Theodore Duncan Perera, CMG (born 28 May 1895) was a Ceylonese civil servant who served as the Secretary of the Treasury from December 1950 to March 1951 and Deputy High Commissioner for Ceylon in the United Kingdom. [1]

Graduated with an LL.B. from the University of London, Perera joined the Ceylon Civil Service in August 1919. Following his cadetship in Kurunagala and Jaffna, he served the early part of his career as a police magistrate in several locations of the island. [1] Perera served as the Assistant Controller of Stamps and Assistant Colonial Secretary in the 1920's and in 1931 he was appointed as the Secretary to the first Minister of Agriculture and Lands, D. S. Senanayake. [1] He became the first Cabinet Secretary in 1947, while concurrently serving as the Deputy Secretary to the Treasury and was appointed a Companion of the Order of St Michael and St George (CMG) in the 1948 Birthday Honours. [2] He served as the Secretary of the Treasury from December 1950 to March 1951. In May 1953, he was appointed Deputy High Commissioner for Ceylon in the United Kingdom, serving till 1956 and on occasions served as the acting High Commissioner. [3]

The Ceylon Civil Service, popularly known by its acronym CCS, was the premier civil service of the Government of Ceylon under British colonial rule and in the immediate post-independence period. Until it was abolished on 1 May 1963 it functioned as the permanent bureaucracy or secretariat of Crown employees that assisted the Government of Ceylon.

Hamilton Shirley Amerasinghe, CCS was a Sri Lankan diplomat and civil servant. He was High Commissioner to India and concurrently Ambassador to both Nepal and Afghanistan (1963–1967) and Permanent Secretary of the Ministry of Finance and Treasury and the Ministry of Health. Amerasinghe served as Ceylon's Permanent Representative to the United Nations 1967 to 1980 and served as President of the United Nations General Assembly in 1976. He was also one of the leaders of the negotiations to draft the United Nations Convention on the Law of the Sea.

Derek John Claremont Jones was a British and Hong Kong government official and a Senior Fellow of the Trade Policy Research Centre in London. He originally served in the Civil Service and was posted to the Hong Kong Government in 1971.
