The secretary of social welfare and development (Filipino: Kalihim ng Kagalingang Panlipunan at Pagpapaunlad) is the head of the Department of Social Welfare and Development and is a member of the President's Cabinet. [1]

The Cabinet of the United States is the principal official advisory body to the president of the United States. The Cabinet meets with the president in a room adjacent to the Oval Office. The president chairs the meetings but is not formally a member of the Cabinet. Estefanía Aldaba-Lim was the first female secretary of any Cabinet of the Philippines, serving as Secretary of Social Services and Development from 1971 to 1977. She was also the first Filipina clinical psychologist.

Dulce Maramba Quintans-Saguisag was a Filipino politician and former Secretary of the Department of Social Welfare and Development under the administration of former President Joseph Estrada. Saguisag was one of Estrada's eleven cabinet members who withdrew support for Estrada on January 19, 2001, following accusations of massive corruption by the president. Estrada was ousted from office the next day, which is now known in the Philippines as EDSA II.

The Ministry of Social Empowerment, Welfare and Kandyan Heritage is the central government ministry of Sri Lanka responsible for social services, social welfare and Kandyan heritage. The ministry is responsible for formulating and implementing national policy on social empowerment and welfare and other subjects which come under its purview. She is a former professor at the University of the Philippines Diliman and was one of those nominated by the National Democratic Front to the Duterte Cabinet.
