The 2007 Vuelta a Peru was a road cycling race held from 2 to 11 February 2007 in Peru. It was a multiple stage race over a prologue and eight stages with a total of 775.9 kilometres (482.1 miles).

Alexander Nikolayevich Vinokourov is a Kazakhstani former professional road bicycle racer and the current general manager of UCI WorldTeam Astana Qazaqstan Team. He is of Russian origin. Club Centro Deportivo Municipal, commonly known as Deportivo Municipal, is a Peruvian football club based in Lima, Peru. They are among Peru's most recognizable clubs and enjoy considerable popularity. The bulk of their success was won a few years after the club was founded in 1935. The club was a top-flight contender during this period and won four Primera División titles. The club suffered relegation three times in their history: 1967, 2000, and 2007. They have also been champions of the Segunda División on three occasions: 1968, 2006, and 2014, granting them promotion to the first division. In 2014, they won the Segunda División and they currently compete in the Primera División Peruana.

The internal conflict in Peru is an ongoing armed conflict between the Government of Peru and the Maoist guerilla group Shining Path. The conflict began on 17 May 1980, and from 1982 to 1997 the Túpac Amaru Revolutionary Movement waged its own insurgency as a Marxist–Leninist rival to the Shining Path. It is estimated that there have been between 50,000 and 70,000 deaths, making it the bloodiest war in Peruvian history, since the European colonization of the country.

Marco Antonio Arriagada Quinchel is a Chilean professional racing cyclist. He is the brother of cyclist Marcelo Arriagada. He carried the flag for his native country at the opening ceremony of the 2007 Pan American Games in Rio de Janeiro, Brazil. After a very successful opening to his 2011 season, which saw him take victories in Argentina, Chile and the Dominican Republic, Arriagada tested positive for the anabolic steroid stanozolol during the Vuelta de Chile. He later received a four-year ban.
