The 2009 IRB Nations Cup was the fourth edition of the international rugby union tournament, a competition created by the International Rugby Board. It pits the "A" Teams of the stronger (Tier 1) rugby nations (France A, Italy A and Scotland A) against some of the Tier 2 and 3 nations (Romania, Russia and Uruguay). [1]
For the third consecutive year the event was held in Bucharest, Romania. Emerging Springboks did not return to defend their title. Scotland A were the overall winners of the tournament.
The competition format was a modified round-robin whereby each team played 3 of the other 5 teams. The competition was played over three match days, with three matches played consecutively on each day.

World Rugby is the world governing body for the sport of rugby union. World Rugby organises the Rugby World Cup every four years, the sport's most recognised and most profitable competition. It also organises a number of other international rugby competitions, such as the World Rugby Sevens Series, the Rugby World Cup Sevens, the World Under 20 Championship, and the Pacific Nations Cup.
The Romania national rugby union team represents Romania in men's international rugby union competitions, nicknamed The Oaks (Stejarii), is long considered one of the stronger European teams outside the Six Nations. They have participated in all but one Rugby World Cup and currently compete in the first division of the European Nations Cup, which they won most recently in 2017. Rugby union in Romania is administered by the Romanian Rugby Federation. The team plays in yellow and blue strips.
The India national rugby union team is currently Division 3 champion of Asian 5 Nations.
The Canada national rugby union team represents Canada in men's international rugby union and it's governed by Rugby Canada, and play in red and white. Canada is classified by World Rugby as a tier two rugby nation. Canada competes in competitions such as the Americas Rugby Championship and the Rugby World Cup.
The Pacific Nations Cup is an international rugby union competition held between three Pacific nations: Fiji, Samoa and Tonga. The 2019 edition of the tournament will also include the national teams of Canada, Japan and United States. First held in 2006, the tournament is intended to strengthen the Tier 2 rugby nations by providing competitive test matches in a tournament format.
The Belgium national rugby union team is administered by the Belgian Rugby Federation. Belgium have been ranked in the top 30 since 2010. Belgium have yet to qualify for the Rugby World Cup. Belgium participates in the European Nations Cup.
The Nations Cup is a rugby union competition that was first held in 2006 at Estádio Universitário in Lisbon with Argentina A, Italy A, Portugal and Russia taking part. The tournament is part of the International Rugby Board's US $50 million Strategic Investment programme, which also includes the Pacific Nations Cup, the Pacific Rugby Cup and the Americas Rugby Championship.
The Morocco national rugby union team are a national sporting side, representing Morocco in rugby union. The team is also known as the Atlas Lions. Morocco is governed by the Fédération Royale Marocaine de Rugby. Morocco competes in the Africa Cup annually. The team has won the competition in 2003 and 2005. They usually play their internationals in Casablanca.
The Papua New Guinea national rugby union team, nicknamed the Pukpuks,, played its first international in 1966, defeating Vanuatu 47-3. Papua New Guinea have not so far qualified for a Rugby World Cup. They participated in the Oceania World Cup qualifying tournaments for the 2007, 2011 and 2015 World Cups, but did not qualify.
