Seth Franklin Berkley (born October 18, 1956) is an American medical epidemiologist and a global advocate of the power of vaccines. He is the founder and former president and CEO of the International AIDS Vaccine Initiative (IAVI) [1] and former CEO of Gavi, the Vaccine Alliance. [2] [3] [4] He is currently a senior advisor to the Pandemic Center at Brown University School of Public Health. [5]

Early life and education

Berkley was born in New York City.

In 1974, Berkley was graduated from McBurney School, a private school in New York City. In 1978, he received a ScB from Brown University. In 1981, he received a M.D. from Brown University's Alpert Medical School. Berkley then trained in internal medicine at Harvard University. [6]

Career

From 1984 to 1986, Berkley worked as a medical epidemiologist for the Center for Infectious Diseases of the U.S. Centers for Disease Control and Prevention (CDC) in Atlanta, GA. While working for the CDC, Berkley was involved in, among other things, managing the national Toxic Shock Syndrome surveillance system. He also conducted an investigation of an outbreak of Brazilian Purpuric Fever, a disease that was killing children in Brazil, and helped to discover the etiologic agent. In 1986, on assignment from the CDC, Berkley served as an epidemiologist for the Massachusetts Department of Public Health, working on routine surveillance and outbreak investigations.

A year later, while working for the Carter Presidential Center in Atlanta, Berkley was assigned as an epidemiologist at the Ministry of Health in Uganda. In this role, he worked to establish and manage the Ugandan surveillance system for AIDS, validate the AIDS clinical case definition for Africa and assist with the conduct and analysis of the national HIV sero-survey. Berkley played a role in helping to develop Uganda's National AIDS Control programs, and served as an attending internal medicine physician at Mulago Hospital in Kampala.

Subsequently, Berkley worked for the Rockefeller Foundation, initially as program scientist and finally as associate director of the Health Sciences Division. During his eight years with the Rockefeller Foundation, Berkley managed programs in epidemiology, public health, medical and nursing education, vaccination, AIDS and sexually transmitted diseases and reproductive health in Africa, Asia, and Latin America. Some of his initiatives included developing a public health training program, Public Health School without Walls, which began in Zimbabwe, Ghana, Uganda, and then spread to Vietnam, as well as an international program to support non-governmental organizations working on AIDS, the International HIV/AIDS Alliance. He also represented the Rockefeller Foundation during meetings of the United Nations' Children's Vaccine Initiative, which was later replaced by Gavi, the Vaccine Alliance. [7]

IAVI, 1996–2011

In 1994, the Rockefeller Foundation, where Berkley was serving as associate director of health sciences, convened a series of international consensus meetings on the need for a new effort to address existing barriers to the development of an AIDS vaccine and jump-start AIDS vaccine research. These meetings, culminating in a conference in Bellagio, Italy, became the impetus for the establishment of IAVI in 1996 as an international NGO tasked with aggressively pursuing previously neglected approaches to AIDS vaccine development. Berkley was appointed interim president and later became CEO. [8]

Under Berkley's leadership, the organization evolved into a worldwide public-private product development partnership with a staff of more than 200 employees that has worked with partners in 25 countries and, with partners, conducted 24 HIV vaccine trials. [9]

Gavi, the Vaccine Alliance, 2011–2023

Berkley joined Gavi, the Vaccine Alliance as its chief executive officer (CEO) in August 2011. [10] Gavi is a public-private partnership whose mission is to save children's lives and protect people's health by increasing access to immunisation in developing countries.

Since its launch in 2000, Gavi has prevented more than fifteen million future deaths and helped protect 981 million children with new and underused vaccines. [11] Gavi brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry in both industrialised and developing countries, research and technical agencies, civil society organizations, the Bill & Melinda Gates Foundation and other private philanthropists.

