Hilda Cathy Heine (born 6 April 1951) is a Marshallese educator and politician who has served as the president of the Marshall Islands since 2024,having previously served from 2016 to 2020. Prior to assuming office,she served as the Minister of Education. She was the first individual from the Marshall Islands to earn a doctorate degree, [1] and the founder of the women's rights group Women United Together Marshall Islands (WUTMI). [2] [3]
Heine is the first woman to hold the presidency of the Marshall Islands. [4] In 2016 she was also the first female president of any Micronesian country,and only the fourth woman to serve as head of government for any independent nation in Oceania (following Jenny Shipley and Helen Clark of New Zealand and Julia Gillard of Australia). Heine was born on 6 April 1951 in Majuro Atoll,Marshall Islands. [8] She attended college in the United States where she earned her undergraduate degree at the University of Oregon in 1970. She earned a master's degree at the University of Hawaiʻi at Mānoa in 1975 and an educational doctorate at the University of Southern California in 2004. [9]
She received an honorary doctorate in philosophy from Fu Jen Catholic University in 2019. [10]
Heine worked at Marshall Islands High School in Majuro from 1975 through 1982,serving both as a classroom teacher and as a counselor. [9] In 2000,Heine founded Women United Together Marshall Islands (WUTMI),a women's rights group. [11] [12] Since 2005,she had been Pacific Resources for Education and Learning's (PREL) Director at the Pacific Comprehensive Assistance Center. [9] Heine participated in the 2009 with the Pacific Islands Climate Change Education Partnership. She has also been associated with the Leadership Pacific Advisory Board,the Commission on Education in Micronesia,and the Human Resources in Health Task Force. [9]
Representing Aur Atoll in the Nitijeļā (Legislature),she became Minister of Education. [13]
In January 2016 Aelon Kein Ad member Casten Nemra was elected as President of the Marshall Islands. Shortly afterwards Heine along with former Minister Thomas Heine and Wilbur Heine withdrew their support of Nemra and defected to the opposition. The decision was made after Thomas was not offered a positioned in the cabinet of Nemra. [4] Nemra was shortly afterwards removed from office in a vote of no confidence,having been in office for only two weeks. Heine was chosen as the replacement candidate by the opposition. On 27 January 2016,as sole candidate,she received 24 votes with six abstaining and three absent from the 33 members of the Nitijeļā. [14] [15] Heine was sworn into office as President of the Marshall Islands on 28 January 2016. [4] She became the first woman to hold the position. [16]
On 12 November 2018,Heine survived a vote of no confidence with the outcome in votes being 16-16,falling short of the 17 votes needed. [17] Heine and Kitlang Kabua,were the only two women elected in the 2019 Marshallese general election. [18] On 6 January 2020,she lost her bid for re-election in a 12-20 vote against David Kabua. Heine was Chancellor of the University of the South Pacific (USP) from 1 July 2019 to 12 January 2020. On 12 November 2021,the USP Council elected her as Pro-Chancellor and Chair of Council for a three-year term beginning 1 January 2022. [20]
She served as an advisor for the 2023 United Nations Climate Change Conference but resigned after the first day after reports surfaced that conference president Sultan Al Jaber would use the conference to make oil and gas deals. [21] [22]
After the 2023 Marshallese general election,Heine was re-elected as President of the Republic of the Marshall Islands on 2 January 2024. [23] [24] She was sworn in the next day. [25]
She is a mother of four. In February 2016,she appointed two of her sons,Wilbur Heine and Thomas Heine as cabinet ministers. [26] Her daughter is the poet and activist Kathy Jetn̄il-Kijiner. [27]
The Marshall Islands,officially the Republic of the Marshall Islands,is an island country west of the International Date Line and north of the equator in the Micronesia region in the Northwestern Pacific Ocean. The territory consists of 29 coral atolls and five islands,divided across two island chains:Ratak in the east and Ralik in the west. 97.87% of its territory is water,the largest proportion of water to land of any sovereign state. The country shares maritime boundaries with Wake Island to the north,Kiribati to the southeast,Nauru to the south,and the Federated States of Micronesia to the west. The government of the Marshall Islands operates under a mixed parliamentary-presidential system as set forth in its Constitution. Elections are held every four years in universal suffrage,with each of the 24 constituencies electing one or more representatives (senators) to the lower house of RMI's unicameral legislature,the Nitijela. The President,who is head of state as well as head of government,is elected by the 33 senators of the Nitijela. Four of the five Marshallese presidents who have been elected since the Constitution was adopted in 1979 have been traditional paramount chiefs.
