Wintringham, based in Victoria, Australia, [1] is a secular, not-for-profit welfare company providing advocacy, support and aged care services to elderly homeless men and women, and to financially disadvantaged elderly people who are at risk of homelessness.

History

Wintringham was established in 1989 by Bryan Lipmann. He had been working as a jackaroo in the bush and, on returning to Melbourne, undertook a Social Work degree. He got a job working at Gordon House, one of Melbourne’s night shelters, where up to 300 homeless men and women lived, some of them for years, under scarifying conditions. [2]

It became Wintringham’s mantra that clients are “aged and homeless” and not “homeless and aged” and therefore should be part of Australia’s mainstream federal aged care funding program and not the homeless services system.

In 2013, Elaine Farrelly, a Melbourne-based freelance writer, published a book about the history of Wintringham called "The Wintringham Story".

In November 2015, the Lord Mayor of Melbourne awarded Bryan Lipmann "Melburnian of the Year' [3] in acknowledgement of his significant contribution to the life of the city.

Why 'Wintringham'?

There is a famous press photograph of Tiny Wintringham, a portly homeless gentleman with his arms outstretched standing in the doorway of the original Gordon House, a night-shelter where he lived during the 1960s.

In 1970, the owners of Gordon House had decided to have the building pulled down. Knowing that he, and other long-term residents, would thereby be made homeless, Tiny approached politicians, the unionist Norm Gallagher (leader of the Builders Labourers Federation) and newspapers. He made sufficient fuss that the State Government decided to build another Gordon House for Tiny and his comrades. Tiny was quoted in The Age newspaper as saying, “Gordon House is a club—it’s essential for many blokes who have otherwise got no hope. But they don’t want assistance from charitable or religious organisations. They want freedom and independence—to be their own men as far as possible.” [4]

Tiny’s success inspired Bryan Lipmann to name the company after him and has led Wintringham to begin a tradition of naming services after homeless people.

Wintringham Services

Wintringham provides support and services to over 2000 elderly men and women each day, the majority of whom are homeless or at risk of becoming homeless. Wintringham has six registered aged care facilities manages over 600 federally funded aged care packages, has an outreach and advocacy team, and through its subsidiary Wintringham Housing Ltd, owns or manages approximately 500 older persons’ independent housing units.

Wintringham has partnered with Allen Kong Architect [5] in constructing McLean Lodge, Port Melbourne Hostel, Atkins Terrace Housing, Ron Conn Nursing Home, the Eunice Seddon Home and in the re-development of the Alexander Miller Trust portfolio of housing in regional Victoria.

International Awards

In 1998, Port Melbourne Hostel was the first Australian building to win the prestigious World Habitat Award. [6]

In 2011, Wintringham was awarded the United Nations Habitat Scroll of Honour. [7] In the citation, UN Habitat stated that “This is the first time UN-HABITAT recognises an initiative devoted to the elderly, and the first time an Australian project has been awarded.”

Saint Francis House is a nonprofit, nonsectarian, daytime shelter, primarily for the homeless, located in downtown Boston, Massachusetts, and founded in the early 1980s. It is the largest daytime shelter in New England and serves as an early model of such a center.

Phillips Brooks House Association (PBHA) is one of the largest student organizations at Harvard College, with more than 70 programs and 1,200 student volunteers. It is an independent student-run, staff-supported public service and social justice organization providing a variety of services to the Greater Boston community.

The World Habitat Awards were established in 1985 by the Building and Social Housing Foundation as part of its contribution to the United Nations' International Year of Shelter for the Homeless in 1987.

Lenox Hill Neighborhood House

Lenox Hill Neighborhood House is a multi-service community-based organization that serves people in need on the East Side of Manhattan and on Roosevelt Island. Founded in 1894 as a free kindergarten for the children of indigent immigrants and as one of the first settlement houses in the nation, Lenox Hill Neighborhood House is the oldest and largest provider of social, legal and educational services on Manhattan's Upper East Side. Each year, they assist thousands of individuals and families who range in age from 3 to 103, represent dozens of races, ethnicities and countries of origin and "live, work, go to school or access services" on the East Side from 14th Street to 143rd Street and on Roosevelt Island. Their clients include indigent families and the working poor who live in the East Side's housing projects and tenements or who travel to the Upper East Side to work in low-wage jobs such as cashiers, housekeepers, nannies and laborers; 10,000 seniors; and hundreds of mentally ill homeless and formerly homeless adults. They have five locations between 54th and 102nd Streets, offer programs at dozens of East Side locations; their headquarters is located on East 70th Street.