Berkley and Coalition for Epidemic Preparedness Innovations (CEPI) CEO Dr. Richard Hatchett were involved in founding COVAX, the global COVID-19 pandemic vaccine initiative, following a meeting at the World Economic Forum in Davos. COVAX is directed by Gavi, the Coalition for Epidemic Preparedness Innovations (CEPI), the World Health Organization (WHO) and UNICEF.

In June 2021, Gavi announced that Berkley would be stepping down from his role of CEO in early August 2023. [12] During his tenure as CEO, Gavi added various new vaccines to its portfolio including HPV, polio, cholera and malaria. [13] Berkley was replaced by David Marlow. [14]

Berkley has sat on a number of international steering committees and corporate and not-for-profit boards, including those of Gilead Sciences, the New York Academy of Sciences, the Acumen Fund, the Council of Foreign Relations, [15] the Scientific Advisory Panel assisting the UNAIDS High Level Commission on HIV Prevention, [6] Oxfam America, the Guttmacher Institute, VillageReach, VaxInnate, PowderJect, Napo pharmaceuticals [16] and the US National Academy of Medicine. Berkley has appeared on the cover of Newsweek [23] and recognized by Wired as among "The Wired 25" [24] —a salute to dreamers, inventors, mavericks and leaders—as well as by Time magazine as one of the "100 Most Influential People in the World" in 2009. [25] In 2010, Fortune magazine named Berkley as one of its "Global Forum Visionaries." [26]

The International AIDS Vaccine Initiative (IAVI) is a global not-for-profit, public-private partnership working to accelerate the development of vaccines to prevent HIV infection and AIDS. IAVI researches and develops vaccine candidates, conducts policy analyses, serves as an advocate for the HIV prevention field and engages communities in the trial process and AIDS vaccine education. The organization takes a comprehensive approach to HIV and AIDS that supports existing HIV prevention and treatment programs while emphasizing the need for new AIDS prevention tools. It also works to ensure that future vaccines will be accessible to all who need them.

The European and Developing Countries Clinical Trials Partnership (EDCTP) is a partnership between the European Union (EU), Norway, Switzerland and developing countries and other donors, as well as the pharmaceutical industry, to enable clinical trials and the development of new medicines and vaccines against HIV/AIDS, tuberculosis, and malaria. The need for global action against these diseases in order to promote poverty reduction has been recognised by the United Nations, the G8, and the African Union, and the program envisioned the provision of €600 million for the period 2003–2007 in order to translate medical research results into clinical applications relevant to the needs of developing countries.

Orin Levine is an epidemiologist known for his work in the fields of international public health, child survival, and pneumonia. He is currently the director of vaccine delivery at the Bill & Melinda Gates Foundation in Seattle, US. In the past he was the executive director of the International Vaccine Access Center (IVAC), the co-chair of the Pneumococcal Awareness Council of Experts (PACE), and is a professor at The Johns Hopkins Bloomberg School of Public Health in the Department of International Health. He is also an adjunct assistant professor of epidemiology at The Rollins School of Public Health at Emory University in Atlanta. Additionally, he is currently president of the American Society of Tropical Medicine and Hygiene (ASTMH) Council on Global Health. He resides in Washington, D.C.

Katherine "Kate" L. O'Brien is a Canadian American pediatric infectious disease physician, epidemiologist, and vaccinologist who specializes in the areas of pneumococcal epidemiology, pneumococcal vaccine trials and impact studies, and surveillance for pneumococcal disease. She is also known as an expert in infectious diseases in American Indian populations. O’Brien is currently the Director of the World Health Organization's Department of Immunization, Vaccines and Biologicals.

The United States Military HIV Research Program was initiated by the United States Congress in 1986, in reaction to the threat of lost effectiveness of U.S./Allied troops due to HIV infection. The mission of MHRP is to develop an HIV-1 vaccine, provide prevention, care, and treatment, and conduct meaningful HIV/AIDS research for the global community through the President's Emergency Plan for AIDS Relief (PEPFAR). It is centered at the Walter Reed Army Institute of Research (WRAIR), and has established five international research sites in Africa and Asia. MHRP also partners with the Armed Forces Research Institute of Medical Sciences (AFRIMS) in Thailand. MHRP works closely with The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF), most notably in the development of the RV144 HIV vaccine in Thailand. MHRP is the largest research program supported by the HJF.

