William James Quince [1] (born 27 December 1982) is a British politician and former lawyer who served as Minister of State for Health and Secondary Care from September 2022 to November 2023. [2] [3] [4] A member of the Conservative Party,he was first elected at the 2015 general election as the Member of Parliament (MP) for Colchester,defeating the incumbent Liberal Democrat MP Sir Bob Russell. [5] From 2011 to 2016,Quince was a borough councillor in Colchester. On 9 June 2023,Quince announced he would not run as an MP at the next general election. [6]
Quince was born on 27 December 1982 in Buckinghamshire. He grew up in Berkshire and attended The Windsor Boys' School, [7] a state comprehensive school in Windsor. He studied Law between 2001 and 2005 at Aberystwyth University.
After graduating,Quince worked for Concur Technologies Ltd as a market development executive and Britvic plc as a customer development executive. [8] Based in Ware in Hertfordshire,he was elected as one of two Conservative Party councillors for Ware Christchurch ward on East Hertfordshire District Council in May 2007,but stood down in April 2009 after he had won the nomination as Conservative Party prospective parliamentary candidate for Colchester. [9]
He stood unsuccessfully as the Conservative candidate at the 2010 general election for the Colchester seat,coming second behind the incumbent Liberal Democrat MP Sir Bob Russell. Following the electoral defeat,he had roles as a trainee solicitor with the law firm Asher Prior Bates,and as a solicitor with the law firm Thompson Smith and Puxon. [8] Quince was elected as a Conservative councillor for Prettygate ward on Colchester Borough Council at the 2011 local elections,and served as leader of the Conservative group on the council from 2011 to 2014,when he stepped down to focus on the forthcoming general election. [10]
After his defeat in 2010,Quince was successful at the 2015 general election and was elected as the Member of Parliament (MP) for Colchester,replacing the incumbent Liberal Democrat Sir Bob Russell. [5] In May 2016,it was reported that Quince was one of a number of Conservative MPs being investigated by police in the 2015 party spending investigation,for allegedly spending more than the legal limit on constituency election campaign expenses. [11] In May 2017,the Crown Prosecution Service said that while there was evidence of inaccurate spending returns,it did not "meet the test" for further action. [12] He campaigned for the UK to leave the European Union during the 2016 referendum. [13]
On 6 September 2016,after a bet on Twitter by a local constituent,Quince auditioned for the TV show Britain's Got Talent in order to raise money for charity. £1,000 was raised for local charities. [14]
In March 2017, The Daily Telegraph reported that Quince was one of nine MPs who had claimed Amazon Prime subscriptions on their parliamentary expenses. The Independent Parliamentary Standards Authority,responsible for handling expenses claims,told the paper subscriptions could be claimed but MPs must "justify the subscription is primarily used for parliamentary purposes". He responded that he had claimed the TV package in error and was repaying the cost. [15]
In December 2017,he was one of three MPs warned by the UK's data privacy regulator about sharing work computer passwords. Quince has stated that his computer is routinely left unlocked to enable staff to use it. [16] [17]
In 2018,he was appointed parliamentary private secretary (PPS) to the Secretary of State for Defence Gavin Williamson. [18] Quince has sat on the Commons Reference Group on Representation and Inclusion,on the Home Affairs Committee and on the Transport Committee. [19] On 23 October 2018,he resigned from the Commons Reference Group on Representation and Inclusion citing lack of confidence in Bercow's ability to tackle bullying and sexual harassment problems in Parliament. [20] [21] [22] [23] Quince resigned as PPS on 8 December 2018,in opposition to the Brexit Withdrawal Agreement and Political Declaration. [24]
In April 2019,Quince was appointed Parliamentary Under-Secretary of State for Welfare Delivery during the second May ministry. At the formation of the first Johnson ministry in July 2019,he was retained in post by Prime Minister Boris Johnson.
