The Build! Build! Build! Infrastructure Program (BBB) was the infrastructure program of the administration of Rodrigo Duterte, the 16th president of the Philippines. A key component of his socioeconomic policy, the program aimed to reduce poverty, encourage economic growth and reduce congestion in Metro Manila, and address the country's infrastructure gap. [1] [2] Launched on April 18, 2017, [3] the program also included the continuation of 44 infrastructure projects under previous administrations. [4] [5]
The Build! Build! Build! program was superseded by the Build Better More (BBM) infrastructure program of the administration of Duterte's successor, Bongbong Marcos; [6] government officials have described the new program as an expansion of the BBB program.

In November 2019, the government revised its list of flagship infrastructure projects under the program, expanding it to 100. [7] [8] It was revised again in August 2020, bringing the total number of projects to 104, expanding its scope included health, information and communications technology, as well as water infrastructure projects to support the country's economic growth and recovery from the effects of the COVID-19 pandemic. As of September 11, 2020, 24 projects are still in the approval & planning stages, while 80 were under implementation. [9]

As of July 2021, 214 airport projects, 451 commercial social and tourism port projects, 29,264 kilometers (18,184 mi) of roads, 5,950 bridges, 11,340 flood control projects, 11,340 evacuation centers, and 150,149 classrooms had been completed under the infrastructure program. [75] [76] The numbers cited include newly-built infrastructure, and projects involving the repair, rehabilitation, widening, and expansion of existing infrastructure. [77]
However despite the massive expenditure program and with only two months left before Duterte leaves office, as of April 28, 2022, only 12 out of 119 Flagship Build Build Build projects have been completed so far. [78] Officials were quick to point out that despite the low completion rate of projects, the current administration has consistently spent more on infrastructure than past administrations. [78] The remaining projects will be passed on to future administrations for completion and consideration. [78]
The Philippine Daily Inquirer , citing a study from Pantheon Macroeconomics, wrote that "the Duterte administration has failed to achieve its ambitious spending targets despite having rolled out more infrastructure projects under the BBB program", citing the effect of the COVID-19 pandemic which affected infrastructure spending in 2020 as large portions of the budget had been reallocated to COVID-19 response efforts. [79]
Epifanio de los Santos Avenue, commonly referred to by its acronym EDSA, is a limited-access circumferential highway around Manila, the capital city of the Philippines. It passes through 6 of Metro Manila's 17 local government units or cities, namely, from north to south, Caloocan, Quezon City, San Juan, Mandaluyong, Makati, and Pasay.

The Estrella–Pantaleon Bridge, also known as the Rockwell Bridge, is a four-lane box girder bridge crossing the Pasig River in Metro Manila, Philippines. It connects Estrella Street in Makati on the south bank of the Pasig River, to Pantaleon Street via Barangka Drive in Mandaluyong on the north bank, near the site of the Acqua Private Residences.
Rodrigo Duterte's six-year tenure as the 16th President of the Philippines began on June 30, 2016, succeeding Benigno Aquino III. The Metro Manila Subway, formerly known as the Mega Manila Subway (MMS), is an under-construction underground rapid transit line in Metro Manila, Philippines. The 33-kilometer (21 mi) line, which will run north–south between Valenzuela, Quezon City, Pasig, Taguig, Parañaque and Pasay, consists of 17 stations between the East Valenzuela and Bicutan stations. It will become the country's second direct airport rail link after the North–South Commuter Railway, with a branch line to Ninoy Aquino International Airport.

The Santa Monica–Lawton Bridge, also known as the Kalayaan Bridge and Bonifacio Global City–Ortigas Link Bridge, is a four-lane, two-way bridge across the Pasig River that connects Lawton Avenue in the Embo barangays of Cembo and West Rembo in Taguig to Fairlane Street in barangays Kapitolyo and Pineda in Pasig. The bridge spans 613.77 meters (2,013.7 ft) and the construction cost of the bridge is ₱1.857 billion as of 2017. The bridge also includes a 565-meter (1,854 ft) viaduct that connects it to 8th Avenue in Bonifacio Global City, Taguig.
The North–South Commuter Railway (NSCR) also known as the Clark–Calamba Railway, is a 147-kilometer (91-mile) urban rail transit system under construction in the island of Luzon in the Philippines. Running from New Clark City in Capas to Calamba, Laguna with 36 stations and four services, the railway is designed to improve connectivity within the Greater Manila Area, and it will be integrated with the railway network in the region.
The EDSA Carousel, also known as Route 1 and formerly and still referred to as Route E, is a bus rapid transit (BRT) system, part of several bus routes in Metro Manila. It is situated along EDSA and other roads, running on a dedicated right-of-way called the EDSA Busway, separated from normal road traffic in most of its stretch by concrete barriers and steel bollards on the innermost lane.
