Speaker and Vice Speakers

The first session of the 4th convocation of the People's Assembly was held on 3 April 2007. It was opened by the oldest deputy, Vladimir Nachach and attended by President Sergei Bagapsh, Vice President Raul Khajimba, Prime Minister Alexander Ankvab, Supreme Court Head Rauf Korua, Arbitration Court Head A. Gurjua, the deputies of the previous convocation, the members of the Cabinet and regional Administration Heads. [1]

During the first session, Nugzar Ashuba was re-elected to the position of speaker with 26 votes. He had been nominated by Vladimir Nachach, he defeated Adgur Kharazia who had been nominated by Rita Lolua. [1] [2]

The number of Vice Speakers was expanded from two to three. For the first position, Nugzar Ashuba nominated Viacheslav Tsugba for re-election, and Batal Kobakhia Irina Agrba, arguing that it was time for a woman to be elected. Parliament then accepted a legislative amendment proposed by President Bagapsh allowing for a total number of three Vice Speakers, so that both could be elected. For the third position, Albert Ovsepyan was nominated for re-election by Valeri Kondakov, while opposition member Adgur Kharazia nominated Sergei Matosyan. After a heated debate and President Bagapsh expressing his support for Ovsepyan, the latter was re-elected with 19 votes. [1] [3]

On 3 May 2010, Albert Ovsepyan retired as Vice Speaker on account of old age. [4] On 24 September, Sergei Matosyan was elected Vice Speaker in his stead. [5]

Changes in composition

On 10 June 2008 deputy Omar Kvarchia suddenly died. [6] The resulting by-election was won by Emma Gamsonia. On 1 November 2010 Yuri Kereselidze died, [7] on 9 January 2011 Ruslan Kishmaria was elected his successor. [8]

On 8 February, Vladimir Nachach died after a long illness. [9] On 9 March the Central Election Commission decided that the by-election to elect Nachach's successor would be held on 30 April, that formations who wished to nominate a candidate had to register between 11 and 31 March, and that candidates could be nominated between 31 March and 20 April. [10] Three candidates were nominated, all three by initiative groups: Kherson Dashelia, Zaur Avidzba and Said Argun. [11] The by-election was won by Zaur Avidzba with 1028 votes, Said Argun came second with 753 votes and Kherson Dashelia third with 166 votes. [12]

On 9 November 2011, Beslan Jopua's term as MP was terminated due to his appointment as Minister for Agriculture on 18 October by newly elected President Alexander Ankvab. [13] [14]

Raul Jumkovich Khajimba is an Abkhazian politician who served as President of Abkhazia from 25 September 2014 until 12 January 2020. He was also Chairman of the Forum for the National Unity of Abkhazia from 2010 to 2015. Khajimba previously held the offices of Vice President (2005–2009), Prime Minister (2003–2004) and Defence Minister (2002–2003). He unsuccessfully ran for president in 2004, 2009 and 2011. He resigned the presidency in 2020 due to protests against him.

Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba, with only a half-year interruption in 2004. Shamba has twice unsuccessfully participated in presidential elections, in 2004 and 2011. He has been a staunch proponent for dialogue between Abkhazia and Georgia.

The Government of the Republic of Abkhazia governs the partially recognised Republic of Abkhazia.

Nugzar Nuri-ipa Ashuba is a senior politician from Abkhazia. He was Minister of Culture from 1986 until 1992 and the first Chairman of the State Repatriation Committee from 1992 until 1995. He was elected to the People's Assembly of Abkhazia in the 2002 elections, and he was elected Speaker on 3 April 2002 with 23 votes in favour, 10 against and 1 abstention. Ashuba was re-elected in 2007 both as Deputy and as Speaker, but suffered a first-round loss in the 2012 elections. When President Sergei Bagapsh died in 2011, and Vice President Alexander Ankvab participated in the subsequent Presidential election, Ashuba acted as President. On 29 October 2013, he was appointed Security Council Secretary by President Alexander Ankvab to succeed Stanislav Lakoba, who had been dismissed the previous day.

Adgur Rafet-ipa Kharaziya is an Abkhazian politician who served as the mayor of Sukhumi from 2014 to 2019. He was also the Minister of Agriculture of Abkhazia and the Vice Speaker of the People's Assembly.

Beslan Butba is a businessman and a former Prime Minister of Abkhazia. He owns Abkhazia's only private television station Abaza TV and is the chairman of the Party of the Economic Development of Abkhazia. Butba was an unsuccessful candidate in the December 2009 presidential election.

Sergei Matosyan is an Armenian-Abkhazian colonel and opposition politician. He became the Deputy Speaker of the People's Assembly of Abkhazia in 2010, and is a former Minister.

Vladimir Emin-ipa Nachach was an Abkhazian Jurist, Major-General and politician.

Parliamentary elections were held in Abkhazia on 10 March 2012, with a second round on 24 March. Voters elected the fifth convocation of the People's Assembly.

The Government of President Alexander Ankvab was the Government of the Republic of Abkhazia from 2011 until 2014.

The 3rd convocation of the People's Assembly of Abkhazia was in place from 2002 until 2007.

The 5th convocation of the Sukhumi City Council has been in office since 10 March 2011.

Valeri Ramshukhovich Bganba is an Abkhazian politician who served as the Prime Minister of Abkhazia from 18 September 2018 to 23 April 2020 and as the acting President of Abkhazia from 13 January to 23 April 2020. Prior to that he was the Speaker of the People's Assembly of Abkhazia from 2012 until 2017. He was elected as speaker on 3 April 2012 and was succeeded by Valery Kvarchia on 12 April 2017. Bganba became acting President on 1 June 2014, following the resignation of Alexander Ankvab as a result of the 2014 Abkhazian political crisis. On 25 September 2014 he was replaced by Raul Khajimba, the winner of the presidential elections on 24 August.

The 5th convocation of the People's Assembly of Abkhazia took office following the 2012 elections on 3 April 2012 and was replaced by the 6th convocation following the 2017 elections.

Zaur Avidzba (1953–2015) was a politician and businessman from Abkhazia who was murdered in 2015.

Almas Severianovich Japua is a deputy of the People's Assembly of Abkhazia. Japua was by-elected on 31 August 2014 in constituency no. 26 after sitting MP Beslan Butba had been appointed as acting Vice Premier in the aftermath of the 2014 Abkhazian revolution. Japua was nominated by an initiative group on 12 July and formally registered as candidate on 1 August. He defeated his opponent Amiran Kakalia with 889 votes to 848, out of 1761 votes cast. On 1 September, Japua was officially registered as a member of Parliament.

Daur Arshba is an Abkhazian politician. He is the Head of the Presidential Administration, having been appointed by President Raul Khajimba on 10 October 2016, and Chairman of the pro-government Forum for the National Unity of Abkhazia. In the past, he has served as Vice Speaker of the People's Assembly and as Head of Tkvarcheli District. Following the death of Gennadi Gagulia on 8 September 2018, Arshba was appointed Acting Prime Minister of Abkhazia, a position he held until 18 September 2018.

People's Assembly — Parliament of the Republic of Abkhazia of the 7th convocation is the current convocation of the People's Assembly of partially recognized Republic of Abkhazia, elected in the 2022 Abkhazian parliamentary election.
