1991 Soviet Lower Second League was the second and the last season of the Soviet Second League B since its reestablishing in 1990. The league was divided into 10 zones (groups) with 217 participants.
At least four out those 10 zones were part of republican championships. Among those republics were Ukrainian SSR, Armenian SSR, Azerbaijani SSR, and Kazakh SSR. Five more zones were dominated majorly by clubs of the Russian SFSR and one more zone was a collective competition among clubs of the Central Asia less the Kazakh SSR.
Four former Soviet republics that technically were still part of the Soviet Union conducted separate competitions. Among those republics were Baltic republics Estonian SSR, Latvian SSR, and Lithuanian SSR as well as Georgian SSR. An attempt to conduct separate Soviet Baltic League that conducted in 1990 fell through and separate Baltic clubs (predominantly from the Latvian SSR) were allowed to compete in regular league competitions of the Soviet Union.
The Soviet football competitions were conducted with the ongoing Nagorno-Karabakh conflict between the Soviet Armenia and the Soviet Azerbaijan. Because of that some clubs that territorially were located in the Azerbaijani SSR (i.e. Artsakh Stepanakert from Stepanakert) were nonetheless allowed to compete in republican championship of the Armenian SSR.
Following the end of the football season, in the Moldavian SSR started a hot phase of the Transnistria conflict that was initiated by Soviet authorities led by Igor Smirnov and supported by the Odessa Military District authorities. At the same time political situations in Tajikistan and Georgia following their first presidential elections were deteriorating and escalated into so called Georgian Civil War and Tajikistani Civil War with a direct intervention of the Russian Armed Forces.
In December 1991 there was signed Belavezha Accords between representatives of Russia, Belarus, and Ukraine.

Nagorno-Karabakh, also referred to as Artsakh by Armenians, is a landlocked region in the South Caucasus, within the mountainous range of Karabakh, lying between Lower Karabakh and Syunik, and covering the southeastern range of the Lesser Caucasus mountains. The region is mostly mountainous and forested.
Stepanakert, or Khankendi, is the de facto capital and the largest city of the breakaway Republic of Artsakh, de jure part of Azerbaijan, located within the disputed region of Nagorno-Karabakh. The city is located in a valley on the eastern slopes of the Karabakh mountain range, on the left bank of the Karkar river.
Artsakh, officially the Republic of Artsakh or the Nagorno-Karabakh Republic, is a breakaway state in the South Caucasus whose territory is internationally recognised as part of Azerbaijan. Artsakh controls a part of the former Nagorno-Karabakh Autonomous Oblast, including the capital of Stepanakert. It is an enclave within Azerbaijan. Its only overland access route to Armenia is via the 5 km (3.1 mi) wide Lachin corridor which is under the control of Russian peacekeepers.
The Nagorno-Karabakh Autonomous Oblast (NKAO) was an autonomous oblast within the Azerbaijan Soviet Socialist Republic that was created on July 7, 1923. Its capital was the city of Stepanakert. The leader of the oblast was the First Secretary of the Nagorno-Karabakh Autonomous Oblast Committee of the Communist Party of Azerbaijan. The majority of the population were ethnic Armenians.
The Battle of Shusha was the first significant military victory by Armenian forces during the First Nagorno-Karabakh War. The battle took place in the strategically important mountain town of Shusha on the evening of May 8, 1992, and fighting swiftly concluded the next day after Armenian forces captured it and drove out the defending Azerbaijanis. Armenian military commanders based in Nagorno-Karabakh's capital of Stepanakert had been contemplating capturing the town after Azerbaijani shelling of Stepanakert from Shusha for half a year had led to hundreds of Armenian civilian casualties and mass destruction in Stepanakert.
Lernayin Artsakh FC is an association football club based in unrecognized Stepanakert, Artsakh Republic but is registered in the town of Sisian, Syunik Province, Armenia. The club was founded in 1927 in Soviet Azerbaijan and its current name translates from Armenian as "Mountainous Artsakh".
