WaveRoller is a wave energy converter (WEC) developed by Finish company AW-Energy Oy since 2002, although the initial concept was developed between 1993 and 1999.
The device is a submerged hinged flap, or oscillating wave surge converter (OWSC) type. This uses the inshore then offshore surging motion of waves near the coast to rotate the hinged flap, or paddle, to generate electricity or to pump water onshore for desalination.
Two devices have been tested off Peniche, Portugal, in 2012 and between 2019 and 2021. In September 2024, the ONDEP project was announced which will deploy and operate an array of four WaveRoller devices in the same location.
The WaveRoller device is fully submerged on the seabed fairly near the shore, located approximately 300 metres (1,000 ft) to 2 kilometres (1.2 mi) offshore, in water depths of 8 to 20 metres (26 to 66 ft). [1]
The device consists of a movable panel, which rotates backwards and forwards in pitch following the surging motion of nearshore waves. [2] This forces hydraulic pistons, pumping fluid within a closed loop through power smoothing attenuators, before driving a hydraulic motor. This is connected to an electrical generator to produce electricity. [3]
While diving off the coast of Finland in 1993, Rauno Koivusaari, the inventor of WaveRoller, observed the surging motion of ocean waves moving a large hatch on a shipwreck, and realised this power could be harnessed. [4] [5] An initial proof of concept was tested in 1999. [5]
AW Energy was founded in Finland in 2002, [6] and is based in Vantaa just north of Helsinki.
Early component tests for the WaveRoller were conducted at the European Marine Energy Centre Billia Croo test site in 2005. [6]
In 2009, a consortium led by AW-Energy was awarded €3m by the European Commission under FP7 to build and demonstrate a grid connected wave energy device. The consortium also included leading engineering firms ABB and Bosch Rexroth. [7] [8] The three-year project was called SURGE – Simple Underwater Renewable Generation of Electricity, and aimed to deploy and demonstrate the WaveRoller device off the coast of Peniche, Portugal about 100 kilometres (62 mi) north of Lisbon from summer 2011. [9] Peniche is known for its large waves, and is called «Capital da Ondas» or "Capital of the Waves". [7]
Following delays, the device was eventually deployed in 2012, with 3× 100 kW flaps installed. It was later brought back to the harbour, and tested in configurations with either one, two, or three operational panels. [10] It was mounted on a steel frame which could be towed to site, and then submerged onto the seabed.
Between 2018 and 2021, a 1 MW scale power-take-off (PTO) was developed in the European Horizon2020 funded MegaRoller project. [11] A life-cycle assessment of the technology suggested the lifetime carbon emissions of the device would be 33.8 gCO2eq/kWh. This had a nominal power of 1 MW, an average power of 320 kW, and an operational lifetime of 20 years. [2]
In 2019, the first "commercial-scale" device was assembled in Peniche, rated at 350 kW. The device was certified by DNV GL and Lloyd's Register. [12] The device was deployed in October 2019, 820 metres (2,700 ft) offshore. [3]
A new onshore substation for the WaveRoller device was also constructed in 2019, as part of the Surge2 project. [1]
After almost two years of continuous operation, the prototype device was retrieved in August 2021 for inspection including assessment of the structural integrity. [13]
In September 2024, the 5½ year long, Horizon Europe funded, ONDEP (Ondas de Peniche) project was announced. The consortium of 14 partners, led by Queen's University Belfast plan to deploy and operate an array of four WaveRoller devices off the coast of Peniche. This will be one of the first pilot wave farms in Europe. [14]
AW-Energy announced in 2023 they had signed a memorandum of understanding with Kaoko Green Energy Solutions of Namibia, to explore the potential to deploy devices off the coast of Swakopmund, to provide power including for green hydrogen and desalination. [15] The environmental impact assessment for the project was approved by the Namibian Ministry of Environment, Forestry, and Tourism in October 2024. [16]
Wave Dragon is a concept wave energy converter of the overtopping type, developed by the Danish company Wave Dragon Aps. Incoming waves flow up a ramp into a reservoir, the water the drains back to sea level though a hydro-electric turbine, generating electricity. "Reflector arms" are used to focus incoming waves, to channel the waves towards the ramp, increasing the energy captured.
