The Act declares them as Institutes of National Importance and lays down their powers, duties, and framework for governance as the country's premier institutions in the field of technology. The act currently lists twenty-three IITs. Each IIT has autonomy and is linked to others through a common council called the IIT Council, which oversees their administration. The Minister of Education of India is the ex officio chairperson of the IIT Council.

    Partha Pratim Chakrabarti (Chakraborty) is an Indian computer scientist. He is a distinguished professor and the former director of IIT Kharagpur. Dr. Chakrabarti has made pioneering research contributions and has solved a number of open problems. His work has been incorporated in standard text books as well as industry level tools of major international companies. He has published more than 200 papers in international journals and conferences and supervised two dozen PhD students. He is also an honorary awardee of Shanti Swarup Bhatnagar Prize for Science and Technology, the highest science award in India, for the engineering category in 2000.

    Supratik Chakraborty is an Indian computer scientist. He is currently Bajaj Group Chair Professor in the Department of Computer Science and Engineering at Indian Institute of Technology Bombay.

    Suman Chakraborty is a professor at the Indian Institute of Technology Kharagpur and Sir J. C. Bose National Fellow. He has been the first in the history of IIT Kharagpur to be bestowed by the National Award for Teachers in the Higher Education Category by the honourable President of India. He is also Institute Chair Professor Awardee of 2023. He has served as the Dean, Research and Development, Associate Dean and the Head of the School of Medical Science and Technology of the Institute.     Rajeev Kumar is now at Jawaharlal Nehru University. He is known for his fight with IITs to fix the eligibility criteria of admission through the JEE. A "protracted legal struggle" over years with several tiers of the IIT administration, led to in 2010, the Delhi High Court ordering the IITs to reveal such information. Since 2012, every candidate gets a carbon copy of their paper, and the various cutoffs are announced. Due to this activism he was suspended, then compulsorily retired by IIT Kharagpur in 2014; he was reinstated in 2017 by the President Pranab Mukherjee.

    Surendra Prasad is an Indian communications engineer, a former director and an Usha chair professor of the Indian Institute of Technology, Delhi. He is also an emeritus professor of Bharti School of Telecommunication Technology And Management, a joint venture of IIT Delhi and is known for developing new techniques, algorithms and hardware in signal processing. He is an elected fellow of all the three major Indian science academies viz. Indian Academy of Sciences, Indian National Science Academy and the National Academy of Sciences, India. as well as the Indian National Academy of Engineering. The Council of Scientific and Industrial Research, the apex agency of the Government of India for scientific research, awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology, one of the highest Indian science awards for his contributions to Engineering Sciences in 1988.
