The 2013 Israeli Basketball League Cup is the 8th edition of the Israeli Basketball League Cup pre-season tournament. It plays between October 6 and October 10 at Bet Maccabi in Rishon LeZion and NOKIA Arena in Tel Aviv.

The Israeli Basketball League Cup is a pre-season professional basketball tournament that is contested between clubs. It has been held in Israel since 2006. It is held during the week before the start of the Israeli Premier League season. The Israeli League Cup tournament is currently sponsored by Pais Lotto, and therefore it is officially known as the Chance Cup. Previously, the tournament was sponsored by the Toto Winner Organization, and it was known as the Winner Cup, from 2006 to 2009. In 2010, it had no sponsor, and therefore the tournament was named Basketball League Cup.

As the format states, the top eight teams on the 2012–13 Israeli Super League qualified for the tournament. However, league champions Maccabi Haifa were at the time in the United States competing against clubs of the National Basketball Association (NBA) and were therefore replaced by ninth placed team Hapoel Holon.

The 2012–2013 Israeli Basketball Super League, for sponsorship reasons known as Ligat Loto, was the 59th season of the Israeli Basketball Super League. The season began on 14 October 2012, and ended on 13 June 2013.
