Smart grid in the United States

Support for the smart grid in the United States became federal policy with passage of the Energy Independence and Security Act of 2007. [1] The law set out $100 million in funding per fiscal year from 2008 to 2012, established a matching program to states, utilities and consumers to build smart grid capabilities, and created a Grid Modernization Commission to assess the benefits of demand response and to recommend needed protocol standards. [2] The law also directed the National Institute of Standards and Technology to develop smart grid standards, which the Federal Energy Regulatory Commission (FERC) would then promulgate through official rulemakings. Smart grids received further support with the passage of the American Recovery and Reinvestment Act of 2009, which set aside $4.5 billion of funding for Smart Grid development, deployment, and worker training. [4]

In May 2009, Commerce Secretary Gary Locke announced that he will co-chair a smart grid meeting with Secretary of Energy Steven Chu in Washington, D.C. The meeting was to bring together industry and government leaders to begin a critical discussion about developing industry-wide standards for smart grid technologies. Industry leaders at this meeting were expected to pledge to harmonize industry standards and to commit to a timetable to reach a standards agreement. [5]

President Barack Obama announced the largest single electric grid modernization investment in U.S. history on Oct. 27, 2009, with DOE tapping $3.4 billion in American Reinvestment and Recovery Act funds for 100 projects. The funds will be matched by $4.7 billion in private investments. According to the president, the smart grid projects will help build a renewable energy superhighway, with a goal of increasing energy efficiency and helping to spur the growth of renewable energy resources such as wind and solar power. The grants range from $400,000 to $200 million and will reach every state except Alaska.

Much of the funding will support upgrades to the utility power grids, including the installation of more than 200,000 smart transformers, which will make it possible for power companies to replace units before they fail. Utilities will also install more than 850 sensors that will cover all of the electric grid in the contiguous United States, making it possible for grid operators to better monitor grid conditions and allowing them to take advantage of intermittent renewable energy, such as wind and solar power. Utilities will install nearly 700 automated substations, which will make it possible for power companies to respond faster and more effectively to restore service when bad weather knocks down power lines or causes electricity disruptions. As part of the Democratic Party's 100-Hour Plan during the 110th Congress, it was introduced in the United States House of Representatives by Representative Nick Rahall of West Virginia, along with 198 cosponsors. Even though Rahall was 1 of only 4 Democrats to oppose the final bill, it passed in the House without amendment in January 2007. When the Act was introduced in the Senate in June 2007, it was combined with Senate Bill S. 1419: Renewable Fuels, Consumer Protection, and Energy Efficiency Act of 2007. This amended version passed the Senate on June 21, 2007. The term smart grid is most commonly defined as an electric grid that has been digitized to enable two way communication between producers and consumers. The objective of the smart grid is to update electricity infrastructure to include more advanced communication, control, and sensory technology with the hope of increasing communication between consumers and energy producers. The potential benefits from a smart grid include increased reliability, more efficient electricity use, better economics, and improved sustainability.

Modern United States wind energy policy coincided with the beginning of modern wind industry of the United States, which began in the early 1980s with the arrival of utility-scale wind turbines in California at the Altamont Pass wind farm. Since then, the industry has had to endure the financial uncertainties caused by a highly fluctuating tax incentive program. Because these early wind projects were fueled by investment tax credits based on installation rather than performance, they were plagued with issues of low productivity and equipment reliability. Those investment tax credits expired in 1986, which forced investors to focus on improving the reliability and efficiency of their turbines. The 1990s saw rise to a new type of tax credit, the production tax credit, which propelled technological improvements to the wind turbine even further by encouraging investors to focus on electricity output rather than installation.

Smart grid policy in the United States refers to legislation and other governmental orders influencing the development of smart grids in the United States.

The UCLA Smart Grid Energy Research Center (SMERC), located on the University of California Los Angeles (UCLA) campus, is an organization focused on developing the next generation of technologies and innovation for Smart Grid. SMERC partners with government agencies, technology providers, Department of Energy (DOE) research labs, universities, utilities, policymakers, electric vehicle manufacturers, and appliance manufacturers. These partnerships provide SMERC with diverse capabilities and exceptional, mature leadership.

Smart Grid Interoperability Panel or SGIP is an organization that defines requirements for a smarter electric grid by driving interoperability, the use of standard, and collaborating across organizations to address gaps and issue hindering the deployment of smart grid technologies.

Exergonix Inc, is an energy storage company based in Kansas City, Missouri. It was founded in 2010, after spinning out of Kokam America, Inc., which was acquired by Dow Chemical Company in 2009. Exergonix develops grid energy storage to supply peak-shaving, demand-management, and smart grid capabilities to the grid and micro-grid.