The Low Income Housing Institute (LIHI) develops, owns and operates housing for the benefit of low-income, homeless and formerly homeless people in Washington State. It advocates for just housing policies at the local and national levels and administers a range of supportive service programs to assist those it serves in maintaining stable housing and increasing their self-sufficiency.

Homelessness in the United Kingdom

Homelessness in the United Kingdom is measured and responded to in differing ways in England, in Scotland, Wales and Northern Ireland but affects people living in all areas of the countries.

Palisades Emergency Residence Corporation (PERC) founded 1981, is a not-for-profit social service agency located in Union City, New Jersey. The organization provides numerous programs and services with the aim to combat poverty and end the cycle of homelessness and hunger in Hudson County, New Jersey. In April 2012, the agency celebrated serving over one million meals. A survey conducted on one night, January 30, 2013, counted 947 homeless people, 198 of whom were children. Information extrapolated from the indicates about 1950 persons are homeless in the county during the course of the year.

Homelessness Living in housing that is below standard or nonexistent

Homelessness is defined as living in housing that is below the minimum standard or lacks secure tenure. People can be categorized as homeless if they are: living on the streets ; moving between temporary shelters, including houses of friends, family and emergency accommodation ; living in private boarding houses without a private bathroom or security of tenure. Homelessness satisfies the first rung in Maslow's Hierarchy of Needs, primarily due to their lack of adequate fundamental resources, including food, shelter, and water. The legal definition of homeless varies from country to country, or among different jurisdictions in the same country or region. According to the UK homelessness charity Crisis, a home is not just a physical space: it also provides roots, identity, security, a sense of belonging and a place of emotional well being. United States government homeless enumeration studies also include people who sleep in a public or private place not designed for use as a regular sleeping accommodation for human beings.People who are homeless are most often unable to acquire and maintain regular, safe, secure and adequate housing due to an unsteady or lack of income. Homelessness and poverty are interrelated. There is no methodological consent on counting the homeless and identifying their special needs; thus in most cities only estimated homeless populations are known.

The right to housing is the economic, social and cultural right to adequate housing and shelter. It is recognized in some national constitutions and in the Universal Declaration of Human Rights and International Covenant on Economic, Social and Cultural Rights.

Launch Housing is based in Melbourne (Australia) and has been providing various services to people experiencing homelessness. It started operations in 1964 at Hanover Street in Fitzroy, and took on the name Hanover; the same as the street. It has 7 offices in Melbourne providing different services such as housing support, employment services, and various other support services to people experiencing homelessness. It's an independent and non-profit organisation not affiliated with any religious group, institution or government. It is funded by private, corporate and government donors.

International Year of Shelter for the Homeless

The International Year of Shelter for the Homeless (IYSH) was recognized in 1987 by the United Nations. It was first declared, in principle, in UN resolution 36/71 in 1981, and proclaimed officially in 1982 in resolution 37/221. It was mainly aimed at improving shelter / housing for the poor in general, especially in developing countries. It was also a follow-up to the Habitat I conference in 1976.

Homelessness and aging is a largely neglected topic in the literature. There is a widespread assumption that aged homeless people are rare, but this is not true. Japan, Australia and the United Kingdom show increases in their populations of aging homelessness. Increased Elderly adults who straddle the poverty line are at greater risk of falling into pathways of homelessness. When a homeless person enters their later years, or becomes homeless for the first time in older age, health issues can become difficult to address and compound as age progresses.

Family homelessness

Family homelessness refers to a family unit(often blood related) who do not have access to long term accommodation due to various circumstances such as socioeconomic status, access to resources and relationship breakdowns. In some Western countries, such as the United States, family homelessness is a new form of poverty, and a fast growing group of the homelessness population. Some American researchers argue that family homelessness is the inevitable result of imbalanced “low-income housing ratio” where there are more low-income households than there are low-cost housing units. A study in 2018 projected a total of 56,342 family households were recognized as homeless. Roughly 16,390 of these people were living in a place not meant for human habitation. It is believed that homeless families make up about a third of the United States’ population, with generally women being the lead of the household.

Matthew Talbot Hostel is a well-known shelter and support service provider for homeless men, operating since 1938, in central Sydney, Australia. It is located at 22 Talbot Place, Woolloomooloo.