Iroij Litokwa Tomeing was the President of the Marshall Islands from January 2008 until October 2009.
Ruben R. Zackhras was a Marshallese politician. He was acting President of the Marshall Islands from 21 October 2009 to 26 October 2009. He previously served as Minister of Finance from 1992 to 1998.
Iroijlaplap Jurelang Zedkaia was a Marshallese politician and Iroijlaplap. He served as the President of the Marshall Islands from 2009 to 2012. He was elected as the country's 5th head of state on October 26,2009,following the ouster of his predecessor,Litokwa Tomeing,in the country's first successful vote of no confidence.
Leroij Atama Zedkaia was the Marshallese paramount chief,or Leroijlaplap,of Majuro. Leroij Zedkaia spearheaded the movement to break the Marshall Islands away from the rest of the Trust Territory of the Pacific Islands and form the independent Republic of the Marshall Islands. She was also the mother of Jurelang Zedkaia,who has served as the President of the Marshall Islands from 2009 to 2012. Leroij is a title by a female paramount chief,or Leroijlaplap,in the Marshall Islands.
Christopher Jorebon Loeak is a Marshallese politician who was the President of the Marshall Islands from 2012 to 2016. He was elected by parliament as President in January 2012,following the 2011 general election.
Alvin Jacklick is a Marshallese politician and government minister. In the late 1980s he was elected mayor of Ebeye,at a time when he was described as a "young radical". He was involved in the projects of the Kwajalein Atoll Development Corporation. Jacklick was the Speaker of Nitijela,the Marshallese Parliament,from 2010 to 2011.
David Kabua is a Marshallese politician who served as President of the Marshall Islands from 2020 to 2024. He has represented Wotho Atoll in the Legislature of the Marshall Islands since 2008 and served terms as Minister of Health and Internal Affairs.
Casten Ned Nemra is a Marshallese politician who was President of the Marshall Islands for 17 days in January 2016. He was elected by the Nitijeļā(Parliament) as President in January 2016,following the 2015 general election,narrowly defeating Senator Alvin Jacklick,a seven-term member of Parliament,by a 17–16 vote. He was the youngest person to hold the job and the second commoner. He was ousted by a vote of no confidence after just two weeks in office by the opposition for jumping ship and joining Iroij Mike Kabua's Aelon Kein Ad party along with Senators Dennis Momotaro and Daisy-Alik Momotaro.
Kenneth Kedi is a Marshallese politician. He was Speaker of the Legislature of the Marshall Islands between 2016 and 2024,having been re-elected in 2020. Kedi is a member of the Kien Eo Ad (KEA) party.
Mattlan Zackhras was a Marshallese politician and government minister. He was a member of the Nitijeļāfor Namdrik Atoll since 2004 and was serving as Minister in Assistance to the President of Marshall Islands under President Hilda Heine from January 2016 until his death.
Amenta Matthew is a Marshallese politician. She was a member of the Legislature of the Marshall Islands from 2007 to 2011 and from 2015 to 2019,representing the electorate of Utrik. She was Minister of Health under Presidents Litokwa Tomeing and Jurelang Zedkaia from 2008 to 2011 and Minister of Internal Affairs under Hilda Heine from 2016 to 2019. She was the second woman in the Marshall Islands to serve as a government minister.

General elections were held in the Marshall Islands on 18 November 2019. Opponents of President Hilda Heine won a majority of seats.
Kitlang Kabua is a Marshallese politician. She was elected to the Legislature of the Marshall Islands (Nitijeļā) for Kwajalein in the 2019 Marshallese general election,receiving 931 votes. She was 28 at the time of her election,making her the youngest person ever elected to the Nitijeļā. Kabua and former President Hilda Heine were the only two women who obtained a seat. She subsequently was appointed Minister of Education,Sports and Training in the cabinet of her uncle President David Kabua. Kabua took her oath of office on 13 January 2020. The formal inauguration of the cabinet took place on 20 January.
Brenson S. Wase is a Marshallese politician and a long-time member of the cabinet and senator in Nitijela.
