The Stabilisation Force (SFOR) was a NATO-led multinational peacekeeping force deployed to Bosnia and Herzegovina after the Bosnian War. Although SFOR was led by NATO, several non-NATO countries contributed troops. It was replaced by EUFOR Althea in December 2004.

John M. Riggs is a retired United States Army general. He was retired in 2005. He had attained the rank of lieutenant general, but was retired with the loss of one star, at the rank of major general. According to the army, this was because of misuse of contractors, but some of Riggs' supporters argued that the retirement and demotion was a result of his contradiction of the United States government stance on troop strength needed to support the actions in Afghanistan and Iraq.

He later retired and served as President and chief operating officer of the logistics, IT, and engineering business, Vectrus.
Lieutenant General James Lowell Campbell is a retired Lieutenant General in the United States Army and was previously Director of the Army Staff. He previously commanded the U.S. Army, Pacific from November 2002 to August 2004. Commissioned through ROTC, he graduated in 1971 from the University of Missouri with a Bachelor of Science in Physical Education. He went on to earn a Master of Science from the University of Illinois, also in Physical Education, as well as a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College.

During the Vietnam War, he helped implement the airmobile concept use of helicopters in combat with the 1st Cavalry Division (Airmobile).
