ASM Nasiruddin Elan is a Bangladeshi human rights activist and director of Odhikar, a human-rights organization. [1] He is a member of the Police Reform Commission formed by the Muhammad Yunus led Interim government of Bangladesh. [2] [3]
In 2007, Elan was the acting director of Odhikar. [4] Odhikar was founded in 1994. [5]
In November 2013, Elan was sent to prison over a case filed regarding Odhikars report on the 2013 Shapla Square protests. [6] Odhikars reported number of deaths in the police operation in Shapla Square to remove activists of Hefazat-e-Islam Bangladesh was more than the government reported number. [6] [7] Hasanul Haq Inu, Minister of Information, demanded Odhikar share the list of deaths but was Odhikar refused over security concerns. [6] The case was filed by the Detective Branch in 2013. [8] [9] In 2017, the Bangladesh High Court refused to squash the case following a petition by Elan and Adilur Rahman Khan. [10]
The NGO Affairs Bureau refused to renew registration of Odhikar in June 2021 accusing its reports had damaged the image of Bangladesh. [5]
In September 2023, Elan and Adilur Rahman Khan were sentenced to two years imprisonment under Section 57 of the Information and Communication Technology Act, 2006 over their report on the 2013 Shapla Square protests. [8] The conviction was condemned by the United States Embassy in Dhaka and a number of international human rights organizations. [8] [11] Their conviction was condemned by The Daily Star. [12] 27 human rights organizations demanded their release. [13] They filed an appeal against their conviction with the Bangladesh High Court. [14] Human Rights Watch, CIVICUS Monitor, France and Germany condemned the conviction. [15] [16] [17] In October 2023, they secured bail from the High Court and were released from prison. [18] [19] Justice Md Emdadul Haque Azad accused the public prosecutor and the government of Bangladesh of turning Bangladesh into "hell". [20]
After the fall of the Sheikh Hasina led Awami League government, Elan was made a member of the Police Reform Commission. [21] He was critical of successive police governments using police to target political rivals. [22] His and Adilur Rahman Khan's two-year conviction was overturned by Justice Md Abdur Rob. [23]
Rapid Action Battalion is an anti-crime and anti-terrorism unit of the Bangladesh Police. This elite force consists of members of the Bangladesh Army, Navy, Air Force, Police, Border Guard, and the Bangladesh Ansar. It was formed on 26 March 2004 as RAT, and commenced operations on 14 April 2004.
Odhikar is a Bangladesh-based human rights organization, that was founded in October 1994. It is a member of the International Federation for Human Rights (FIDH). It has been publishing an annual activity report since 2003. Odhikar's work has been cited by Human Rights Watch in their 2011 World Report on Bangladesh. The goal for establishing Odhikar was to develop human rights alertness and observing violations in Bangladesh.
The Shapla Square protests, also known as the siege of Dhaka, Operation Shapla, Operation Flash Out by security forces, was the protests and subsequent shootings of 5 and 6 May 2013 at Shapla Square, located in the Motijheel district, the main financial area of Dhaka, Bangladesh. The protests were organized by the Islamist advocacy group, Hefazat-e Islam, who were demanding the enactment of a blasphemy law. The government responded to the protests by cracking down on the protesters using a combined force drawn from the police, Rapid Action Battalion and paramilitary Border Guard Bangladesh to drive the protesters out of Shapla Square.
A. S. M. Shahjahan was a Bangladeshi government police officer, civil servant and educator. He served as Adviser to non party Caretaker government of Bangladesh (2001), led by Chief Justice Latifur Rahman. he also served as the 15th Inspector General of Police of Bangladesh Police, and as the Secretary to the Ministry of Youth and Sports (1996-1999).
Extrajudicial killings and enforced disappearances in Bangladesh refer to extrajudicial executions carried out by law enforcement agencies without due legal process and to abduction cases in which the government directly or indirectly kidnaps people and holds them incommunicado. From 2009 to 2023, at least 2,699 people were victims of extrajudicial killings in the 200-million Bangladesh. During the period, 677 people were forcibly disappeared, and 1,048 people died in custody. From 2004 to 2006, at least 991 people were killed extrajudicially by "death squad" the Rapid Action Battalion (RAB). The practice of extrajudicial killings and enforced disappearances primarily involves law enforcement agencies such as the RAB and the Detective Branch (DB) of the police.
Deaths along the Bangladesh–India border occur many times a year as result of people attempting to illegally cross into India from Bangladesh, for walking along the border, cross border firing and cattle smuggling. Bangladesh and India share a 4,096 km (2,545 mi) border. To prevent smuggling and illegal migration from Bangladesh, the Indian Border Security Force (BSF) exercises its controversial "shoot on sight" policy. Under this policy, the BSF can shoot any person on sight with or without cause. A large portion of the victims are cattle traders and farmers with land near the border.
The Detective Branch is a specialized unit of the Bangladesh Police. It mostly deals with investigative activities and special operations in sensitive cases and places. The main task of the detectives of this unit is to collect the information behind the news from the grass root level for the purpose of investigating the events of any serious hidden crime or unsolved historical crime. Also, if necessary, they arrest important accused.
The 2018 Bangladesh quota reform movement was a students' movement demanding reforms in policies regarding recruitment in the Bangladesh government services. Bangladesh Sadharon Chhatra Odhikar Songrokkhon Parishad initiated movement initially began in Shahbag and on Dhaka University campus on 17 February 2018, and eventually spread country-wide by 8 April 2018. The movement rapidly attained popularity among students of different universities and colleges forcing the government to announce changes.
The 2018–2019 Bangladesh drug war or 2018–2019 Bangladesh's war on drugs was a campaign against alleged drug dealers and users by the government of Bangladesh under Prime Minister Sheikh Hasina. The extrajudicial killings of alleged drug dealers by the elite anti-crime unit Rapid Action Battalion (RAB) and the police have been criticized by various human rights groups and foreign diplomats.

Shamsul Haider Siddique is a former Bangladesh Army officer and former deputy inspector general of prisons of Bangladesh Jail. He was second in command of the prison system and served under brigadier general Mohammad Zakir Hassan. He served during the 2006–2008 Bangladeshi political crisis began as a military backed caretaker government assumed power at the end of October 2006 following the end of term of the Bangladesh Nationalist Party administration during time numerous politicians, including former ministers and two former prime ministers, were jailed.
Nur Khan Liton is a Bangladeshi lawyer and human rights activist. He is the former chief and secretary general of Ain o Salish Kendra, national legal aid organisation. He has spoken out against extrajudicial killings and human rights violations in Bangladesh. He has been critical of Enforced Disappearance in Bangladesh and called for investigation of the incidents.
Adilur Rahman Khan is a human rights activist and the founder of Odhikar, a human rights organisation. He is a lawyer and former Deputy Attorney General for Bangladesh. Since October 2022, Adilur Rahman Khan has been one of the Secretaries General of the International Federation for Human Rights (FIDH). He has been serving as an adviser to the interim government of Bangladesh since August 2024.
Gono Odhikar Parishad, is one of the political parties in Bangladesh. On 2 September 2024, the party was officially registered with the Election Commission. Its electoral symbol is a truck.

Kazi Reazul Hoque is a retired secretary and former chairman of the National Human Rights Commission of Bangladesh with the rank and status of Appellate Division judge.
