ISO 8601 is an international standard covering the worldwide exchange and communication of date and time-related data. It is maintained by the International Organization for Standardization (ISO) and was first published in 1988, with updates in 1991, 2000, 2004, and 2019, and an amendment in 2022. The standard provides a well-defined, unambiguous method of representing calendar dates and times in worldwide communications, especially to avoid misinterpreting numeric dates and times when such data is transferred between countries with different conventions for writing numeric dates and times.
A time zone is an area which observes a uniform standard time for legal, commercial and social purposes. Time zones tend to follow the boundaries between countries and their subdivisions instead of strictly following longitude, because it is convenient for areas in frequent communication to keep the same time.
In communications messages, a date-time group (DTG) is a set of characters, usually in a prescribed format, used to express the year, the month, the day of the month, the hour of the day, the minute of the hour, and the time zone, if different from Coordinated Universal Time (UTC). The order in which these elements are presented may vary. The DTG is usually placed in the header of the message. One example is "22:17 Nov 03, 2023 (UTC)"; while another example is "22:17 03 Nov 2023".
Moscow Time is the time zone for the city of Moscow, Russia, and most of western Russia, including Saint Petersburg. It is the second-westernmost of the eleven time zones of Russia. It has been set to UTC+03:00 without DST since 26 October 2014; before that date it had been set to UTC+04:00 year-round on 27 March 2011.
UTC+08:00 is an identifier for a time offset from UTC of +08:00.
UTC+07:00 is an identifier for a time offset from UTC of +07:00. In ISO 8601 the associated time would be written as 2023-11-04T05:40:12+07:00. It is 7 hours ahead of UTC, meaning that when the time in UTC areas is midnight (00:00), the time in UTC+07:00 areas would be 7:00 in the morning.

Time in Brazil is calculated using standard time, and the country is divided into four standard time zones: UTC−02:00, UTC−03:00, UTC−04:00 and UTC−05:00.
Argentina is located at a longitude that would naturally put it in the UTC−04:00 or UTC−05:00 time zone; however, it actually uses the UTC−03:00 time zone. Argentina determines whether to change clocks in observation of daylight saving time on a year-by-year basis, and individual provinces may opt out of the federal decision. At present, Argentina does not change clocks.
Yekaterinburg Time (YEKT) is the time zone five hours ahead of UTC (UTC+05:00) and 2 hours ahead of Moscow Time (MSK+2).
East Africa Time, or EAT, is a time zone used in eastern Africa. The time zone is three hours ahead of UTC (UTC+03:00), which is the same as Moscow Time, Arabia Standard Time, Further-eastern European Time and Eastern European Summer Time.
Ecuador Time (ECT), as named by the IANA time zone database, is the time observed in mainland Ecuador since 1931. Ecuador Time is at UTC-05:00 and has no daylight saving, except for a brief period in the 1990s during the government of president Sixto Durán Ballén. This means Ecuador without Galápagos Province, which observed Ecuador Time until 1986, when it switched to Galápagos Time (GALT), at UTC-06:00.
Azerbaijan Time, abbreviated as AZT, is the standard time zone in Azerbaijan, four hours ahead of UTC (UTC+04:00). The daylight saving time adjustment, Azerbaijan Summer Time (AZST), was one hour ahead at UTC+05:00 and was introduced in 1997 and discontinued in March 2016.
