Shawny Williams is the first African American police chief of the city of Vallejo, California. [1] In September, 2019 Williams was tapped as the next police chief after Chief Andrew Bidou stepped down. He was sworn in as the police chief in November 2019. [2] [3] He has pledged to move the police department in a new direction and to stay transparent and accountable. [4] By 2020, after a year as police chief, he had instituted a number of reforms including banning choke holds, instituting a mandatory body-worn camera and a clear de-escalation protocol. [4] In September 2020 he announced what he called operation PEACE which is a community program to engage residents more to help solve crimes. [4]

In July 2022, Williams received an official vote of no confidence from the Vallejo Police Officers’ Association. [5]

In November 2022, Williams resigned his position and was paid $408,000 for doing so. [6]

It has been claimed that Williams lied under oath (perjury) during his time as Chief of Police. [7] If investigated and found to be true, this would decertify Williams by POST and preclude him from being employed by another police agency in California under SB2 [8]

Prior to becoming the police chief, Williams was with the San Jose Police Department for 26 years and was most recently the head of their investigations division. [9]

Williams has a Bachelor of Arts degree from Simpson University and a Master of Arts degree from Fort Hays State University in Organizational Leadership. He graduated from the FBI National Academy in 2012. [10] Williams speaks Spanish. [2]

Oscar Grant III was a 22-year-old African-American man who was killed in the early morning hours of New Year's Day 2009 by BART Police Officer Johannes Mehserle in Oakland, California. Responding to reports of a fight on a crowded Bay Area Rapid Transit train returning from San Francisco, BART Police officers detained Grant and several other passengers on the platform at the Fruitvale BART Station. BART officer Anthony Pirone kneed Grant in the head and forced Grant to lie face down on the platform. Mehserle drew his pistol and shot Grant. Grant was rushed to Highland Hospital in Oakland and pronounced dead later that day. The events were captured on bystanders’ mobile phones. Owners disseminated their footage to media outlets and to various websites where it went viral. Both protests and riots took place in the following days.

The officers had responded to a 911 call of an unconscious man in a vehicle in a Taco Bell drive through, when they found McCoy, with a .40 caliber handgun with an extended magazine on his lap.

Lexipol LLC is a private company based in Frisco, Texas that provides policy manuals, training bulletins, and consulting services to law enforcement agencies, fire departments, and other public safety departments. In 2019, 3500 agencies in 35 U.S. states used Lexipol manuals or subscribed to their services. Lexipol states that it services 8,100 agencies as of March 2020. Lexipol retains copyright over all manuals that they create, even those modified by local agencies, but does not take on the status of policymaker. Sean Monterrosa was a 22-year-old Latino American man who was fatally shot on June 2, 2020, by Vallejo police officer Jarrett Tonn. Monterrosa was on his knees and had his hands above his waist when Tonn shot him through the windshield of his unmarked police pickup truck. The police later said Tonn shot him because he erroneously believed a hammer in Monterrosa's pocket was a gun. Monterrosa later died at a local hospital.

SB 1421, Senate Bill 1421, or Peace Officers: Release of Records, is a California state law that makes police records relating to officer use-of-force incidents, sexual assault, and acts of dishonesty accessible under the California Public Records Act. The bill was signed into law by then-governor Jerry Brown on September 30, 2018, and took effect on January 1, 2019.

The police abolition movement gained momentum in the U.S. city of Minneapolis during protests of the murder of George Floyd in 2020 and culminated in the failed Question 2 ballot measure in 2021 to replace the city's police department with a public safety department. The measure would have removed minimum staffing levels for sworn officers, renamed the Minneapolis Police Department as the Minneapolis Department of Public Safety, and shifted oversight of the new agency from the mayor's office to the city council. It required the support of 51 percent of voters in order to pass. In the Minneapolis municipal election held on November 2, 2021, the measure failed with 43.8 percent voting for it and 56.2 percent voting against it.