The Essex County Standard newspaper reported that Quince had accepted donations of two items in 2019 from the Russian-born businessman Alexander Temerko. The items raised £5,750 in an auction to help fund Quince's re-election campaign as an MP. Quince said that Temerko was "a British citizen". The donated items were declared as part of the register of members' financial interests. [25]
On 17 September 2021,Quince was appointed Parliamentary Under-Secretary of State for Children and Families at the Department for Education,during the second cabinet reshuffle of the second Johnson ministry. [26]
On 6 July 2022,in the wake of the resignations of Chancellor Rishi Sunak and Health Secretary Sajid Javid,Quince resigned from government after "accepting and repeating assurances to the media [from No 10] which have now been found to be inaccurate". [27] [28] The following day,after Johnson resigned,he accepted the role of Minister of State in the Department of Education. [29]
On 7 September 2022,Quince was appointed Minister of State in the Department of Health and Social Care as part of Liz Truss’s cabinet. [2] On 26 October 2022,he was reappointed by Prime Minister Rishi Sunak. [30]
On 9 June 2023,Quince announced he would not run as an MP at the next general election. [6]
On 13 November 2023,Quince resigned from his post as part of Sunak's 2023 cabinet reshuffle. [31]
Quince is married and has two daughters. He and his family live in Colchester. [32]
In February 2017,a 40-year-old man from Southwark was arrested and received a police caution for malicious communications after sending a series of abusive Twitter messages to Quince. [33]
In February 2021,Quince said that he had lost six and a half stone (41 kg) in 2020. [34] [35]
John Simon Bercow is a British former politician who was Speaker of the House of Commons from 2009 to 2019, and Member of Parliament (MP) for Buckingham between 1997 and 2019. A member of the Conservative Party prior to becoming Speaker, he was the first MP since Selwyn Lloyd in 1971 to be elected Speaker without having been a Deputy Speaker. After resigning as Speaker in 2019 and opting not to seek re-election as MP for Buckingham in the 2019 general election, Bercow left Parliament. In 2021, he joined the Labour Party but was suspended in 2022.
Sir Bernard Christison Jenkin is a British Conservative Party politician serving as Member of Parliament (MP) for Harwich and North Essex since 2010. He also serves as chair of the Liaison Committee. He was first elected to represent Colchester North in 1992, and went on to represent North Essex before the Harwich and North Essex constituency was created.
Christopher Heaton-Harris is a British politician who has served as Secretary of State for Northern Ireland since 6 September 2022. A member of the Conservative Party, he has served as the Member of Parliament (MP) for Daventry since 2010.
Gregory William Hands is a British politician serving as Minister for London and Minister of State for Trade Policy since November 2023. He has served as the Member of Parliament (MP) for Chelsea and Fulham, previously Hammersmith and Fulham, since 2005. A member of the Conservative Party, he served as its Chairman from February to November 2023. He served as Parliamentary Under-Secretary of State for Exports from 2018 to 2021, and Minister of State for Europe from July to September 2022.
Sir James Philip Duddridge, is a British politician and former banker. A member of the Conservative Party, he has served as the Member of Parliament (MP) for Rochford and Southend East since 2005. Duddridge previously held several ministerial positions under prime ministers David Cameron, Boris Johnson and Liz Truss.

Gareth Alan Johnson is a British politician and former lawyer who served as Parliamentary Under-Secretary of State for Courts from September to October 2022. A member of the Conservative Party, he previously served as a Lord Commissioner of the Treasury from February to September 2022 and Assistant Government Whip from 2018 to 2019 and 2021 to 2022. Johnson was first elected at the 2010 general election as the Member of Parliament (MP) for Dartford, winning the seat from Labour. He has been supportive of Leave Means Leave, a Eurosceptic pressure group.
Sir James Jacob Gilchrist Berry is a British Conservative Party politician and former solicitor who served as Chairman of the Conservative Party and Minister without Portfolio from 6 September to 25 October 2022. He previously served as Minister of State for the Northern Powerhouse and Local Growth from 2017 to 2020 in the governments of Theresa May and Boris Johnson.
Sir Michael Tyrone Ellis is a British politician and barrister who served as Attorney General for England and Wales between September and October 2022, having previously served in the position from March to September 2021 during the maternity leave of Suella Braverman. A member of the Conservative Party, he previously served as Paymaster General from 2021 to 2022 and as Minister for the Cabinet Office from February to September 2022. Ellis has also served as the Member of Parliament (MP) for Northampton North since 2010.
Michelle Emma May Elizabeth Donelan is a British politician serving as Secretary of State for Science, Innovation and Technology since July 2023, having previously served in the position from February to April 2023 before being temporarily replaced during her maternity leave. Thomas Christopher John Pursglove is a British Conservative Party politician who is Minister of State for Legal Migration and Delivery. A member of the Conservative Party, he has been the Member of Parliament (MP) for Corby since May 2015. He has previously served as Minister of State for Disabled People, Health and Work, Minister of State for Immigration, and Minister of State for Crime and Policing. Aged 26 at the time of his election, he was the youngest Conservative MP of the 2015–17 Parliament.
Paul Stuart Scully is a British politician who served as Minister for London from February 2020 and Parliamentary Under-Secretary of State for Tech and the Digital Economy from October 2022. He was sacked from both roles in November 2023. A member of the Conservative Party, he has served as the Member of Parliament (MP) for Sutton and Cheam since 2015.
