The Parliament of Wallonia is the legislative body of Wallonia, one of the three self-governing regions of Belgium. The parliament building, the former Hospice Saint-Gilles, is situated in Namur, the capital of Wallonia, at the symbolic confluence of the Meuse and the Sambre, the two main rivers of the most inhabited parts of Wallonia, the Sillon industriel. Regional elections in were held in France on 21 and 28 March 2004. At stake were the presidencies of each of France's 26 regions which, although they do not have legislative powers, manage sizeable budgets. The results were a triumph for the parties of the left, led by the French Socialist Party (PS) in alliance with minor parties including the French Communist Party (PCF), the Left Radical Party (PRG) and The Greens. The left has usually fared moderately well in regional elections, but this was their best result since the regional system was introduced.
Marion Anne Perrine "Marine" Le Pen is a French lawyer and politician who ran for the French presidency in 2012, 2017, and 2022. A member of the National Rally, she served as its president from 2011 to 2021. She has been the member of the National Assembly for the 11th constituency of Pas-de-Calais since 2017. Le Pen has been placed as far-right on the political spectrum.
Renaud Donnedieu de Vabres, often known as RDDV, is a French politician, France's Minister of Culture from 2004 to 2007. He is a member of the UMP center-right party, and the grandson of Henri Donnedieu de Vabres.
The Independent Ecological Movement is a political party in France founded by Antoine Waechter, former presidential candidate of The Greens in 1994. The MEI hoped to replace the Greens as the major green party, but due to the Green's electoral deals with larger parties, it failed to do so. They claim to be purely ecologist, and neither on the left or right. Waechter failed to win enough endorsements to be a candidate in the 1995 French presidential election. The party ran candidates in the 2004 regional elections and in the 2004 European Parliament election in France and were able to prevent the Greens from gaining more seats, such as in the Eastern EU parliamentary region where the MEI's 3% were enough to prevent the Greens from taking 2 seats there instead of one.
The Corsican Assembly is the unicameral legislative body of the territorial collectivity of Corsica. It has its seat at the Grand Hôtel d'Ajaccio et Continental, in the Corsican capital of Ajaccio. After the 2017 territorial elections, the assembly was expanded from 51 to 63 seats, with the executive council expanding from 9 to 11 members.

A member of The Republicans, he has been a Senator for the Yvelines department since 1986, with an interruption between 2004 and 2007, when he was Minister for Employment, Labour and Professional Integration of Young People under President Jacques Chirac. Larcher also served as Mayor of Rambouillet from 1983 to 2004 and again from 2007 until 2014.
François Patriat is a French politician of La République En Marche! (LREM) who has been serving as president of the party's group in the Senate since 2017. He has represented the Côte-d'Or department in the Senate since 2008. Patriat also served as Minister of Agriculture and Fisheries in 2002 and President of the Regional Council of Burgundy from 2004 until 2015. He was a member of the Socialist Party before joining La République En Marche! in 2017.
Louis Aliot is a French politician, a lawyer by profession, and the vice president of the National Rally since 16 January 2011. A member of the FN Executive Office, Executive Committee and Central Committee, Aliot has been a regional councillor since 1998 and a municipal councillor of Perpignan (2008–2009). Louis Aliot has been the mayor of Perpignan since 3 July 2020.

At stake were the regional councils in metropolitan and overseas France including the Corsican Assembly, Assembly of French Guiana and Assembly of Martinique, all for a six-year term. The Departmental Council of Mayotte, which also exercises the powers of a region, also participated in this election, because the departmental elections were held at the same time. Eighteen regional presidencies were at stake, with thirteen in mainland France and Corsica, as well as five overseas. Though they do not have legislative autonomy, these territorial collectivities manage sizable budgets. Moreover, regional elections are often perceived as a mid-term opinion poll. Due to the COVID-19 pandemic, the regional and departmental elections were postponed, first to 13 and 20 June 2021 and then to 20 and 27 June 2021.
