Its roots go back to the Committee on Interior and Insulars Affairs. In 1977, it became the Committee on Energy and Natural Resources, and most matters regarding Native Americans, Alaska Natives, and Native Hawaiians were removed from its jurisdiction and transferred to the Committee on Indian Affairs.

The Act consists of twenty-seven titles detailing various measures designed to lessen the nation's dependence on imported energy, provide incentives for clean and renewable energy, and promote energy conservation in buildings.

The Energy Policy Act of 2005 is a federal law signed by President George W. Bush on August 8, 2005, at Sandia National Laboratories in Albuquerque, New Mexico. The act, described by proponents as an attempt to combat growing energy problems, changed US energy policy by providing tax incentives and loan guarantees for energy production of various types. The most consequential aspect of the law was to greatly increase ethanol production to be blended with gasoline. The law also repealed the Public Utility Holding Company Act of 1935, effective February 2006.

New Energy for America was a plan led by Barack Obama and Joe Biden beginning in 2008 to invest in renewable energy sources, reduce reliance on foreign oil, address global warming issues, and create jobs for Americans. The main objective of the New Energy for America plan was to implement clean energy sources in the United States to switch from nonrenewable resources to renewable resources. The plan led by the Obama Administration aimed to implement short-term solutions to provide immediate relief from pain at the pump, and mid- to- long-term solutions to provide a New Energy for America plan. The goals of the clean energy plan hoped to: invest in renewable technologies that will boost domestic manufacturing and increase homegrown energy, invest in training for workers of clean technologies, strengthen the middle class, and help the economy.

The energy sector of Ohio consists of thousands of companies and cities representing the oil, natural gas, coal, solar, wind energy, fuel cell, biofuel, geothermal, hydroelectric, and other related industries. Oil and natural gas accounts for $3.1 billion annually in sales while ethanol generates $750 million. Toledo is a national hub in solar cell manufacturing, and the state has significant production of fuel cells. In 2008, the state led the country in alternative energy manufacturing according to Site Selection Magazine, while the natural gas industry has experienced growth due to the expansion of shale gas.

<span class="mw-page-title-main">United States hydrogen policy</span>

The principle of a fuel cell was discovered by Christian Friedrich Schönbein in 1838, and the first fuel cell was constructed by Sir William Robert Grove in 1839. The fuel cells made at this time were most similar to today's phosphoric acid fuel cells. Most hydrogen fuel cells today are of the proton exchange membrane (PEM) type. A PEM converts the chemical energy released during the electrochemical reaction of hydrogen and oxygen into electrical energy. The Hydrogen Research, Development, and Demonstration Act of 1990 and Energy Policy Act of 1992 were the first national legislative articles that called for large-scale hydrogen demonstration, development, and research programs. A five-year program was conducted that investigated the production of hydrogen from renewable energy sources and the feasibility of existing natural gas pipelines to carry hydrogen. It also called for the research into hydrogen storage systems for electric vehicles and the development of fuel cells suitable to power an electric motor vehicle.

United States energy law is a function of the federal government, states, and local governments. At the federal level, it is regulated extensively through the United States Department of Energy. Every state, the federal government, and the District of Columbia collect some motor vehicle excise taxes. Specifically, these are excise taxes on gasoline, diesel fuel, and gasohol. While many western states rely a great deal on severance taxes on oil, gas, and mineral production for revenue, most states get a relatively small amount of their revenue from such sources.
