Retirement Fund (Incorporated) (Malay : Kumpulan Wang Persaraan (Diperbadankan); KWAP) is a statutory body which manages the pension scheme for Malaysia's public employees. KWAP is the investment manager of the Retirement Fund, which is applied towards financing the government's pension liability, and is responsible for the administration and payment of pension to public sector retirees. [1] KWAP is one of three main bodies in Malaysia's pension system, the others being the Employees Provident Fund (for private sector employees) and Armed Forces Fund Board (for military personnel). History

Prior to KWAP's establishment, the public pension fund in Malaysia was managed by the Pensions Trust Fund (Malay : Kumpulan Wang Amanah Pencen), whose operations fell under the responsibility of the Accountant General. [4] [5] The Pensions Trust Fund grew from an initial government grant of RM500 million in 1991 to RM42 billion in 2007. [4] [5] In March 2007, KWAP was established under the Retirement Fund Act and assumed all powers, functions, activities, assets and liabilities of the Pensions Trust Fund. [1] [5] In November 2015, KWAP was appointed as agent to the government for overall pension management and payment operation, taking over this role from the Public Services Department's Post Pension Services Division. Operations

The fund receives contributions from the Federal Government of Malaysia, statutory bodies and local authorities. [1] The contributions are invested by the fund in a mix of equities, bonds, property, private equity and infrastructure, with the investment returns used to finance the government's pension liabilities. [1] [6] [7] The fund's Investment Panel determines the fund's investment policy and asset allocation strategy. [1]

KWAP also operates the Pension Services Department (PeSD) in Cyberjaya which processes payment of pensions and other benefits to public pensioners. [1]

Employee funding comes directly off their paycheck and may be matched by the employer. Pensions should not be confused with severance pay; the former is usually paid in regular installments for life after retirement, while the latter is typically paid as a fixed amount after involuntary termination of employment before retirement.

The California Public Employees' Retirement System (CalPERS) is an agency in the California executive branch that "manages pension and health benefits for more than 1.6 million California public employees, retirees, and their families". In fiscal year 2012–13, CalPERS paid over $12.7 billion in retirement benefits, and in fiscal year 2013 it is estimated that CalPERS will pay over $7.5 billion in health benefits.

Pension Benefit Guaranty Corporation

The Pension Benefit Guaranty Corporation (PBGC) is a United States federally chartered corporation created by the Employee Retirement Income Security Act of 1974 (ERISA) to encourage the continuation and maintenance of voluntary private defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at the lowest level necessary to carry out its operations. Subject to other statutory limitations, PBGC's single-employer insurance program pays pension benefits up to the maximum guaranteed benefit set by law to participants who retire at 65. The benefits payable to insured retirees who start their benefits at ages other than 65 or elect survivor coverage are adjusted to be equivalent in value. The maximum monthly guarantee for the multiemployer program is far lower and more complicated.

It has over 400,000 members, made up of active and retired academic and academic-related staff mostly from those universities established prior to 1992. Armed Forces Fund Board

The Armed Forces Fund Board is a statutory body which manages the pension fund for certain members of the Malaysian Armed Forces. LTAT was established in August 1972 by the Armed Forces Fund Act. The fund is considered the smallest among Malaysian government-linked investment companies, and owns controlling stakes in several public listed companies in Malaysia, including Boustead Holdings and Affin Holdings. It is overseen by the Ministry of Defence.
