Phillips Community College of the University of Arkansas (PCC) is a public community college in Helena-West Helena, Arkansas. [2] The college enrolls 2,350 students (64% female, 36% male) and has been accredited by The Higher Learning Commission of the North Central Association of Colleges and Schools the since 1970. [2] [3] As of 2009 [update] , the college has three campuses: the Helena-West Helena Campus, the DeWitt Campus, and the Stuttgart Campus.
The college was founded in 1965 with initial classes held in the Naval Reserve Building in Helena, moving in 1968 to the current campus. Its initial name of Phillips County Community College reflected the college's initial funding from the people of Phillips County. In 1996, Arkansas County joined the PCCC taxation district and the college name was changed to Phillips Community College. [4] In 1996 the college acquired the Rice Belt Technical Institute in DeWitt from the state. Further, the college became part of the University of Arkansas System. The college is affiliated with the PCCUA Foundation, founded in 1975, to provide private support to the college. [5]
In 1993 the college received the Pillow-Thompson House in downtown Helena as a historic donation. The house was built in 1896 by Jerome B. Pillow by descendants of the Pillow family. The house was designed by George Barber and is noted for its Queen Anne architecture. [7] Following the donation, the home was renovated to its original style and opened to the public in 1997. [8]
Stuttgart is a city in and the county seat of the northern district of Arkansas County, Arkansas, United States. Established by German settlers, it was named for its larger German counterpart. Known as the "Rice and Duck Capital of the World", the city is an international destination for waterfowl hunting along the Mississippi Flyway. Stuttgart is the most important city on the Arkansas Grand Prairie, a region known for rice cultivation. The economy is largely based on agricultural production, waterfowl tourism, and supporting industries. As of the 2010 census it had a population of 9,326.
Helena is the eastern portion of Helena–West Helena, Arkansas, a city in Phillips County, Arkansas, located on the west bank of the Mississippi River. It was founded in 1833 by Nicholas Rightor and is named after the daughter of Sylvanus Phillips, an early settler of Phillips County and the namesake of Phillips County. As of the 2000 census, this portion of the city population was 6,323. Helena was the county seat of Phillips County until January 1, 2006, when it merged its government and city limits with neighboring West Helena.

Helena–West Helena is the county seat of and the largest city within Phillips County, Arkansas, United States. The current city was consolidated, effective January 1, 2006, from the two Arkansas cities of Helena and West Helena. Helena is sited on lowlands between the Mississippi River and the eastern side of Crowley's Ridge. West Helena is located on the western side of Crowley's Ridge, a geographic anomaly in the typically flat Arkansas Delta. The Helena Bridge, one of Arkansas' four Mississippi River bridges, carries U.S. Route 49 across to Mississippi. The combined population of the two cities was 15,012 at the 2000 census and at the 2010 census, the official population was 12,282.
Crowley's Ridge Parkway is a 212.0-mile-long (341.2 km) National Scenic Byway in northeast Arkansas and the Missouri Bootheel along Crowley's Ridge in the United States. Motorists can access the parkway from US Route 49 (US 49) at its southern terminus near the Helena Bridge over the Mississippi River outside Helena-West Helena, Arkansas, or from Missouri Route 25 (Route 25) near Kennett, Missouri. The parkway runs along Crowley's Ridge, a unique geological formation, and also parts of the St. Francis National Forest, the Mississippi River and the Mississippi Alluvial Plain. Along the route are many National Register of Historic Places properties, Civil War battlefields, parks, and other archeological and culturally significant points.
Northern Oklahoma College (NOC) is a public community college in Tonkawa, Oklahoma, with additional campuses located in Enid, Oklahoma and Stillwater, Oklahoma. Student enrollment is approximately 2,700. NOC bought the former Phillips University in Enid, Oklahoma, in 1999 and it became the NOC Enid campus.

The Jerome Bonaparte Pillow House is a historic house at 718 Perry Street in Helena, Arkansas. Architect George Barber designed the house, and it was built by Jerome B. Pillow in 1896. The building was donated to the Phillips Community College of the University of Arkansas Foundation and was restored by that body as well as several members of the community who were successful in restoring the property to its original Queen Anne beauty. The Thompson-Pillow House was placed on the National Register of Historic Places in 1973 and was opened after restoration in 1997.
