The incumbent Mayor, John Burke, stood for a fourth term and was successful. He was opposed by former member of the Wellington Harbour Board and Wellington Hospital Board Reverend Don Borrie. Labour maintaned a majority on the council, while Borrie was elected to the council as well as five other independents. [1]

Sir Francis Joseph Kitts was a New Zealand politician. Originally from the South Island, he served in the military and later was a civil servant before entering politics with the Labour Party.
