a Filipino politician. He was a representative of the 1st District of Cagayan in the 11th, 12th, 13th and 15th Congresses. He is the only son and namesake of former Senate President Juan Ponce Enrile of Cagayan and the former ambassador to the Holy See, Cristina Castañer of Manila. He is married to former Cagayan Province Congresswoman Salvacion “Sally” Santiago. Sally traces her roots to the Santiagos of Angat and Guiguinto, Bulacan.

The 2016 presidential campaign of Manuel "Mar" Roxas II, former Senator of the Philippines and former Secretary of the Interior and Local Government was announced on July 31, 2015. At an event dubbed as "A Gathering of Friends", Mar Roxas formally accepted his party's nomination as the Liberal Party standard bearer after he was officially endorsed by President Benigno Aquino III in the presence of their political allies at the Club Filipino.
The 2016 presidential campaign of Rodrigo Duterte was announced on November 21, 2015. Rodrigo Duterte, who was then serving as Mayor of Davao City, had refused to run and turned down other presidential and vice-presidential aspirants' offers to be his running mate, including that of Jejomar Binay, Miriam Defensor-Santiago and Bongbong Marcos. He was eventually elected President of the Philippines. Duterte's positions resonated with older, working class Filipinos. This was particularly true regarding his promise to eliminate the wide-scale drug menace of the country, his record of zero criminal tolerance in Davao City, which he served for more than 22 years, as well as his stronger position against corruption. Duterte's campaign reached out to Filipinos who had been suffering poverty, were strongly nationalistic, and had growing distrust of Western institutions as well as the political establishment in Manila that were supposedly controlled by the elites and oligarchs. In his campaign, Duterte accused political elites of not doing much to solve problems in a move that was described as populist.
Cagayan's 1st congressional district is one of the three congressional districts of the Philippines in the province of Cagayan. It has been represented in the House of Representatives of the Philippines since 1916 and earlier in the Philippine Assembly from 1907 to 1916. The district consists of Cagayan's former capital, Lal-lo, and adjacent municipalities of Alcala, Aparri, Baggao, Buguey, Camalaniugan, Gattaran, Gonzaga, Santa Ana and Santa Teresita. It is currently represented in the 18th Congress by Ramon C. Nolasco Jr. of the National Unity Party (NUP).
Melvin K. Vargas Jr., also known as Boylet, is a Filipino politician and incumbent Vice Governor of Cagayan. He is the son of former Cagayan Governor Melvin Vargas Sr. and grandson of former Representative Florencio Vargas. In the 2016 election he won the position as Vice Governor of Cagayan opposing Mila Catabay-Lauigan, incumbent Board Member of Cagayan's 3rd District and Ignacio Taruc. From 2007 to 2016, he served as board member of Cagayan from the 2nd District. In 2018, he reacted to incumbent Cagayan Governor Manuel Mamba to run for Vice Governor because Mamba said that for his second term he would run for Vice Governor. Although Vargas said that it was an honor to face Gov. Mamba for the Vice Gubernatorial race since he is known as a veteran in politics. When the Cagayan provincial budget was delayed, Gov. Mamba filed an administrative complaint against the provincial board for delaying the passage of the province's budget in 2017, as bickering among officials dragged on for the second straight year.
