The District Court for the Northern Mariana Islands [2] (in case citations, D. N. Mar. I.) is a federal territorial court whose jurisdiction comprises the United States-affiliated Commonwealth of the Northern Mariana Islands (CNMI). It was established by Act of Congress in 1977, pursuant to an international agreement between the United States and the CNMI that brought the CNMI under United States sovereignty. The court began hearing cases in January 1978. The court regularly sits in Saipan but may sit elsewhere in the CNMI. The court has the same jurisdiction as United States district courts, including diversity jurisdiction and bankruptcy jurisdiction. However, the District Court is not an Article III U.S. District Court, and because of that its judge is appointed for a 10-year term [1] instead of for life. Appeals are taken to the Ninth Circuit.
Like most federal judges, judges in this court are appointed by the president, subject to Senate confirmation. Judges may serve more than one term, subject to the standard nominating process.
The United States is represented in civil and criminal litigation in the court by the United States Attorney's Office for the District of the Northern Mariana Islands.
The first District Judge appointed was Alfred Laureta, who served from 1978 until 1988. His successor, Alex R. Munson, was nominated by President Ronald Reagan, and confirmed by the Senate in 1988. Munson was nominated for a second ten-year term by President Bill Clinton and was confirmed by the Senate in 1998. He took senior status effective February 28, 2010. [3] On January 26, 2011, President Obama nominated Ramona Villagomez Manglona to be Judge for the District Court for the Northern Mariana Islands for a term of ten years. The U.S. Senate confirmed her nomination by voice vote on July 26, 2011 and she received her commission on July 29, 2011. [4] Her initial ten-year term ended on July 28, 2021, although she was allowed to continue serving until the confirmation of a successor. She was later nominated by President Joe Biden for a second ten-year term and confirmed by the U.S. Senate on April 16, 2024. [5]
The District Court for the Northern Mariana Islands was established by Pub. L. 95-157, 91 Stat. 1265 (Nov. 8, 1977), and is codified at 48 U.S.C. § 1821, a nonpositive law title.

The Northern Mariana Islands, officially the Commonwealth of the Northern Mariana Islands, is an unincorporated territory and commonwealth of the United States consisting of 14 islands in the northwestern Pacific Ocean. The CNMI includes the 14 northernmost islands in the Mariana Archipelago; the southernmost island, Guam, is a separate U.S. territory. The Northern Mariana Islands were listed by the United Nations as a non-self governing territory until 1990.
Saipan is the largest island and capital of the Northern Mariana Islands, a commonwealth of the United States in the western Pacific Ocean. According to 2020 estimates by the United States Census Bureau, the population of Saipan was 43,385, a decline of 10% from its 2010 count of 48,220.
The Democratic Party of the Northern Mariana Islands is a political party in the Northern Mariana Islands. It began as a purely local territorial party and is now officially affiliated with the United States' national Democratic Party.

Benigno Repeki Fitial is a Northern Marianan politician who served was the sixth governor of the Northern Mariana Islands. The second longest-serving governor in CNMI history, Fitial was elected on November 6, 2005, assumed office on January 9, 2006, and was re-elected to a (five-year) second term in 2009. He was impeached by the CNMI House of Representatives on February 11, 2013, and was scheduled to face trial before the CNMI Senate to determine if he should be removed from office. He resigned on February 20, 2013, after 7 years, 1 month, and 11 days in office.
The Supreme Court of the Commonwealth of the Northern Mariana Islands, 1 CMC § 3101, is the highest court of the United States Commonwealth of the Northern Mariana Islands (CNMI), exercising civil and criminal appellate jurisdiction over commonwealth law matters. It should not be confused with the District Court for the Northern Mariana Islands, which exercises jurisdiction over federal law. The Supreme Court sits in the capital, Saipan, and consists of a Chief Justice and two Associate Justices. The CNMI has no intermediate appellate commonwealth law court, which means that the CNMI Supreme Court hears appeals directly from the trial-level Superior Court.

The Northern Mariana Islands' first election of a delegate to the United States House of Representatives took place on November 4, 2008. Since the CNMI traditionally had general elections in odd-numbered years, the November 2008 ballot contained only this office.
Gregorio Kilili Camacho Sablan is a Northern Mariana Islander politician and former election commissioner. Elected in 2008, Sablan became the first delegate to the United States House of Representatives from the Commonwealth of the Northern Mariana Islands. Sablan is the only Chamorro member of Congress.
Eulogio "Eloy" Songao Inos was a Northern Marianan politician who served as the seventh governor of the Northern Mariana Islands from 2013 to 2015. Inos, a member of the Republican Party, also served as the eighth lieutenant governor from 2009 to 2013.
Juan "Pan" Tenorio Guerrero is a Northern Mariana Islands politician and businessman. He has been a member of the Democratic Party of the Northern Mariana Islands in the past, and ran for Governor of the Northern Mariana Islands in 2009 as an independent, with Representative Joe Camacho as his running mate.
Ramona Villagomez Manglona is the United States chief judge of the District Court for the Northern Mariana Islands.
Same-sex marriage was legalized in the Northern Mariana Islands by the U.S. Supreme Court's landmark ruling in Obergefell v. Hodges on June 26, 2015, which struck down same-sex marriage bans nationwide. On June 29, Governor Eloy Inos issued a statement hailing the decision as "historic", and said he would work with the Attorney General and local officials to bring the U.S. territory into compliance. Attorney General Edward Manibusan issued a memorandum on June 30 confirming that the territory was bound by the court decision and said that marriage license forms would be changed to include same-sex couples.
Ralph Deleon Guerrero Torres is a Northern Marianan politician, who served as the eighth governor of the Northern Mariana Islands, from December 29, 2015, to January 9, 2023. He is a Republican from Saipan, Commonwealth of the Northern Mariana Islands (CNMI). The third longest-serving governor in CNMI history, Torres took office upon the death of Governor Eloy Inos on December 29, 2015, before being reelected as governor in his own right in 2018. He previously served as the tenth lieutenant governor, having been elected to that post in 2014.

The 2022 Northern Mariana gubernatorial election took place on November 8, 2022 to elect the governor of the Northern Mariana Islands and the lieutenant governor of the Northern Mariana Islands to a four-year term in office. Because no candidate received 50% of the vote in the general election, the two highest-placing candidates advanced to a runoff election on November 25, 2022.

The 2022 Northern Mariana Islands general election was held on Tuesday, 8 November 2022, corresponding with the elections of other federal and state offices, including the nationwide 2022 United States House of Representatives elections and the 2022 United States general elections. A runoff for the gubernatorial race were held on Friday, 25 November 2022. This election saw the election of the CNMI's first independent governor and lieutenant governor. Both the CNMI Democratic Party and the CNMI Republican Party displayed lackluster results when compared to the independents in the Northern Mariana Islands House of Representatives. This election also saw the first time the Democratic Party contested the governorship since the 2014 Northern Mariana Islands general election and the first time said party received more than 10% of the popular vote since the 2005 Northern Mariana Islands general election.
