Souza-Baranowski Correctional Center (SBCC) is a maximum security prison in Lancaster, Massachusetts (though it receives mail through a post-office box in the town of Shirley). It is operated by the Massachusetts Department of Correction. It is close to the medium-security prison Massachusetts Correctional Institution – Shirley, which is directly to the north over the town border. Souza-Baranowski opened on September 30, 1998. [1] As of January 6, 2020 SBCC housed 672 inmates in general population beds. [2]

The prison is named in honor of a corrections officer, James Souza, 29, and an instructor Alfred Baranowski, 54, who were shot in July 1972 by an inmate whose wife had smuggled in handguns into what was then the Norfolk Prison Colony.

Souza-Baranowski is the only post-conviction maximum-security state prison in Massachusetts. [3] Massachusetts Correctional Institution – Cedar Junction operates a pre-trial maximum-security "reception and diagnostic center", [4] and the Federal Medical Center, Devens operates at all security levels, including maximum.

Incidents

A riot involving 46 inmates on January 9, 2017, was triggered after they were denied showers before returning to their cells from exercise. [5]

On January 10, 2020, an officer was surrounded in the N1 unit (north side) and severely injured. [6] Three other officers were taken to the hospital, six inmates were immediately moved to other facilities, and criminal charges were filed against 16 inmates. [7] In complaints and a lawsuit which triggered an investigation by state legislators, inmates alleged that corrections officers retaliated in the following weeks, including against uninvolved inmates. The complaints included unprovoked beatings and use of stun guns, positional torture, ripping out of hair, underfeeding, confiscation of all clothing, deprivation of personal property, denial of access to lawyers and legal paperwork, failure to follow procedure by videotaping raids and documenting injuries, and use of personnel from other facilities who hid their identities. [8] [9] Abuse allegations continued into October. [10]

On February 11, 2020, an officer was doused with liquid and grabbed through a food slot, and then the attacking inmate set items in his room on fire. [11]

During the COVID-19 pandemic in Massachusetts, inmates were only allowed out of cells in small groups to shower and make phone calls. Under these conditions, two inmates were stabbed in a fight on April 6, 2020. [12]

The facility also contains a minimum-security section which houses less dangerous prisoners. MCI-Shirley maintains 13 inmate housing units, a 28-bed full-service hospital unit, a 59-bed segregation unit, gym, recreation areas, school, industries, laundry, vocational area, and food services/programs. This facility is under the jurisdiction of the Massachusetts Department of Correction. It is located directly to the north of the Souza-Baranowski Correctional Center, a maximum-security facility in the town of Lancaster. On January 6, 2020 there was 992 Medium and 269 minimum inmates in general population beds.

Pontiac Correctional Center, established in June 1871, is an Illinois Department of Corrections maximum security prison for adult males in Pontiac, Illinois. The prison also has a medium security unit that houses medium to minimum security inmates and is classified as Level 3. Until the 2011 abolition of the death penalty in Illinois, the prison housed male death row inmates, but had no execution chamber. Inmates were executed at the Tamms Correctional Center. Although the capacity of the prison is 2172, it has an average daily population of approximately 2000 inmates.

The Massachusetts Correctional Institution at Concord (MCI-Concord) is a medium security prison for men located in Concord, Massachusetts in the United States. Opened in 1878, it is the oldest running state prison for men in Massachusetts. This prison is under the jurisdiction of the Massachusetts Department of Correction. The facility has a total capacity of 614 general population beds, but with a long-term decline in the number of men incarcerated for the entire state, the population as of 2023 had decreased to about 300 and Governor Maura Healey announced a plan to close the prison in the summer of 2024 and transfer the remaining prisoners to other facilities.

The Pendleton Correctional Facility, formerly known as the Indiana Reformatory, is a state prison located in Fall Creek Township, Madison County, near Pendleton and about 25 miles (40 km) northeast of Indianapolis. Established in 1923, it was built to replace the Indiana State Reformatory located in Jeffersonville after a fire severely damaged the original property. The Pendleton facility currently offers maximum and minimum-security housing for adult males over 22 years old. The maximum-security portion is made up of 31 acres (130,000 m2) surrounded by a concrete wall. It has an average daily population of approximately 1,650 inmates. Located on the grounds outside the enclosure, the minimum-security dormitory holds approximately 200 prisoners on a daily basis.

New Castle Correctional Facility is a privately run prison located in New Castle, Indiana, United States. It opened in 2002. In September 2005, the state signed a contract with the for-profit GEO Group, Inc. of Boca Raton, Florida, to run the prison. The facility is rated as minimum- to medium-security, but also has a maximum-security psychiatric unit and annex. It is currently the second-largest prison in Indiana, and can hold approximately 3,270 inmates.

Bridgewater State Hospital, located in southeastern Massachusetts, is a state facility housing the criminally insane and those whose sanity is being evaluated for the criminal justice system. It was established in 1855 as an almshouse. It was then used as a workhouse for inmates with short sentences who worked the surrounding farmland. It was later rebuilt in the 1880s and again in 1974. As of January 6, 2020 there were 217 inmates in general population beds. The facility was the subject of the 1967 documentary Titicut Follies. Bridgewater State Hospital falls under the jurisdiction of the Massachusetts Department of Correction but its day to day operations is managed by Wellpath, a contracted vendor.