David M. Serwadda is a Ugandan physician, medical researcher, academic, public health specialist and medical administrator. Currently he is a Professor of Public Health at Makerere University School of Public Health, one of the schools of Makerere University College of Health Sciences, a semi-autonomous constituent college of Makerere University, the oldest university in Uganda. Serwadda is also a founding member of Accordia Global Health Foundation's Academic Alliance.

Global Health Initiatives (GHIs) are humanitarian initiatives that raise and disburse additional funds for infectious diseases – such as AIDS, tuberculosis, and malaria – for immunizations and for strengthening health systems in developing countries. GHIs classify a type of global initiative, which is defined as an organized effort integrating the involvement of organizations, individuals, and stakeholders around the world to address a global issue.

The Global HIV Vaccine Enterprise is an alliance of organizations formed to accelerate the search for an HIV vaccine. Initially proposed in Science magazine in 2003 and developed by scientists, health experts and policy makers, the concept of the Enterprise received support from the G8 the following year. The primary aim of the organization is to provide leadership in efforts to reverse the AIDS epidemic. The organization, based in New York City, was founded by representatives from The Gates Foundation, NIH, WHO-UNAIDS, European Commission, Wellcome Trust, International AIDS Vaccine Initiative, French National Agency for Research on AIDS and Viral Hepatitis.

Agnes Binagwaho is a Rwandan Politician, pediatrician, co-founder and the former vice chancellor of the University of Global Health Equity (2017-2022). In 1996, she returned to Rwanda where she provided clinical care in the public sector as well as held many positions including the position of Permanent Secretary for the Ministry of Health of Rwanda from October 2008 until May 2011 and Minister of Health from May 2011 until July 2016. She has been a professor of global health delivery practice since 2016 and a professor of pediatrics since 2017 at the University of Global Health Equity. She has served the health sector in various high-level government positions. She resides in Kigali.

He has previously held positions with the World Bank, UNAIDS, the International AIDS Vaccine Initiative, and Results for Development Institute. He serves as a lecturer at Yale University’s Jackson Institute for Global Affairs and is a clinical professor at the Yale School of Public Health. He has published on a range of topics in global health and development, with a special focus on the economics, financing, and policies for infectious diseases, nutrition, and broader health system reform. He has been an advisor to the President's Emergency Plan for AIDS Relief (PEPFAR), the World Health Organization, and UNITAID. Hecht holds a BA from Yale and a PhD from Cambridge University.

COVID-19 Vaccines Global Access, abbreviated as COVAX, is a worldwide initiative aimed at equitable access to COVID-19 vaccines directed by the GAVI vaccine alliance, the Coalition for Epidemic Preparedness Innovations (CEPI), and the World Health Organization (WHO), alongside key delivery partner UNICEF. It is one of the four pillars of the Access to COVID-19 Tools Accelerator, an initiative begun in April 2020 by the WHO, the European Commission, and the government of France as a response to the COVID-19 pandemic. COVAX coordinates international resources to enable low-to-middle-income countries equitable access to COVID-19 tests, therapies, and vaccines. Ann Marie Kimball is an American physician. She is known for being the pioneer of electronic disease surveillance for infectious disease outbreaks and pandemics. She is currently a Professor Emerita in the Department of Epidemiology at the University of Washington, a Consulting Fellow at the Chatham House Royal Institute of Foreign Affairs, and was a Strategic Consultant in Global Health at the Rockefeller Foundation. Kimball served as a technical and strategic lead for the Bill and Melinda Gates Foundation infectious disease surveillance strategy formation.