1995–96 in Armenian football was the fourth season of independent football after the split-up from the Soviet Union. It was the first of two seasons in Armenia that were different from the others. Including the 1996–97 season these were the only winter competitions, while all other Armenian seasons were summer competitions. The Armenian Premier League for 1995–96 consisted of 12 teams of which the lowest ranked team would relegate to the Armenian First League. The eleventh ranked team would face the second ranked team from the First League in a promotion/relegation play-off.
Askeran is a town de facto in the Republic of Artsakh as the administrative centre of its Askeran Province, de jure in the Khojaly District of Azerbaijan, in the disputed region of Nagorno-Karabakh. It is located on the left bank of the Karkar River (Qarqarçay), approximately 7 miles northeast of the regional capital, Stepanakert. The town has an ethnic Armenian-majority population, and also had an Armenian majority in 1989.
1991 Soviet Second League was the last edition of the Soviet Second League competition. There were three groups with 66 teams in total. Competitions in the last year "Baltic League" were not held as the Soviet Union was crumbling down.
The Zheleznovodsk Communiqué, also known as the Zheleznovodsk Declaration or Zheleznovodsk Accords, is the joint peace communiqué mediated by Russian President, Boris Yeltsin and Kazakh President, Nursultan Nazarbayev in Zheleznovodsk, Russia on September 23, 1991 with an intention to end the three-year-long hostilities between Armenia and Azerbaijan over the Nagorno-Karabakh region, still an autonomous oblast of the Azerbaijan SSR. Although consensus was reached, the treaty was never ratified.
The Law on Abolishment of Nagorno-Karabakh Autonomous Oblast was a motion passed by the Supreme Soviet of the Republic of Azerbaijan and signed into law by the President of Azerbaijan Ayaz Mutalibov on November 26, 1991. The law had been prompted by a vote in the National Assembly of the Nagorno-Karabakh Autonomous Oblast in favor of uniting itself with the Armenian SSR on 20 February 1988. The vote was followed by an independence referendum in 1991 which was boycotted by the Azerbaijani population of the Oblast; most voted in favor of independence. While these votes and elections had mainly been conducted in a relatively peaceful manner, in the following months, as the Soviet Union disintegrated, it gradually grew into an increasingly violent conflict between ethnic Armenians and ethnic Azerbaijanis. Both sides claimed that ethnic cleansing was being carried out. The declaration of secession from Azerbaijan was the final result of a territorial conflict regarding the land.
The siege of Stepanakert started in late 1991, during the First Nagorno-Karabakh War, in Stepanakert, the largest city in Nagorno-Karabakh, when the Azerbaijani forces circled the city. Until May 1992, the city and its Armenian population were the target of a months-long campaign of bombardment by Azerbaijan. The bombardment of Stepanakert and adjacent Armenian towns and villages, which took place under the conditions of total blockade by Azerbaijan, caused widespread destruction and many civilian deaths.
1991 Soviet Second League, Zone West was the last season of association football competition of the Soviet Second League in the Zone West. The competition was won by FC Karpaty Lviv.

The 1939 Soviet football championship was the 9th seasons of competitive football in the Soviet Union and the 5th among teams of sports societies and factories. FC Spartak Moscow won the championship becoming the winner of Group A for the third time.
The 1945 Soviet football championship was the 13th season of competitive football in the Soviet Union and the 7th featuring teams hailing from sports societies and factories. It also was the first full season with league competitions after World War II. The tiers were renamed after World War II, with Group A being renamed to First Group and Group B renamed to Second Group. FC Dynamo Moscow won the championship, becoming the Soviet domestic champions for the fourth time.
The 1946 Soviet football championship was the 14th seasons of competitive football in the Soviet Union and the 8th among teams of sports societies and factories. Among the worst teams of the top tier before the World War II, CDKA Moscow won the championship becoming the Soviet domestic champions for the first time.
The 1991 Soviet football championship was the 60th seasons of competitive football in the Soviet Union. With the ongoing armed conflicts throughout the former Soviet Union, the Army main football team, CSKA Moscow, won the Top League championship becoming the Soviet domestic champions for the seventh time. It became de facto the last full-scale season of the falling apart Soviet Union.
