Prior to becoming an elected official, Costa served in the United States Army from 1981 until 1985. After his service in the military, Costa became a professional firefighter with the Anne Arundel County Fire Department. He has also spent some time as a real estate agent.

Costa has been an active member in several organizations. He is on the executive board of Local 1563, the Anne Arundel County Professional Firefighters Association. He was a member Anne Arundel County Republican Central Committee from 1998–2002, serving as its chair from 1999 until 2000. Costa is the founder of the South County Republican Dinner Club. He is also a member of the Italian Businessmen's Association in Annapolis, the South County Moose Lodge, the Deale Elk's Lodge, Deale Elementary School P.T.A., the Alliance of the Chesapeake, the National Rifle Association of America (NRA), and the Maryland Rifle and Pistol Association. He is also a member of the Arbor Day Foundation, Citizens for a Sound Economy, and the Anne Arundel Affordable Housing Coalition. Finally, he served as the chair of the Board of Directors of the Avalon Shores Civic Association from 1999 until 2001.

Costa has received numerous awards for his service including the Outstanding Patriotism Award, Annapolis Chapter, Military Order of World Wars in 1983 and the Outstanding Legislative Leadership Award, ARC of Maryland and Maryland Association of Community Services in 2005.

While working for the House of Delegates, Costa has been selected as a member of the Health and Government Operations Committee and the Investigation Committee. He served as Deputy Minority Whip from 2003 to 2005.

The Maryland House of Delegates is the lower house of the legislature of the U.S. state of Maryland. It consists of 141 delegates elected from 47 districts. The House of Delegates Chamber is in the Maryland State House on State Circle in Annapolis. Michael Erin “Coach” Busch was an American politician and member of the Democratic Party who served as the 106th Speaker of the Maryland House of Delegates from 2003 until his death in 2019. Busch was a member of the House for nine terms, beginning in 1987. He represented all of legislative District 30 prior to redistricting in 2012, and represented District 30A after the district was split following the 2010 census. The district encompasses parts of Anne Arundel County, including the state capital of Annapolis.

John A. Giannetti Jr. is an American politician and former attorney from Maryland. As a Democrat, Giannetti was elected to the Maryland House of Delegates in 1998 for District 13B and served from 1999 to 2003. In 2002 he was elected into the State Senate for District 21, which covers parts of Anne Arundel County and Prince George's County. He was defeated in the 2006 Democratic primary and general elections by former member of the Maryland House of Delegates and U.S. Ambassador to Romania James Rosapepe.

Ronald Alan George is a former Republican member of the Maryland House of Delegates. From January 2007 to January 2015, he represented District 30 in the Maryland General Assembly, located within Anne Arundel County. He shared this district with Democratic member House Speaker Michael E. Busch and Republican Herbert H. McMillan. Redistricting after 2010 placed George in District 33. He sought the Republican nomination for Governor of Maryland in 2014, but finished fourth in the primary. In December 2014, George expressed interest in being appointed to the District 33 House of Delegates seat vacated by Cathy Vitale, who was appointed a judge. George unsuccessfully ran for the state Senate in District 30 in 2018; this district includes Annapolis.

Steven R. Schuh is a former County Executive of Anne Arundel County, Maryland, and a former member of the Maryland House of Delegates, serving two terms in the Maryland General Assembly representing District 31. Beginning in 2018, Schuh served as the Executive Director for the State of Maryland's Opioid Operational Command Center before assuming the role of Deputy Secretary for Health Care Financing and Medicaid in 2021. Schuh also played an instrumental role in the State's response to the pandemic serving as Section Chief for the Governor's COVID-19 Task Force.

Robert C. Baldwin was an American politician, who served as a member of the Maryland House of Delegates from 1994 until 2002, when he chose not to run for reelection. He died on January 10, 2016, aged 81.