The Pelamis Wave Energy Converter was a technology that used the motion of ocean surface waves to create electricity. The machine was made up of connected sections which flex and bend as waves pass; it is this motion which is used to generate electricity.
An OE Buoy or Ocean Energy Buoy is a floating wave power device that uses an Oscillating Water Column design. It is being developed by Irish company Ocean Energy Ltd., based in Cork, in collaboration with the Hydraulics and Maritime Research Centre at University College Cork, Queen's University Belfast, and Marine Institute Ireland.
CETO is a wave-energy technology that converts kinetic energy from ocean swell into electrical power and directly desalinates freshwater through reverse osmosis. The technology was developed and tested onshore and offshore in Fremantle, Western Australia. In early 2015 a CETO 5 production installation was commissioned and connected to the grid. As of January 2016 all the electricity generated is being purchased to contribute towards the power requirements of HMAS Stirling naval base at Garden Island, Western Australia. Some of the energy will also be used directly to desalinate water.
The European Marine Energy Centre (EMEC) Ltd. is a UKAS accredited test and research centre focused on wave and tidal power development, based in the Orkney Islands, UK. The centre provides developers with the opportunity to test full-scale grid-connected prototype devices in wave and tidal conditions.
A tidal stream generator, often referred to as a tidal energy converter (TEC), is a machine that extracts energy from moving masses of water, in particular tides, although the term is often used in reference to machines designed to extract energy from the run of a river or tidal estuarine sites. Certain types of these machines function very much like underwater wind turbines and are thus often referred to as tidal turbines. They were first conceived in the 1970s during the oil crisis.
The Oceanic Platform of the Canary Islands is a singular scientific and technological infrastructure (ICTS) aimed to accelerate the development of knowledge and technologies for the responsible and sustainable use of the ocean, in line with the United Nations Sustainable Development Goals and strategy of Blue Growth Strategy established by the European Union. It has been partially co-funded by the European Regional Development Fund (ERDF) under the ERDF Operational Programme for the Canary Islands 2007-2013 within Axis 1 "Development of the Knowledge Economy", priority theme 02, with a co-financing rate of 85%. PLOCAN is financed and managed by a consortium comprising 50% contributions from the Government of the Canary Islands and the Spanish National Government.
Wave Energy Scotland (WES) is a technology development body set up by the Scottish Government to facilitate the development of wave energy in Scotland. It was set up in 2015 and is a subsidiary of Highlands and Islands Enterprise (HIE) based in Inverness.
MARMOK-A-5 is an offshore electrical power generator that uses wave energy to create electricity. This device is a spar buoy installed in the maritime testing site BiMEP, in the Bay of Biscay. It is the first grid-connected maritime generator in Spain, and one of the first in the world.
Mocean EnergyLtd. is a wave energy technology developer, based in Edinburgh and Aberdeen. They are developing a hinged-raft attenuator wave energy converter (WEC) at various scales for different markets.
Many tidal stream generators have been developed over the years to harness the power of tidal currents flowing around coastlines. These are also called tidal stream turbines (TST), tidal energy converters (TEC), or marine hydro-kinetic (MHK) generation. These turbines operate on a similar principle to wind turbines, but are designed to work in a fluid approximately 800 times more dense than air which is moving at a slower velocity. Note that tidal barrages or lagoons operate on a different principle, generating power by impounding the rising and falling tide.

The Aguçadoura test site is an offshore location in the north of Portugal where grid connected offshore renewable energy devices have been tested, for research and project demonstration. It is about 5 km (3 miles) off the coast of Aguçadoura, Póvoa de Varzim, about 35 km NNE of central Porto.
The Penguin is a wave energy converter (WEC) which was developed by Finnish company Wello Oy between 2008 and 2023. Two full-scale device were constructed, and tested in Scotland and Spain respectively, although both tests ended in difficulties.
WavePiston is a concept to harness wave power using a long string with collector plates that move with the waves. Hydraulic pumps between the plates pump water onshore, where it can either drive a turbine to create electricity or be used in desalination.
